The regular meeting of the Eagle Planning and Zoning Commission
was called to order on September 16, 197L by Cliff Stephenson.
Members in attendance were: Coon, Giltzow, Tadlock, Mitchell,
House, and DeShazo. Minutes from September 3, 1974 were read
and approved.
Mr. Orlando appeared before the commission with the verbal
assistance of Mr. Lou Mendiola. Mr. Orlando had received a
letter from the city, welcoming him and supplying him with a
Building Permit Application. Mr. Orlando filled in the application
and brought it with him. Cliff asked for a plot plan showing
current and long range plans. Definition of the word "use" was
pointed out by Mr. Coon. Mr. Giltzow pointed out the possibility
of lowering parking requirements due to the bulky nature of the
business. Formular as stated in the ordinance would require 99
parking spaces.
Mr. Mitchell -reported on the Building Code Ordinant;e #5 and referred
to page 11. He recommended that we adopt an Occupancy and/or
Business Permit in order to give final verification that Building
Permit abd Zoning Certificate requirements have been met. Current
ordinance contains no enforcement provisions.
Question of attendance at CAC meeting on September 19, 1974 arose.
Jack Coon volunteered to attend.,
Alan reported on CAC transportation plan. Main point was that
Eagle Planning and Zoning Commssion should be aware of various
forms and planning for diversified means.
Now that Bill Sharpe is no longer a member of the Commission by
virtue of moving, we have a vacancy to fill. Members were ordered
to bring their proposals to the next meeting. Names proposed were
Jerry Deckard and Fred Kunkler.
The Van Hees major impact development came under discussion. They
will be sent a letter regarding the following inadequacies or
elaborative requirements.
1. Sewer plan approved by State agencies
2. Domestic water plan approved by appropriate agencies
3. A written statements and drawing for drainage
4. Check existing easement and rights of way and bring verification
of same
5. Road approval by Ada County Engineer
6. Written statement that development shall be reviewed and/or
accepted independent of any approval of this package
7. Egress and ingress for bicycle path plan

8. Plan showing screening, fencing, landscaping, between
Residential and Commercial
9. Work up on recreational area showing type of playground
equipment and lay out
10. Home Owners Association plan to be drawn up to maintain
water company, recreation area, and sewer(pump station)
Secretary to type out and consult chairman. Doug Mitchell
needs a copy of the Zoning certificate.
Minutes from the Eagle City Council meeting were read for the
information of the Eagle Planning and Zoning Commision.
There being no further business to come before the Commssion,
the meetin was adjourned.
