Minutes - 2025 - Design Review Board - 03/13/2025 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on March 13, 2025. Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. 2. ROLL CALL: LINDGREN, MIHAN, MURPHY, NORTON, GRUBB, SAYER, GREER. Present: LINDGREN, MIHAN, MURPHY, NORTON, SAYER, GREER. Absent: GRUBB. A quorum is present. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of February 27, 2025. (HC) B. Findings of Fact and Conclusions of Law for the Approval of DR-2025-02 - Common Area Landscaping within Tierpointe Subdivision No. 2 - Tall Timber Consulting: Tall Timber Consulting, represented by Dave Yorgason, is requesting design review approval of the common area landscaping, pool house, pool, and cluster mailbox structure within Tierpointe Subdivision No. 2. The 23.25-acre site is located on the north side of State Highway 44 approximately 1,850-feet west of the intersection of State Highway 44 and North Linder Road at 5800 West State Street. Sayer moves to approve the Consent Agenda. Seconded by Greer. ALL AYE ... MOTION CARRIES. 4. UNFINISHED BUSINESS: A. ACTION ITEM: DR-2024-10 - 14 Multi -tenant Office (Business/Professional)/Retail/Restaurant Building within Riverwood Condominiums - West Old Valley, LLC: West Old Valley, LLC, represented by Justin Waters with Julie Rivers Development, is requesting design review approval for fourteen multi -tenant office [business/professional]/retail/restaurant buildings within Riverwoods Condominiums (seven — 5,625-SF, four — 5,500-SF, and three — 3,250-SF). The 7.97-acre site is located at the northeast corner of West Old Valley Road and North Linder Road at 4526 and 4648 West Old Valley Road. (ERF) This item was continued from the April 25, 2024, Design Review Board meeting. Chairman Lindgren introduces the item. Member Mihan recuses himself as he is representing the applicant. Justin Waters, with Old Valley, LLC provides an overview of the application and responds to questions from the Board. City Planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Jim Mihan, representative, 2002 South Vista, Boise, Idaho, discusses the trees on the landscape plan. Discussion amongst the Board. Lindgren recommends for approval for DR-2024-10 with site specific conditions of approval that we strike site specific conditions 2 and 3 and I will come back to 4. Strike 5, 6, 7, 8. address 9 and also strike site specific condition 10. Site specific conditions 11 and 17 to remain as is. With site specific condition number 4, the DR board recommends approval to have the revised landscaping plan that the applicant has provide showing an additional 165 caliper inches of tree. I believe this has been documented by staff. Site specific condition number 9, which that the applicant will peruse and at least look into locating 3 street trees on the parkway side of the sidewalk and back and curb along Linder baring any conflict with any undergrown comm lines or power lines and that would be reviewed by staff and one member of the board and that the remaining area on the east side of the sidewalk, we don't recommend additional trees that could be general landscape or sod or whatever the applicant feels is appropriate. Add site specific condition 18 which is to provide additional clarity as to the rear elevation of the five unit building that also does house a commercial restaurant use and that we get further clarification specifically on the rear elevation. More specifically, how that center portion is massing out and if possible, the applicant would entertain looking at mimicking more or less what is happening on the front side. At the very least, that indicates a more clear picture of what is happening with that mechanical wall. To be reviewed by staff and two members of the board. Site specific condition 19 is for the applicant to clarify and provide color samples of the change from pure white to alabaster white to be reviewed by 2 members and staff. Site specific 20 provide materials and color selections to be reviewed by staff and two members of the board. Seconded by Sayer. Discussion amongst the Board. Lindgren revises motion to also have applicant provide additional information and clarity on the 5 unit building with the commercial component or without the commercial component. The center portion and provide more of a gable format at the rear portion. Seconded by Murphy. ALL AYE ... MOTION CARRIES. B. ACTION ITEM. DR-2024-11 - Master Sign Plan for Riverwood Condominiums - West Old Valley LLC: West Old Valley LLC, represented by Justin Waters with Julie Rivers Development, is requesting design review approval for a master sign plan for the Riverwood Condominiums. The 7.97-acre site is located at the northeast corner of West Old Valley Road and North Linder Road at 4526 and 4648 West Old Valley Road. (ERF) This item was continued from the April 25, 2024, Design Review Board meeting. Chairman Lindgren introduces the item. Justin Waters, 370 West Bismark Drive, Meridian, Idaho, provides an overview of the application and responds to questions from the Board. City Planner, Emily Falco, provides a PowerPoint presentation and gives an overview of the application and responds to questions from the Board. Lindgren recommends for approval action item DR-2024-11— Master Sign Plan for Riverwood Condominium with specifically addressing site specific condition I as identified on our screen which staff has gone through and made the suggested adjustments that will be recorded with the Clerk and that will be brought into the overall site specific conditions of approval. Strike site specific condition 2. Site specific condition 3 as presented by staff is to remain and that the applicant is to provide an alternative landscape plan for the signage at the corner. To be reviewed by staff and one member of the Board. Site specific condition 4 and 5 remain. Site specific condition 6 new, for the applicant to provide cut sheets of the up lighting of the monument sign as presented and to be reviewed by staff and one member of the Design Review Board. ACTION ITEM: DR-2024-29 - 269 East Idaho Mixed Use Building - Michelle Webb: Michelle Webb, represented by Julie Benintendi with BRS Architects, is requesting design review approval for a 6,910-square foot, three-story, mixed use building (four residential units and two office [business and professional]/retail) units). The 0.16-acre site is located on the south side of East Idaho Street approximately 78-feet west of the intersection of East Idaho Street and North 2nd Street at 269 East Idaho Street. (ERF) This item was continued from the February 13, 2025 meeting. Chairman Lindgren introduces the item. Chairman Lindgren recuses himself from the item. Vice Chairman Greer takes over the meeting. Andrew Davis, 1010 South Elante, Boise, Idaho, provides an overview of the application and responds to questions from the Board. City Planner, Emily Falco, provides an overview of the application and responds to questions from the Board. General discussion regarding the application. The Board has concerns with architecture and height, and that there are too many units in a small space which causes site constraints. There are still a lot of questions as it relates to the project. Greer makes a motion to deny application action item C from the Unfinished Business DR- 2024-29 - 269 East Idaho Mixed Use Building with the conditions imposed on the discussion. Primarily, the main issue is that the site does not seem to meet the use or vice versa and there doesn't seem to be enough room for parking. Which is a main concern with the buffers. The front of the building does align with the intent of the downtown design, there are a couple of items that can be reworked in that sense. The Bicycle racks seem cool but it does create some issues with the foot traffic and the ADA access. And concern with the overhang on the ADA stall. Seconded by Mihan. ALL AYE ... MOTION CARRIES. D. DR-2024-30 - 269 East Idaho Street Mixed Use Building Master Sign Plan - Michelle Webb: Michelle Webb, represented by Julie Benintendi with BRS Architects, is requesting design review approval for a master sign plan for a mixed use building (four residential units and two office [business and professional]/retail) units). The 0.16-acre site is located on the south side of East Idaho Street approximately 78-feet west of the intersection of East Idaho Street and North 2nd Street at 269 East Idaho Street. (ERF) This item was continued from the February 13, 2025 meeting. Greer introduces the item. ACTION ITEM: DR-2025-04 - Multi -tenant Restaurant/Retail Building within East End Marketplace - Rennison Companies: Rennison Companies, represented by Walt Lindgren with Lindgren Labrie Architecture, is requesting design review approval for a 5,341-square foot multi -tenant restaurant/retail building. The 0.67-acre site is located on the east side of South Edgewood Lane approximately 325-feet north of State Highway 44 at 650 & 750 South Edgewood Lane within East End Marketplace. (ERF) Greer introduces the item. Mihan and Lindgren recuse themselves from the item because they are involved with this project.
