Minutes - 2025 - Design Review Board - 01/09/2025 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on January 9, 2025. Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. A quorum is present. 2. ROLL CALL: LINDGREN, MIHAN, MURPHY, NORTON. Absent: GRUBB, SAYER, GREER. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Findings of Fact and Conclusions of Law for the Approval of DR-2024-70 - Multi -tenant Office (Business and Professional) Building Within Eagle River Development - Eagle River, LLC: Eagle River, LLC, represented by Joshua Hersel with Cushing Terrell, is requesting design review approval to construct a 24,250-square foot two-story office (business and professional) building (1st Floor = 12900-SF and 2nd Floor = 11,350-SF). The 1.42-acre side is located on the north side of East Riverside Drive approximately 865-feet east of South Palmetto Avenue at 1100 East Riverside Drive within Eagle River Development (Lots 8, Block 3, Mixed Use Subdivision No. 4). ACTION ITEM: DR-2024-66 - Two Multi -tenant Buildings within Aspen Pointe Plaza — Aspen Pointe Plaza, LLC: Aspen Pointe Plaza, LLC, represented by Justin Schwartz with Regen, PPLC, is requesting design review approval of two, two story multi -tenant commercial buildings (5,841-square feet and 3,329-square feet). The 0.22 and 0.5-acre sites are located on the north side of East State Street approximately 296-feet east of South Academy Avenue at 1332 and 1442 East State Street (Ada County parcels S0516110050 and S0516110040). (BAW) Justin Schwartz with Regen, 217 S. 11`h Street, Boise, provides an overview of the application and responds to questions from the Board. City Planner, Barb Williams, provides an overview of the application and responds to questions from the Commission. Jim Mihan, 2002 S. Vista Avenue, Boise, responds to questions from the Board regarding the building lighting details. Chairman Lindgren moves to approve application DR-2024-66 - Two Multi -tenant Buildings within Aspen Pointe Plaza with the site specific conditions of approval that have been presented. In addition, we will add site specific condition number eleven which will propose a shared access to the shared trash enclosure for both lots that are presented in the application. And, site specific condition number twelve which will be the shared lots that are presented in the application. Site specific condition number twelve which will be the shared and cross access agreement between the two lots which have been proposed in the proposal. Site specific condition number thirteen which will review and ask the applicant to come back to propose an alternate solution to the T1 wall sconce to be reviewed by staff and one member of the Board. Provide a revised photometric plan and detailed cutsheets showing the light fixtures do not exceed 20-feet when located within the parking lot or 15-feet when located 50-feet from the northwest property line. The revised photometric plan and detailed cutsheets shall be reviewed and approved by staff prior to the issuance of a zoning certificate. That is a revision to site specific condition number one. ACTION ITEM DR-2024-67 - Master Sign Plan for Aspen Pointe Plaza - Aspen Pointe Plaza, LLC: Aspen Pointe Plaza, LLC, represented by Justin Schwartz with Regen, PPLC, is requesting design review approval of a master sign plan for the two multi -tenant commercial buildings within Aspen Pointe Plaza. ACTION ITEM- DR-2024-68 - Chick-fil-A Restaurant with Drive -Through Building within East End Marketplace - Chick-fil-A: Chick-fil-A, represented by Kevin Watson with 4G Development and Consulting Inc., is requesting design review approval to construct a 4,850-square foot restaurant with drive -through building. The 2.27-acre site is located on the north side of State Highway 44 approximately 310-feet east of South Edgewood Lane at 1780 East Highway 44 within East End Marketplace. (ERF) Kevin Watson with 4G Development, 1055 S. Twin Lakes Avenue, Middleton, provides an overview of the application and responds to questions from the Board. ACTION ITEM DR-2024-69 - Four Building Wall Signs, Two Directional Signs, One Single Tenant Monument Sign, One Monument Sign Tenant Panel, and Two Menu Board Signs for Chick fil-A: Chick-fil-A, represented by Kevin Watson with 4G Development and Consulting Inc. is requesting design review approval for four building wall signs, two directional signs, one single tenant monument sign, one monument sign tenant panel, two clearance bars, and two menu board signs. The 2.27-acre site is located on the north side of State Highway 44 approximately 310-feet east of South Edgewood Lane at 1780 East Highway 44 within East End Marketplace. Heritage Park Renovation: The City of Eagle is requesting the Design Review Board's review and recommendation for the plans for the Heritage Park Renovation. The +/-.48-acre site is located 185 E. State Street at the southwest corner of State Street and 2nd Street (Lot 4, 5, & 6, Block 4, Aikens Addition Subdivision). (NBS) Nichoel Baird Spencer, Director of Long Range Planning and Projects for the City of Eagle, presents the Heritage Park Renovations project.
