Resolution - 1980 - 1-80 - Establishing Rules And Order Of Procedure; City Council Meetings - 02/26/1980 " -~ - d ~ -r RESOLUTION 1-80 A RESOLUTION ESTABLISHING RULES AND ORDER OF PROCEDURE GOVERNING CITY COUNCIL MEETINGS OF THE EAGLE CITY COUNCIL. BE IT RESOLVED BY THE MAYOR AND COU~CIL OF THE CITY OF EAGLE, IDAHO THAT: SECTION 1. The rules or order of procedure herein contained shall govern deliberations and meetings of the Council of Eagle, Idaho. Section 2. Regular meetings of the Council shall be held on the second Tuesday of every month. Section 3. Special meetings may be held at the call of the mayor by written notice to each member of the council stating the object of the meeting as provided by Section 50-604, Idaho Code. One-half (1/2) plus one (1) of the members of the full council shall have the power to call special meetings of the city council by serving written notice to all members of the council stating the object of the meeting as provided by Section 50-706, Idaho Code. The city clerk shall record the proce~ings of all special meetings in the city council meeting records. Section 4. All regular meetings shall convene promptly at 7:30 P. M. at the Eagle City Hall. Section 5. A quorum shall be a majority of the full council and questions before the council shall be decided by a majority of the members present unless otherwise provided by law. Section 6. The presiding officer of the council shall be the mayor, or in his absence the president of the council. In the absence of both the mayor and president of the council, the clerk shall call the council to order and call the roll. If ---- - ------ ~-----~----______n -----~..._-----~-- there is a quorum present, the council shall elect, by majority vote, a chairman to act until the arrival of the mayor or president of the council. The presiding officer shall preserve strict order and decorum at all regular and special meetings. Section 7. Before proceeding with the business of the council, the city clerk or deputy city clerk shall call the roll of the members and the names of those present shall be entered in the minutes. Section 8. The mayor shall have a vote at city council meetings only when the council is equally divided. The mayor shall have the power to veto or s~gn Section 9. any ordinance passed by the council. The council may pass a vetoed ordinance by a vote of one-half (1/2) plus one (1) of the members of the full council. Should the mayor neglect or re~use to sign an ordinance and return it to the council at the next regular council meeting, the same shall become law without his signature upon proper publication. All ordinances, resolutions or propositions submitted to the council which require the expenditure of money, shall lie over until the next regular meeting; provided that such ordinances, resolutions or propositions may be con- sidered earlier by unanimous consent of the members present; and provided further, that this rule shall not apply to current expenditures of, or contracts previously made with, or regular salaries or wages of employees of the city. SECTION 2~. The city clerk, city treasurer, attorney, building inspector, librarian and such other employees of the City of Eagle, shall, when requested, attend meetings of the council and shall remain in the council room for such length of time as the council may direct. SECTION 2~. No ordinance or resolution of a permanent nature shall be adopted at the meeting at which it is introduced unless unanimous consent of the members present be obtained for the immediate consideration of such ordinance or resolution, such consent shall be by roll call and the vote thereon spread on the minutes. SECTION 2~. The passage of all ordinances or resolutions shall be by roll call vote of the council with the yea or nay of each being recorded. SECTION 26.
