The regular meeting of the Eagle Planning and Zoning
Commission was called to order at 7:30 P. M. on January
16, 1979 by Chairperson Sharp.
SHADE, ARNOLD, STEPHENSON were excused.
Moved by ALLRED and seconded by KUNKLER to approve the
minutes of November 7, 1978 as printed. Motion resulted
as follows: AYE: ALLRED, BROWNLEE, KUNKLER, MENDIOLA.
Motion carried.
GOCHNOUR CONDITIONAL USE
Chairperson Sharp announced that this was the time and
place for a public hearing on a conditional use application
submitted by Bryce C. and Louanne Gochnour to open a service
station and tune-up shop on the southwest corner of Eagle
Road and Highway 44.
Chairperson Sharp declared a conflict of interest because
she was a property owner within 300' and stated she would
abstain from all discussion and voting on this matter.
Gary Walker, 167 Aikens Street, asked for clarification
of what would be tuned -up in the shop, and spoke to the
problem of traffic increase at that intersection.
Don Wilder, P. 0. Box 456, Eagle, spoke against condemnation
of a use that had grandfather rights.
Chairperson Sharp read a recommendation from the Zoning
Administrator to grant a permit.
The hearing was declared closed.
Moved by ALLRED and seconded by KUNKLER that the planning
and zoning commission recommend to the city council that
a conditional use permit, renewable annually, be issued
to the Gochnour's.
QUARTER CIRCLE D J
A transmittal for comments and recommendations was received
from Ada County Zoning Commission concerning a rezone request
for Quarter Circle D J for a change of zone from D-1 to
R-5 on a property located north of Floating Feather, and
East of Linder Road.
Mr. Marsden presented the commission with renderings signifying
a subdivision on this piece of property.
Moved by MENDIOLA and seconded by KUNKLER to recommend to
the Ada County Zoning Commission that this rezone be denied.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKLER,
MENDIOLA, SORENSON. Motion carried.

SEWER
Phil Hanson, a board member on the Eagle Sewer and Water
Board, spoke to the council about the sewer, ie., problems,
future, grant, etc.
SENIOR CITIZEN HOUSING
Bob DeShazo presented the commission with a concept of a
senior citizen housing unit of approximately 40 units to
be placed on a 2 acre piece of ground on South Second Street.
Moved by SORENSON and seconded by ALLRED to recommend to
the city council that they approve the concept of a senior
citizen housing unit to be built on the Marcus property.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKL,ER
MENDIOLA, SORENSON. Motion carried.
1979 OFFICERS
Moved by MENDIOLA and seconded by ALLRED that Sharon Sharp
be nominated chairman of the Eagle Planning and Zoning
Commission for 1979. Nominations ceased.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKLER,
MENDIOLA, SORENSON. Motion carried.
Moved by MENDIOLA and seconded by SORENSON that Sharon Allred
be nominated a vice-chairman of the Eagle Planning and Zoning
Commission for 1979. Nominations ceased.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKLER,
MENDIOLA, SORENSON. Motion carried.
Moved by ALLRED and seconded by KUNKLER that Judy Mendiola be
nominated as secretary/treasurer of the Eagle Planning and
Zoning Commission for 1979. Nominations ceased.
Motion resulted as follows: AYE: ALLRED, BROWNLEE, KUNKLER,
MENDIOLA, SORENSON. Motion carried.
The commission considered a memorandum written to Mayor Jerry
Deckard from Harvey Gross and Art Collins concerning the
preparation of an official zoning map for the City of Eagle.

The Eagle Planning Commission recommends the following
changes in conjunction with the memorandum dated January
8, 1979, a copy of which is enclosed with the minutes.

A public hearing on the Official Zoning Map of Eagle will
be held Tuesday, February 20, 1979 at 7:30 P. M. at the
Eagle City Hall by the Eagle Planning and Zoning Commission.
There being no further business to come before the commission,
the meeting was adjourned.
