ROLL CALL: Present HOPKINS, ALMON, MACOMBER. Absent: MOORE. A quorum is present. 3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA. None 4. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless an Eagle Public Library Board of Trustees member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Eagle Public Library's Board of Trustees Agenda approval motion unless specifically stated otherwise. A. Approval of Bills Chairman Hopkins introduces the item. Almon moves to approve the bills as presented. Seconded by Macomber. ALL AYE... MOTION CARRIES. 5. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library Board of Trustees regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes. Jonah Costa. Jonah introduces himself as a home schooled, 71h grade student. He would like the Board to consider changing the minimum age for reserving the study rooms at the Eagle Library. Every Tuesday he visits the Eagle Library from 9:30 to 11:30 while his Mom attends a meeting down the street. During his time at the library there is a morning news chat from 9:30 to 10:30, which can be loud. He would like to be able to use the study rooms during this time, but minimum age to use the study rooms is 14 and he is 13. Jonah has researched policies at other cities and they are all younger than 14 years or have no minimum age listed. He requests that the minimum age be changed so that he can use the rooms to study. Chairman Hopkins states that the Board does not take action at this time. However, they will discuss the request with the Library Director, and action may be agendized at the next meeting. She thanks him for his time and comments tonight. 6. REPORTS: A. Staff: Sacha Timmons, Guest Services Manager introduces herself to the Board. She has been overseeing operations while the Library Director is out on FMLA. Operations are running as per normal, she makes herself available for questions. B. Board Members: Hopkins was unable to attend the Foundation meeting, however hopes to be able to make the next one. Almon attended a meeting with Friends of Eagle Public Library. Discusses HB209 that is being considered at the legislature. C. Council Liaison: Councilmember Gindlesperger welcomes new member Ms. Macomber to the Board. No further report. D. Friends of Eagle Public Library: Betty Miller provides a report on recent activities and provides new Board Member Macomber with a synopsis of activities for 2024 via handout. 7.
