SPECIAL MEETING MINUTES
February 18, 2025
CALL TO ORDER: Mayor Pike calls the meeting to order at 3:00 p.m.
2. ROLL CALL: Present: GINDLESPERGER, MAY, RUSSELL, KVAMME. Absent: A
quorum is present.
3. PLEDGE OF ALLEGIANCE:
Mayor Pike states that a Press Release has been issued regarding Eagle Fun Days and the rumors
that are circulating on social media.
4. NEW BUSINESS:
A. ACTION ITEM.- Appointment to the Eagle Public Library Board: In accordance with
Resolution 23-17, Mayor Pike is requesting Council Confirmation of the appointment of
Elizabeth Gray to the Eagle Public Library Board. Ms. Gray will be fulfilling a vacated term
that will expire in September 2026. (BKP)
Mayor Pike introduces the item.
Russell states she appreciates everyone that has applied, there has been a great response to the
vacancy. Russell does not feel that Elizabeth Gray is the best applicant and feels that others
are better qualified for the opening.
Gindlesperger moves to deny action item 4A Appointment to the Eagle Public Library
Board. Seconded by Russell. Discussion. GINDLESPERGER AYE; MAY AYE;
RUSSELL AYE; KVAMME AYE. MOTION CARRIES.
B. ACTION ITEM: Request for Council Action on Department Supervisor and Deputy
Position Appointments: It has come to our attention that four (4) Department Supervisors
and two (2) Deputy positions have been employed and appointed by four (4) different Mayors
between the years of 2012-2024. These positions were not formally taken before Council for
confirmation. The appointments are now being brought forward for Council confirmation to
ensure compliance with Eagle City Code 1-6-1 and 1-6-1(D). The following employees are
being brought to Council for confirmation: Steve Bumgarner, Library Director. Devonte
Goodman, IT Director. Eric Ziegenfuss, Public Works Director. Holly Csencsits, Deputy
Clerk/Treasurer. Brian Allen, Recreation Director. Lori Waldemer Lord Deputy
Treasurer/Clerk. (BKP)
Mayor Pike introduces the item.
May moves to approve Department Supervisor and Deputy as presented. Seconded by
Kvamme. GINDLESPERGER AYE; MAY AYE; RUSSELL AYE; KVAMME AYE.
