The regular meeting of the Eagle Planning and Zoning Commission
was called to order by Chairperson Sharp at 7:30 P. M. on
May 15, 1979 at the Eagle City Hall.
Voting members present were: BROWNLEE, FISHER, and SORENSON.
Ex -Officio members present were: ARNOLD and SHADE.
Chairperson Sharp introduced Dick Fisher as a new member
of the Eagle Planning and Zoning Commission appointed by
Mayor Deckard with the confirmation of the council members.
Chairperson Sharp asked that the minutes of the April 3, 1979
meeting of the Eagle Planning and Zoning Commission be corrected
to reflect that her name be stricken from the vote concerning
the Official Zoning Map for the City of Eagle. The chairperson
on the Planning and Zoning Commission only votes when it is
necessary to break a tie.
Moved by SORENSON and seconded by BROWNLEE that the minutes
be approved as corrected. Motion resulted as follows: AYE:
BROWNLEE, FISHER, SORENSON. Motion carried.
Chairperson Sharp announced that this was the time and the
place for a public hearing concerning an annexation request
of MACE, QUARTER CIRCLE DJ, WROTEN, and FIDELITY HOLDING.
Mike Preston, J. U. B. Engineers, Inc. made a presentation
for Fidelity Holding Co., and answered questions from the
audience.
Harvey Hoff of Boise, Idaho and Jon Wroten, 10155 Roan Meadows,
Boise, spoke in favor of the annexation.
A letter was read into the minutes from James L. Wroten
requesting Industrial/Technologcial Park zoning in Section
20 of his annexation request. Mr. Wroten further stated
that unless his property was zoned as such he would withdraw
his application for annexation.
A second letter was submitted by James L. Wroten requesting
the east half of his property be zoned Residential and the
west half be zoned Industrial Park.
There being no further testimony the public hearing was
declared closed.
The public hearing was reopened to read a letter from
Rich Howard dated May 7, 1979 stating he was opposed to
the annexation of these lands.

Moved by SORENSON and seconded by BROWNLEE that the Eagle
Planning and Zoning Commission table the requests of
Wroten and Fidelity Holding and proceed with discussion
on applicable zoning for the other two pieces of property.
Motion resulted as follows: AYE: BROWNLEE, FISHER,
SORENSON. Motion carried.
Moved by SORENSON and seconded by BROWNLEE that the Eagle
Planning and Zoning Commission recommend to the city council
that the Quarter Circle DJ Property and the Mace property
be zoned Agriculture if the council moves for annexation.
Chairperson Sharp told the audience that this was the
time and the place for a public hearing reguarding changes
to the Comprehensive Plan.
Larry Sale representing Fidelity Holding made a presentation
on these changes to the commission.
Barry Marcus representing Marcus and DeShazo made a presentation
to the commission.
Moved by SORENSON and seconded by BROWNLEE that the Eagle
Planning and Zoning Commission recommend to the Eagle City
Council that the following changes be made in the Comprehensive
Plan:
1. A new zoning density, R-20 be added to the Comprehensive
Plan.
2. Map XII, page 77, Community Design - Change the designation
of the west half of Section 20, T.4N., R.1E., B. M.,
between the South Branch of the Boise River and Highway
20 from "Rural low density 3 du/ac" to "Industrial -
Technological Park."
3. Map XIII, page 78, Land Use - Change the "Agriculture/
Rural Residential" designation of the west half of
Section 20, T.4N., R.1E., B. M., between the South
Branch of the Boise River and Highway 20 to
"Industrial-Technologcial Park."
4. Implementation, Growth Management, Policy 1, page 60 -
Change "The 1982 Planning Limits established in the 1974
Eagle Sewer and Water Plan will be prime development
area." to "The 1982 Planning Limits established in
the 1974 Eagle Sewer and Water Plan will be prime development
area, although this policy shall not be construed to
prohibit the City from approving projects outside those
limits if there are other overriding positive aspects,
which in the opinion of the Council are beneficial to
the City and in conformance with the intent of this Plan"

5. Sub -paragraph (g), page 62.- delete entire paragraph and
change to - "The Planning and Zoning Commission shall
receive petitions for a plan amendment at any time.
Following hearing procedures the commission may recommend
amendments to the plan to the governing board not
more frequently than every six (6) months to
correct errors in the original plan or to recognize
substantial changes in the actual conditions in
the area.
Motion resulted as follows: AYE: BROWNLEE, FISHER, SORENSON.
Motion carried.
There being no further business to come before the commission,
the meeting was adjourned.
