MINUTES
The Design Review Board met in regular session on February 13, 2025. Lindgren presiding.
1. CALL TO ORDER: Meeting called to order at 6:17 p.m.
2. ROLL CALL: LINDGREN, MIHAN, MURPHY, NORTON, GRUBB, SAYER, GREER.
Present: Norton, Greer, Murphy, Sayer, and Lindgren. Absent: Grubb and Mihan.
A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS.
Consent Agenda items are considered to be routine and are acted on with one motion. There will be
no separate discussion on these items unless a Design Review Board member or City Staff requests
an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any
item on the Consent Agenda that contains written recommendations from the City of Eagle shall be
adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated
otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2016-69-MOD1 - Building
Addition to the Eagle Sewer District Blower Building - Eagle Sewer District: Eagle Sewer
District, represented by Walter Lindgren with Lindgren Labrie Architecture, PLLC, is requesting
design review approval of a 2,875-square foot building addition to the blower building for the Eagle
Sewer District. The 33.94-acre site is located on the southeast comer of South Urban Gate Avenue
and State Highway 44 at 100 South Urban Gate Avenue. (BAW)
Sayer moves to approve the Consent Agenda. Seconded by Norton. ALL AYES...MOTION
CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM. DR-2024-29 - 269 East Idaho Mixed Use Building - Michelle Webb: Michelle
Webb, represented by Julie Benintendi with BRS Architects, is requesting design review approval
for a 6,910-square foot, three-story, mixed use building (four residential units and two office
[business and professional]/retail) units). The 0.16-acre site is located on the south side of East Idaho
Street approximately 78-feet west of the intersection of East Idaho Street and North 2nd Street at 269
East Idaho Street. (ERF)
Lindgren recuses himself from items 5A and 5B due to a conflict of interest.
Vice Chairman Greer introduces the item.
Mark Anderson, BRS Architects, 1010 South Allante Place, Suite 100, Boise, Idaho, 83709 provides
an overview of the application, reviews staffs conditions and responds to questions from the Board.
City Planner, Emily Falco, provides an overview of the application and responds to questions from
the Commission.
The board believes that the design does not comply with city code, the downtown design standards
and has concerns with parking. Overall, there is a lot going on for such a small space. Additionally,
the plans are not stamped by a licensed architect. They would like to applicant to consider the
discussion that occurred tonight and come back with an updated stamped plan.
Greer makes a motion to continue action item 5A - DR-2024-29 - 269 East Idaho Mixed Use
Building with the same conditions as imposed by staff and hopefully some of the discussion
has been helpful it seems that this area probably requires definitely an exterior
reconsideration for the design. We don't want to dictate design, but we do have to make sure
that it complies so that we are protecting the interest of the City. Seconded by Murphy. ALL
AYES...MOTION CARRIES.
B. ACTION ITEM. DR-2024-30 - 269 East Idaho Street Mixed Use Building Master Sign Plan
Michelle Webb: Michelle Webb, represented by Julie Benintendi with BRS Architects, is
requesting design review approval for a master sign plan for a mixed use building (four residential
units and two office [business and professional]/retail) units). The 0.16-acre site is located on the
south side of East Idaho Street approximately 78-feet west of the intersection of East Idaho Street
and North 2nd Street at 269 East Idaho Street. (ERF)
Greer moves to continue item DR-2024-30 - 269 East Idaho Street Mixed Use Building for
the Master Sign Plan. Seconded by Sayer. ALL AYES...MOTION CARRIES.
C. ACTION ITEM. DR-2024-78 - Emergency Services Building for Eagle Fire Station No. 4
within Lakemoor Subdivision - Method PMAP: Eagle Fire Department, represented by Jo D.
Greer with Method PMAP, is requesting design review approval of 13,560-square foot, two
story, emergency services building for Eagle Fire Station No. 4. The 0.89-acre site is located on
the northwest corner of South Three Bridges Way and East Colchester Drive at 2489 South
Three Bridges Way (Lot 2, Block 8, Lakemoor Subdivision No. 3). (BAW)
Lindgren continues the meeting as Chairman and introduces the item.
Vice Chairman Greer recuses herself from the item as she is the representative.
Tyler Lewis, 119 East State Street, Eagle, Idaho, Fire Chief for the Eagle Protection Fire District,
introduces himself and is excited about this project and will be available for operational questions.
Jo Greer, 4240 West Lovegood Lane, Meridian, Idaho, 83646, provides an overview of the application
and responds to questions from the Board.
Chief Tyler Lewis responds to questions from the Board regarding trash service and the parking bays.
Josh Reincur, 5303 West Fairmont Street, landscape architect, responds to questions from the Board.
City Planner, Barb Willims, provides an overview of the application and responds to questions from
the Commission.
Lindgren makes a recommendation for approval of action item 5C - DR-2024-78 with the stated
site specific conditions that have been provided 1 through 11 as stated and with the addition of
site specific condition number 12 which is that the signage that is located, the number 4 that is
shown around the building as well as the lettering Eagle Fire Station Number 4 and what have
you is provided for reference only on this application that the applicant intends to submit a
separate sign application at a later date that would be reviewed by this Board. That is site
specific number 12.
Site specific condition number 13 is where conflicts occur between floor plans and elevations
meaning store front window locations that the exterior elevations will supersede and that the
applicant has stated that those are full windows without in applique but that they are full
windows and so that the intent is essentially there will be space behind it and we understand that
there will be potentially perpendicular walls that will intersect with that and that will be
coordinated and if we can have that be reviewed by staff and one member of the Board will be
fine on that one. That was site specific condition number 13.
Site specific number 14 that the applicant will provide some additional information regarding
the 3m film that was discussed to be applied to the upper clear story of the stair tower and
glazed conditions and to get a better understanding of what that finish is going to look at best we
can to be reviewed by staff and one member of the Board. Seconded by Sayer. ALL
AYES...MOTION CARRIES.
C.1. ACTION ITEM: Findings of Fact and Conclusions of Law for DR-2024-78 - Emergency
Services Building for Eagle Fire Station No. 4 within Lakemoor Subdivision - Method
PMAP: Eagle Fire Department, represented by Jo D. Greer with Method PMAP, is requesting

that it was very enlightening.

Design Review Board.

Lot Coverage
Lot coverage by the footprint of the structure shall be a iniuituum of forty percent (4O°b)
and a maximum of ninety live percent (95%) in which case off site parking shall be
provided for. The lot coverage requirement may be waived if development of the lot
as a parking lot is reviewed by the design review board and is approved by the council.
Furthermore. the minimum lot coverage requirement may be reduced by the council
for the purpose of providing adequate on site parking in accordance with the provisions
of this title for structures that include residential uses on floors other than the ground
