MEETING MINUTES
March 31, 2025
CALL TO ORDER: Mayor Pike calls the meeting to order.
2. ROLL CALL: GINDLESPERGER, KVAMME, MAY, RUSSELL.
Present: Gindlesperger, Kvamme, May, Russell. A quorum is present.
3. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
4. TOWN HALL MEETING:
The City of Eagle is pleased to invite all Eagle residents to attend the Town Hall
meeting. The Mayor and City Council welcome your input and look forward to
answering questions that you may have.
Out of courtesy for all who wish to speak, each speaker should limit their
comments to three (3) minutes. If time permits the Mayor, or City Council, may
invite rebuttals or engage in additional discussions with the attendees.
Respectful dialogues are the catalyst to great achievements, therefore as we
come together to discuss the community we love, those in attendance are
encouraged to conduct themselves in a civil manner.
Please Note: Due to Idaho Statutes public hearing regulations associated with land
use applications, discussion/testimony of any pending application before the City
must be reserved for the date of the officially scheduled public hearing noticed for
City Council or the Planning and Zoning Commission.
Mayor Pike opens the Town Hall and invites members of the public to speak.
Craig Shotwell, Rush Court, Eagle, Idaho. Is there construction at Eagle and Plaza
Drive? Will the Eagle Arch be reinstalled? When will the cones on Eagle Road be
removed?
Project Coordinator, Cody Holman with ACHD provides an update on the downtown
construction.
ACHD Communication Manage, Erin Johansen provides ways for residents to get
information regarding ACHD projects.
Mike Hope, 737 West Headwaters, Eagle, Idaho. Hope worked on the Comprehensive
Plan Committee and is wondering when the Comp Plan Amendment will be completed?
He also suggests a simple educational video for the public to view on how development
is done.
Terese, 1462 North Echocreek Place, Eagle, Idaho, has concerns with how the Library
Board nominations were filled. She feels that this will influence filling future volunteer
positions.

Burke Mantel, 4690 North Hartley Road, Eagle, Idaho. Mantel speaks about his concerns
with the foothills use and the dangers it brings.
Hank Allen, 687 West Rush Court, Eagle, Idaho. Requests updating the Eagle Cell
Tower Ordinance and utilizing the Dalton Gardens Ordinance. Key reasons are RF
radiation, safeguards around small cell phone towers, and House Bill 180 will enforce
shock clocks and could be detrimental to residents.
Steve Bender, 1235 North Sevenoaks Place, Eagle, Idaho. Bender was on the
Comprehensive Plan Committee and is also curious to know when there will be a
Comprehensive Plan amendment. He encourages that a professional editor goes through
the document for author consistency and tone.
John, 2906 North Haven, Eagle, Idaho, has concerns with the foothills use and
specifically the bonfires.
Jane Rohling, 582 Palmetto Drive, Eagle, Idaho, discusses the rat issue within Eagle and
states that the City needs to get involved and help with the problem. On April 27, from 2
pm — 4 pm there will be an educational event on rat prevention in the Community Hall.
Charlie Buan, 50111 West Clearfield Street, Eagle, Idaho. Requests when the Open
Trails Master plan will be completed. He suggests that the BLM plan should be
incorporated within the Trails Master Plan. He also suggests changing the downtown
speed limits.
Pual Warner, 776 East Ashburn, Eagle, Idaho, loves the greenbelt and appreciates it and
encourages tree root maintenance and mile markers or junction signs. Suggests looking
into grants for greenbelt maintenance and improvements.
Chief Ruby discusses the electric bike regulations and recently adopted MOU.
Mary Hunter, 173 North Sierra View Way, Eagle, Idaho, thanks the City for smart
financial decisions for the City.
Nancy, 1016 South Harbor Island Way, Eagle, Idaho, asks if the City will prohibit
parking on the east side of Eagle Road. She has concerns with drivers turning left onto
Eagle Road from the new Mace parking lot.
Jane Rohling, 582 Palmetto Drive, Eagle, Idaho, suggest lanes being installed on the
greenbelt paths and suggests having a fall and spring trash clean up.
Paul Warner, 776 East Ashburn, Eagle, Idaho, when mitigation happens on the East Side
of Eagle Road, include parking options on the signage.
Nancy, 1016 South Harbor Island Way, Eagle Road, asks if there is a spring cleanup
with Hardin?
Lori Reddick, 536 Mango Drive, Eagle, Idaho, asks if there are special instructions for
spring cleanup.
Jane Rohling asks about the Lime scooters being left in Eagle.
Craig Shockwell asks if there are legal ramifications for cyclists riding in the middle of
the road.

Steve Bender, 1235 West Sevenoaks Place, Eagle, Idaho, since last week cars have been
exceeding school zones speeds and speeding on Floating Feather. Suggests a Mayor
minute on chip sealing driving methods.
Hank Allen encourages BLM use for shooting.

May moves to adjourn. Seconded by Gindlesperger. ALL AYE ... MOTION
CARRIES.
