BOX 477 • EAGLE, IDAHO 83616 April 7, 1975 The regular meeting of the Eagle Planning and Zoning Commission was called to order on April 7, 1975 by acting chairman Don Brooks at 7:40 e. M. Members with excused ,..bsence were: Gi I tzow _nd tephenson. Minutes from March 3, 1975 were read and approved. Emily DeShazo made a motion that all motions presented to the Planning and Zoning Commission be submitted in writing before they can be seconded. Kathleen DeChambeau seconded the motion. Emily DeShazo made a motion that the Deputy City Clerk be appointed, Secretary to the Planning and Zoning Commission to take minutes, keep the files straight, and carry on all correspondence of the Commission. Helen (louse seconded the motion. Emily DeShazo made a motion that the Eagle Planning and Zoning Commission meet on the first Monday of each month at 7:30 P.M. for the purpose of conducting its regular public business; and that the individual sub -committees meet on the second meeting of the month which is to occur on the third Monday at 7:30 p.m. for the purpose of conducting work sees i ons; commencing on April 1, 1975. Jerry Deckard seconded the motion. Jerry Deckard made a motion that the Planning and Zoning Commission recommend to the City Council that the building permit be issued to Mr. Atkinson for his fence as it violates no existing ordinance. Doc !louse seconded the motion. Helen douse, !lar i on Tad I ock, and Kathleen feChabeau voted against the motion, causing a tie. Chairman Brooks was called upon for his vote. The motion carried four to three. Mr. Ray Crowder, representing the Cole Corporation, explained h i s client's project. Emily DeShazo made a motion that the Planning and Zoning Commission ask the City Clerk to write a letter to ACOG stating that we have reviewed the plans and specifications and would only like to add that they should be adhered to spec- ifically pec- ifically and enforced as required by county standards with part- icular art- icular respect to landscaping and parking, to prevent another eyesore such as RTP's lack of adherence to their landscaping plan . Jerry Deckard seconded the motion. The Planning and Zoning Commission was informed of the City Council's decision to hire a Building inspector. Emily DeShazo made a motion that whereas the City of Eagle is in violation of state parking standards at the intersection of !I i ghways 69, and 44, the Planning and Zoning Commission recommends that the C11'1" OF EAGLE P.O. BOX 477 • EAGLE, IDAHO 83616 City Council direct letters to the State Highway Department and Ada County Highway District to bring us up to legal minimum parking standards at that intersection. Helen House seconded the motion. Jerry Deckard abstained. The Planning and Zoning Commission informed Mr. Taylor to proceed with pre -application requirements. Don Brooks referred the Sewer, Transportation, and Subdivision Committees to the Commercial Development of the !louse property. They are to report back to the Commission. Doc ;louse made a motion that we recommend denial of the variance permit application for Beers. Marion Tadlock seconded the motion. Doc House made a motion that the Planning and Zoning Comm.i'ss i on direct a letter to the City Council pointing out apparent viola- tions iola- tions for their investigation and appropriate action, the violations beinn made by Budget Furniture and True Value Oil Company against Ordinance 3-10 otherwise known as the existing Sign Ordinance of the City of Eagle. Marion Tad I ock seconded the motion. J'rry Deckard abstained. Don Brooks referred the Administration Committee to review forms and applications for report at workshop meeting. Jerry Deckard made a motion to write a "To whom it may concern" letter stating that Phase 11 of Eagle Ranch Subdivision meets Eagle City Zoning requirements R -5e. Doc House seconded the motion. Emily DeShazo abstained. Don Brooks referred the Sewer and Administration Committees fel review the letter from Wayne Adams for a Conditional Use Permit. They are to report on it at the next meeting.
