MINUTES
The Design Review Board met in regular session on February 27, 2025. Greer presiding.
CALL TO ORDER: Meeting called to order at 6:00 p.m.
ROLL CALL: LINDGREN, MIHAN, MURPHY, NORTON, GRUBB, SAYER, GREER.
Present: Sayer, Greer, Grubb, and Norton. Absent: Lindgren, Mihan and Norton.
A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS.
Consent Agenda items are considered to be routine and are acted on with one motion. There will be
no separate discussion on these items unless a Design Review Board member or City Staff requests
an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any
item on the Consent Agenda that contains written recommendations from the City of Eagle shall be
adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated
otherwise.

Sayer moves to approve the Consent Agenda. Seconded by Norton. ALL AYES ... MOTION
CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTIONITEM.- DR-2025-02 - Common Area Landscaping within Tierpointe Subdivision No. 2
- Tall Timber Consulting: Tall Timber Consulting, represented by Dave Yorgason, is requesting
design review approval of the common area landscaping, pool house, pool, and cluster mailbox
structure within Tierpointe Subdivision No. 2. The 23.25-acre site is located on the north side of
State Highway 44 approximately 1,850-feet west of the intersection of State Highway 44 and North
Linder Road at 5800 West State Street. (BAW)
Greer introduces the item.
Dave Yorgason, 13965 West Chinden Boulevard, Suite 201, Boise, Idaho, provides an overview of
the application and responds to questions from the Board.
Josh Reniker, 5303 West Fairmont Street, Boise, Idaho, is the landscape architect. He provides an
overview of the landscape plan.
City Planner, Barb Williams, provides an overview of the application and responds to questions from
the Board.
Greer makes a motion to approve DR-2025-02 - Common Area Landscaping within Tierpointe
Subdivision No. 2 with conditions 1 and 2 as written. Number 3, trees, if the City approves the
removal of the trees, the applicant shall be required to provide a revised landscape plan
showing. Wait, is that the right one? No trees are required, none of those options, I went with
the wrong option. Number 3 is the option that does not require mitigation. Yeah, it is the first
one. Number 4, as shown or written. Number 5, to provide detail cut sheets of the soffit recessed
canned lights and we are going to remove the decorative light fixture. Numbers 6 —12 as
written. Number 13, we will add that the berm and fence are approved as presented to match
the adjacent subdivision. Seconded by Norton. ALL AYES ... MOTION CARRIES.
B. ACTIONITEM.• DR-2025-03 - Subdivision Entry Monument Sign for Tierpointe
Subdivision No. 2 - Tall Timber Consulting: Tall Timber Consulting, represented by Dave
Yorgason, is requesting design review approval of a subdivision entry monument sign for
Tierpointe Subdivision No. 2. The 23.25-acre site is located on the north side of State Highway
44 approximately 1,850-feet west of the intersection of State Highway 44 and North Linder
Road at 5800 West State Street. (BAW)

Greer makes a motion to approve action item DR-2025-03 - Subdivision Entry Monument Sign
for Tierpointe Subdivision No. 2 with Tall Timber Consulting with the site specific conditions 1
through 3 as listed. Seconded by Sayer. ALL AYES ... MOTION CARRIES.

B. Staff: City Planner, Barb Williams provides an update of pending applications for the next
Design Review Board.

Craftsman Style
We chose to use Craftsman style as the basis of design for the Tierpointe landscape structures.
Details of the Craftsman Style that have been utilized in the design include:
• Wide, overhanging eaves
• Balconies and towers are absent
• Some gabled roof lines
• Long sloping and wide roof line
• Square and simple design rather than ornate
• Wood materials are primarily board & batten
✓ The design of the building and other amenities have a nice modern twist on the traditional
Craftsman Style.
✓ The color scheme and materials of the structures have been designed to fit within current
market trends and fall within approved guidelines from the city and input with staff.
✓ Overall, the materials fit into the style and help create special points of interest throughout the
neighborhood.
