Minutes - 2025 - City Council - 01/13/2025 - Special EAGLE CITY COUNCIL MEETING MINUTES January 13,2025 1. CALL TO ORDER: Mayor Pike calls the meeting to order. 2. ROLL CALL CITY COUNCIL: GINDLESPERGER,MAY,KVAMME,RUSSELL. All present.A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance. 4. MUNICIPAL MEETING TRAINING: [Approximately 1 hour] A. City Attorney,Victor Villegas will provide municipal meeting training pertinent to members of City Boards,Committees,Commissions and Council. The general public is welcome to attend this informative presentation. City Attorney,Victor Villegas states that the municipal meeting training will be post-phoned to a later date due to needing more time to be a thorough training session. The Clerks Office will notify the Boards and Commissions as soon as a new date is scheduled. 5. TOWN HALL: Mayor Pike introduces the item. The City of Eagle is pleased to invite all Eagle residents to attend the Town Hall meeting. Out of courtesy for all who wish to speak, each speaker should limit their comments to three(3)minutes. If time permits the Mayor, or City Council,may invite rebuttals or engage in additional discussions with the attendees. Respectful dialogues are the catalyst to great achievements,therefore as we come together to discuss the community we love,those in attendance are encouraged to conduct themselves in a civil manner. Please Note: Due to Idaho Statutes public hearing regulations associated with land use applications, discussion/testimony of any pending application before the City must be reserved for the date of the officially scheduled public hearing noticed for City Council or the Planning and Zoning Commission. The identified topics for discussion are: • Downtown Mobility Phase 2 Director of Long-Range Planning,Nichole Baird Spencer provides an update on the downtown mobility phase 2. • Heritage Park Renovation Project Baird Spencer provides an update on the Heritage Park renovation project. • History of Beacon Light Mayor provides a brief overview of the history of Beacon Light and jake brakes. He states that the purpose of Town Hall meetings is for open communication in addition to meeting in person with the Mayor and Council. Statutorily,the City is not required to hold a public comment section during Council meetings. Winslow Johson,2750 North Gaunt Way,Eagle,Idaho.Expresses his concerns with the traffic on Beacon Light as well as the jake brake problem.He suggests putting cameras up at the stop sign intersections to monitor the traffic and enforce.Beacon Light is a safety hazard. Richard Aimes, 120 North Second Street,Eagle,Idaho. The residents that live downtown are being crowded out and are not being taken into consideration.Loose pavers do not have a purpose in a high thoroughfare like downtown. The decorative lamps along state street are not being maintained. Aimee Roachi, owner of Urban Casuals,requests for clarification on where the City events will be hosted in the future. Council Russel confirms that all historic events will be brought back to Heritage Park after construction is complete.Night of a Thousand Pumpkins will remain at the City Hall campus and the Arts and Crafts Fair will be held at Lakemoor Development. Nick Zabio, 6706 West Panco Street,Eagle,Idaho. Owner of the Cottage on 2nd Street. As a business owner he is encouraged to hear that events will be brought back downtown. Megan Housen,242 North Flower Place,Eagle,Idaho.Owner of Sweet Tea Living is excited to hear that events will be brought back to Heritage Park.Housen suggests bringing back Country Christmas to Heritage Park in 2025. Scott Keen, 567 West Two Rivers Drive,Eagle. He reminds the audience that our"problems"are a lot better than LA County,North Carolina and Florida.He requests an update on the Senior Center,Jackson House and the big building on the corner of Old State Street. Joel Anderson, 1424 Over Drive,Eagle,Idaho,owner of Bodacious Pig.Her reiterates that he hopes the events will be brought back to Heritage Park.Downtown businesses are getting crushed during road construction and have concerns about the contractors and their sense of urgency. Marsha Thomas,Cobblestone Way,Eagle,Idaho. Thanks to the business owners and Council members. She invites all members to go to the Senior Center because it is awesome and hopes it continues to get funding. Lisa Taylor, 2411 East Riverside Drive,Eagle,Idaho. She requests clarification on parking. Richard Aimes asks for clarification on why the City represents businesses and not the Chamber of Commerce. Mark Fitzpatrick, 50 East State Street,Eagle,Idaho. The owner of Old State Saloon reiterates the importance of having events downtown.The business owners can come together and market together. Valorie Ruxton,4552 West Brier Drive,Eagle,Idaho,has concerns about fires near BLM land. Mary Hunter, 173 North Sierra View Way,Eagle,Idaho,requests an update on the fiber project. She believes it is a money pit. Louri Reddick, 536 West Mango Drive,Eagle,Idaho,requests to know what the City Council mission statement is and has concerns with the lack of communication from staff.
