PLANNING AND ZONING COMMISSION
February 3, 2025
Regular Meeting Minutes
1. CALL TO ORDER: Chairman Wright calls the meeting to order at 6:02pm
2. ROLL CALL: WRIGHT, GUERBER, MCCAULEY, MCLAUGHLIN, SMITH A quorum is
present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion
on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains
written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's
Consent Agenda approval motion unless specifically stated otherwise.
A. Minutes of January 21, 2025. (SLS)
Commissioner Mclaughlin moves to accept the consent agenda as presented.
Motion seconded by Commissioner Smith.
ALL AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS:
• Public Hearings are legally noticed hearings required by state law. The public may provide
formal testimony regarding the application or issue before the City Council. This testimony will
become part of the hearing record for that application or matter.
• Public hearing testimony time limit: Individuals testifying are allotted three (3) minutes for
non -repetitive testimony.
• Disclosure of ex parte and/or conflict of interest.
A. CU-10-23 — 44 Iron Design — Industrial Custom and Limited — Baserri, LLC: Baserri, LLC,
represented by Walter Lindgren with Lindgren:Labrie Architecture is requesting conditional use permit
approval for "Industrial, Custom and Limited" for uses including ornamental steel fabrication (44 Iron
Design), cabinet shop, sign shop, upholstery shop, and woodworking shop, and for waivers of Eagle City
Code Title 8 regarding sidewalk installation, driveway improvements, and landscape requirements. The
0.3-acre site is located on the north side of East State Street approximately 232-feet west of the
intersection of South Parkinson Street and East State Street at 2372 East State Street. This item was
continued from the January 21, 2025 meeting. (HSD)
44 Iron Design, Industrial Custom and Limited - Staff Report
Walter Lindgren with Lindgren:Labrie Architecture at 247 N eagle Road, Eagle, ID, gives overview of 44 Iron
Design. Lindgren then goes into an overview of the application and responds to questions from the
Commission.
City of Eagle Planner, Hailey Durham, provides an overview of the application and responds to questions from
the Commission.
City of Eagle Planning and Zoning Director, Bill Vaughn, offers to overview the applications requested land
uses. Additionally, Vaughn responds to questions from the Commission.
Discussion amongst the Commission.
Commissioner McCauley motions for a recommended approval on item 5A CU-10-23 — 44 Iron Design
— Industrial Custom and Limited — Baserri, LLC, sorry if I mispronounce that, and I would make those
recommendations conditional to the staff recommended site specific conditions of approval on page five
and the standard conditions of approval on page 18 with one additional change to site specific condition
number 7 and site specific condition 7 would read, as it currently stands which is the addition of,
basically saying the applicant would not need to provide any landscaping at all between the fence and
the building itself on the one side that it is referring to in number 7. That would be the only addition I
would make to the site specific conditions that the city has already given to us.
Commissioner Smith seconds motion
Commissioner Mclaughlin adds, I would like to grant the waiver on site specific number 5 and site
specific condition number 8.
Commissioner McCauley replies, absolutely, I was assuming that was part of it and they could choose
either or, but if we need to delineate that then I'm happy to add that if it is necessary at all.
Chairman Wright explains that it is that is certainly the prerogative of the commission to assume the
second half of the or with your motion.
Commissioner McCauley leave recommendation as it originally stood.
Commissioner Smith seconds motion.
ALL AYES...MOTION CARRIES.
6. NEW BUSINESS: None.
7. REPORTS:
A. Commission Reports: Commissioner McLaughlin shares that today is her last Planning and
Zoning meeting and that it's been such an privilege to be a part of the City's Planning and Zoning
Commission. Thanks and recognition was given to Commissioner McLaughlin.
B. City Attorney Reports: Victor Villegas, City Attorney, discusses the postponed legal training
which is now scheduled for February 10, 2025 at 5:30pm.
C. Staff Reports: City of Eagle Planner, Hailey Durham, notes that other than the findings from
tonight, there are no public hearings at the next meeting.
8. ADJOURNMENT
Chairman Wright moves to adjourn.
Vice Chairman Guerber seconds motion
Hearing no further business, the meeting adjourned at 7:10pm.
