September 15, 1975
The regular meeting of the Planning and Zoning Commission
of the City of Eagle was called to order at 7:40 P. M. by
Chairman Cliff Stephenson. Absent were members Bideganeta,
Brooks, Deckard and House.
Minutes from the meeting of September 2, 1975 were
read. Corrections noted were the changes of "Council"
to "commission" in the last 3 paragraphs. "Col" should
be "Cole." The minutes were approved as corrected.
Commissioner Vern Emery introduced Earl Reynolds,
member of the Boise City Planning and Zoning Commission,
and also the Regional Planning Commission. Mr. Reynolds
presented the concept of the Ada Planning Commission. He
also distributed copies of a rough draft of "Articles of
Agreement", a contract among the various entities agreeing
to join the Ada Planning Commission.
Dwight and Larry Van Hees presented their preliminary
application to develop the commercial property north of and
adjacent to the proposed Eagle West Subdivision. The
application was referred to the Subdivision Committee
with the specific request that they have their recommendation
and research read no later than the October 6, 1975 regular
meeting of the commission.
Discussion ensued reguarding "forms and application
blanks" including the "flow sheet" suggested by the city
clerk. Emilly DeShazo moved that the package of forms
as discussed September 15, 1975 be presented to the City
Council for their approval. Mick Cole seconded the motion.
Ron Graafstra introduced Ken Bataia also from the
ACOG staff. Ken explained some aspects of Senate Bill
1094. Ron volunteered to draft a comprehensive plan
which conforms to or satisfies the requirements of the
bill. Mick Cole moved that a formal request be sent to
Eagle City Council for assistance from ACOG in developing
a comprehensive plan in line with Senate Bill 1094. Mr.
Tadlock seconded the motion. On October 6, 1975, Ron will
outline the needs for a comprehensive plan.
Budget suggestions were reviewed and the commission
felt it would require $1000.00 for fiscal 1976 broken
down as follows: $360.00 copies at $30.00 a month;
$200.00 postage; $300.00 secretarial assistance; $140.00
resource material.
Chairman Stephenson noted correspondence received from
Robert DeShazo Building, Inc. inquiring as to the progress
of its spring application for a series of 5 conditional

use permits. The letter was referred to the subdivision
committee which will meet Monday, September 22, 1975 at
7:30 P. M. A public hearing will be helpd October 6, 1975
at the regular meeting of the Planning and Zoning
Commission to review the conditional use permits applied
for by Robert DeShazo Builder, Inc.
The Commission requested that the city clerk put
together a notebook for member Gary Barnes. The Clerk
was also instructed to obtain copies of Kuna's recently
developed comprehensive plan.
There being no further business to come before the
commission, the meeting was adjourned at 10:50 P. M.
