The regular meeting of the Eagle Planning and Zoning
Commission was called order December 13, 1973 by Cliff
Stephenson at 7:40 P.M. Members in attendance were:
Stephens, Tadlock, House, DeChambeau, DeShazo, Mendiola,
and guest Mr. Goul.
The minutes from the meetings of November 29, 1973 and
unofficial meeting of December 6 were read. Mrs. House's
name was added to the attendance for the 29th. After
the correction the minutes were approved.
Mr. Goul presented a new plot plan for his townhouses. It
contained an open area at the back of the project. the
general discussion regarded the combination of his two
presentations. General comments included landscaping,
insulation, and heating. Mr. Goul stated tjat tje project
would be landscaped and the heating would probably be
base board electric. Lou raised the question of financing
and possible relationship to federal programs. Play
facilities, recreation, vehicle parking, and landscaping
again were of concern. Offstreet parking will be in
small mini -cul-de-sac, no curbs and gutters although it is
a private road. We discussed the drainage problems of the
particular type of road structures available. County
highway department handles drainage. Mr. Goul asked for a
preliminary approval so he can present the formal plat.
Cliff asked that an exterior design plan be submitted with
it. Mrs. House made a motion that the basic design and
concept as presented be recommended for approval by the
City Council. The motion was seconded by Mrs. DeChambeau.
Mr. Goul asked if he would need approval by the sewer
board. Mayor Adams stated that the sewer board was bound
by the City Council's decision.
Regarding the Litty property, Cliff explained the idea of
granting a conditional use permit. Mr. Mendiola made a
motion that the permit be granted and Mr. Tadlock seconded
the motion.
Cliff read a letter from the Army Corps of Engineers regard-
ing levee study to be held December 17 at the Intermountain
Gas. Concerns flood plain management. Mayor Adams commented
on this.
