Regular Meeting Minutes
1. CALL TO ORDER: Chairman Wright calls the meeting to order at 6:01pm.
2. ROLL CALL: Present: WRIGHT, GUERBER, MCCAULEY, SMITH Absent: OLAND A
quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion
on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains
written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's
Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of PP —2024-03 — Preliminary Plat
for Avimor McLeod Subdivision No. 1— Avimor Development, LLC: Avimor Development,
LLC, represented by Brad Pfannmuller, is requesting preliminary plat approval for McLeod
Subdivision No.1, a 375-lot (337-residential, 11-highway mixed use, 27-common) subdivision.
Portions of the 313.00-acre site are located within Ada County, Boise County, and Gem County
and is generally located on the west side of State Highway 55 north of the intersection of State
Highway 55 and North McLeod Way. (DLM)

5. PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS.:
• Public Hearings are legally noticed hearings required by state law. The public may provide
formal testimony regarding the application or issue before the City Council. This testimony will
become part of the hearing record for that application or matter.
• Public hearing testimony time limit: Individuals testifying are allotted three (3) minutes for
non -repetitive testimony.
• Disclosure of ex parte and/or conflict of interest.
A. RZDA-2024-01 — Eagle & Idaho Mixed Use Development — ALC Architecture: Nick Louie,
represented by Jeff Likes with ALC Architecture, is requesting a rezone from R-4 (Residential) to
MU-DA (Mixed Use with a development agreement) for a portion of the Eagle & Idaho Mixed Use
Development, a live/work residential and commercial development. The 0.47-acre site is located
east of Eagle Road approximately 160-feet north of East Idaho Street at 220 North Eagle Road.

B. CUP-2024-05 — Eagle & Idaho Mixed Use Development — ALC Architecture: Nick Louie,
represented by Jeff Likes with ALC Architecture, is requesting conditional use permit approval for
residential units within MU (Mixed Use) and CBD (Central Business District) zoning designations,
retail (general and limited) uses, building height exceptions (up to 40-feet), and waivers of Eagle
City Code, Title 8. The request is in association with three (3) proposed three-story live/work
buildings within a residential and commercial mixed use development. The 0.94-acre site consists
of four (4) parcels and is located at the northeast corner of North Eagle Road and East Idaho Street
at 220 and 250 North Eagle Road, and 16 and 144 East Idaho Street. Continued from January 21,

City of Eagle Planning and Zoning Administrator, Bill Vaughan, asks for both items, 5A and 5B, to be
continued to the April 21, 2025 Planning and Zoning meeting.
Vice Chairman Guerber motions for a continuance on both items 5A and 5B to the meeting on April 21,
2025.

C. CPA-2025-01 — Comprehensive Plan Text Amendment - Star Fire Capital Improvement Plan — City
of Eagle: The City of Eagle is proposing a comprehensive plan text amendment to Chapter 4: Utilities,
Facilities & Services to identify the most recent capital improvement plan for the implementation of
impact fees for Star Fire District. (WEV/KRD)

responds to questions from the Commission.

Commissioner McCauley motions that we recommended approval on CPA-2025-01 — Comprehensive
Plan Text Amendment - Star Fire Capital Improvement Plan — City of Eagle as presented.
Commissioner Smith seconds motion
