BOX 477 - EAGLE, IDAHO 83616 - PHONE 939-0431 October 24, 1978 A special meeting of the Eagle Planning and Zoning Commission was called to order at 7:30 P. M. On October 24, 1978 by Chairperson Sharp. Absent: Sorensen, Stephenson, Hanson. Chairperson Sharp announced that this is the time and place for a public hearing on the Capital Improvements Plan and the Future Aquisitions Map. J. U. B. Engineers gave a presentation. Discussion followed. Glenda Willes and Glida Bothwell testified in favor of the plan but asked that additional space be added to the library to compensate for future growth. Chairperson Sharp declared the hearing closed. Moved by ALLRED and seconded by MENDIOLA that the Eagle Planning and Toning Commission recommend adoption of the public hearing draft of the Capital Improvements Program, with the redistribution of square footage that would delete 1300 square feet from the Civic Center and add that to the library complex. Motion resulted as follows: AYE: ALLRED, KUNKLER, MENDIOLA. NAY: BROOKS, BROWNLEE. Motion carried. Moved by ALLRED and seconded by KUNKLER that the Eagle Planning and Zoning Commission recommend adoption of the Future Acquisitions Map as presented at the hearing with the addition to the map to show at least a 50 ft. easement along the green belts areas and bike paths along the canal area within the city limitt. Motion resulted as follows: AYE: ALLRED, KUNKLER, BROWNLEE, BROOKS. NAY: MENDIOLA. Motion carried. Moved by BROOKS and seconded by ALLRED that an acquisitions map be prepared incorporating the appropriate aspects of the comprehensive plan and present that map to the city council for its review. Motion resulted as follows AYE: ALLRED, KUNKLER, BROWNLEE, BROOKS. NAY: MENDIOLA. Motion carried. Moved by MENDIOLA and seconded by BROOKS that the Eagle Planning and Zoning Commission recommend to the city council that within 15 days of October 21, 1978, they appeal to county commissioners the decision of the Ada County Planning and Zonina Commission on the Quinn Robbins application for a Conditional Use Permit. Motion resulted as follows: AYE: ALLRED, KUNKLER, BROWNLEE, BROOKS, MENDIOLA. Motion carried.
