Minutes - 2025 - Design Review Board - 01/23/2025 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on January 23, 2025. Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:00 p.m.A quorum is present. 2. ROLL CALL: LINDGREN,MIHAN,MURPHY,NORTON,GRUBB,SAYER,GREER. Present: Lindgren,Murphy,Norton,Grubb,Sayer,and Greer Absent: Mihan 3. CONSENT AGENDA:ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order.Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for the Approval of DR-2024-66-Two Multi- tenant Buildings within Aspen Pointe Plaza-Aspen Pointe Plaza,LLC: Aspen Pointe Plaza,LLC,represented by Justin Schwartz with Regen,PPLC, is requesting design review approval of two,two story multi-tenant commercial buildings(5,841-square feet and 3,329- square feet). The 0.22 and 0.5-acre sites are located on the north side of East State Street approximately 296-feet east of South Academy Avenue at 1332 and 1442 East State Street (Ada County parcels S0516110050 and S05 1 6 1 1 0040).(BAW) C. Findings of Fact and Conclusions of Law for the Approval of DR-2024-67-Master Sign Plan for Aspen Pointe Plaza-Aspen Pointe Plaza,LLC: Aspen Pointe Plaza,LLC, represented by Justin Schwartz with Regen,PPLC, is requesting design review approval of a master sign plan for the two multi-tenant commercial buildings within Aspen Pointe Plaza. The 0.22 and 0.5-acre sites are located on the north side of East State Street approximately 296-feet east of South Academy Avenue at 1332 and 1442 East State Street(Ada County parcels S0516110050 and S0516110040). Findings of Fact and Conclusions of Law for the Approval of DR-2024-68-Chick-fil-A Restaurant with Drive-Through Building within East End Marketplace-Chick-fil-A: Chick-fil-A,represented by Kevin Watson with 4G Development and Consulting Inc., is requesting design review approval to construct a 4,850-square foot restaurant with drive- through building. The 2.27-acre site is located on the north side of State Highway 44 approximately 310-feet east of South Edgewood Lane at 1780 East Highway 44 within East End Marketplace. (ERF) E. Findings of Fact and Conclusions of Law for the Approval of DR-2024-69-Four Building Wall Signs,Two Directional Signs,One Single Tenant Monument Sign,One Monument Sign Tenant Panel,and Two Menu Board Signs for Chick-fil-A: Chick-fil-A,represented by Kevin Watson with 4G Development and Consulting Inc. is requesting design review approval for four building wall signs,two directional signs,one single tenant monument sign, one monument sign tenant panel,two clearance bars,and two menu board signs. The 2.27-acre site is located on the north side of State Highway 44 approximately 310-feet east of South Edgewood Lane at 1780 East Highway 44 within East End Marketplace. (ERF) Grubb moves to approve the Consent Agenda as written, items 3A-3E. Seconded by Greer. ALL AYES...MOTION CARRIES. 4. ELECTION OF OFFICERS: A. ACTION ITEM: Election of Chairman and Vice-Chairman for the Design Review Board for 2025. Grubb makes a motion to elect Lindgren as Chairman and Greer as Vice-Chairman. Seconded by Sayer.ALL AYES...MOTION CARRIES. 5. UNFINISHED BUSINESS:None. 6. NEW BUSINESS: A. ACTION ITEM: DR-2016-69-MOD1 -Building Addition to the Eagle Sewer District Blower Building-Eagle Sewer District: Eagle Sewer District, represented by Walt Lindgren with Lindgren Labrie Architecture,PLLC, is requesting design review approval of a 2,875-square foot building addition to the blower building for the Eagle Sewer District. The 33.94-acre site is located on the southeast corner of South Urban Gate Avenue and State Highway 44 at 100 South Urban Gate Avenue. (BAW) Lindgren recuses himself as he is the representative of the application. Mihan is present at 6:03 p.m. Vice-Chairman Greer introduces the item. Walt Lindgren, 247 North Eagle Road, Eagle,Idaho,with Labrie Architecture provides an overview of the application and stands for questions. Planner III,Barb Williams, provides an overview of the application and responds to questions from the Board. Greer moves to approve DR-2016-69-MOD1 -Building Addition to the Eagle Sewer District Blower Building for the Eagle Sewer District with the conditions composed in the staff report. Seconded by Sayer.ALL AYES...MOTION CARRIES. 7. REPORTS: A. Design Review Board: Lindgren confirms the joint meeting on February loth at 5:30 p.m. B. Staff: City Planner, Barb Williams provides an update of pending applications for the next Design Review Board. 8. ADJOURNMENT: Sayer makes a motion to adjourn. Seconded by Greer.
