DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on December 12, 2024. Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:02. A quorum is present. 2. ROLL CALL: SAYER, LINDGREN, GREER, MURPHY, NORTON. Absent: GRUBB, MIHAN. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findin�s of Fact and Conclusions of Law for the Annroval of DR-2024-49 - One Townhome Buildin� (3-units) within Valnova Subdivision No. 1- Hammett Homes: Hammett Homes, represented by Jo D. Greer with Method PMAP, is requesting design review approval for one townhome building (3-units). The 0.20-acre site is generally located near the southwest corner of Big Gulch Parkway and Linder Road within Valnova Subdivision No. 1, Lots 11-13, Block 3(fka Lot 17 or Lot 19). (BAW) C. Findings of Fact and Conclusions of Law for the Approval of DR-2024-50 - One Townhome Buildin� (3-units) within Valnova Subdivision No. 1- Hallmark Homes: Hallmark Homes, represented by Jo D. The 1.42-acre side is located on the north side of East Riverside Drive approximately 865-feet east of South Palmetto Avenue at 1100 East Riverside Drive within Eagle River Development (Lots 8, Block 3, Mixed Use Subdivision No. 4). (BAW) Will Krahn with Cushing Terrell, 800 W. Main Street, Suite 800, Boise, provides an overview of the application and responds to questions from the Board. Lindgren moves to approve DR-2024-70 - Multi-tenant Office (Business and Professional) Building Within Eagle River Development with standard conditions of approval as written with site specific conditions as written. The following modifications of site specifics. Site specific conditions 1- 9 as stated by staff with the addition of site specific condition #10 which is to recommend approval of the trellis assembly at the north side, technically the south side that fronts Riverside Drive as presented by the applicant. ACTIONITEM.• DR-2024-71 - Master Sign Plan for a Multi-tenant Office (Business and Professional) Building within Eagle River Development - Eagle River, LLC: Eagle River, LLC, represented by Joshua Hersel with Cushing Terrell, is requesting design review approval for a master sign plan for a multi-tenant office (business and professional) building. I believe there are three currently and I will add a fourth which will be for the applicant to provide more detail on the ground mounted light fixtures of the monument sign with luminaires and the kelvin temperature of the lighting as well as any landscape screening that may be applied to it. ACTION ITEM: DR-2024-58 - Common Area Landscanin� within Glencara Recreation Villa�e, includin� a Shade Pavilion Buildin� "G" - Clyde Capital Group: Clyde Capital Group, represented by Walt Lindgren with Lindgren Labrie Architecture, is requesting design review approval of the common area landscaping within Glencara Recreation Village, including a 635-square foot shade pavilion. The 13.2-acre site is located on the southwest corner of North Linder Road and West Aerie Drive (Lot 23, Block 1, Valnova Spring Valley Subdivision No. 1, PUMP No. 1). (ERF) Walt Lindgren with Lindgren Labrie Architecture, 247 N. Eagle Road, Eagle, provides an overview of the application and responds to questions from the Board. Brenda Wadsworth, Langvardt Design Group, 336 West, Salt Lake City, Utah provides an overview of the landscape design and responds to questions from the Board. Nick Weaver, with Clyde Capital Group, 1045 S. Arbor Island Way, Eagle, clarifies the ask regarding surety requirements. City Planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Greer moves to approve item 5C DR-2024-58 — which includes the Common Area Landscaping site plan, site details including fencing amenities building "G", Shade Pavilion, lighting, parking lot, trail, building "G" and accent lighting and the phasing plan as presented with site specific conditions. Item #1: As written. Item #2: To approve the provided revised landscape plan stamped by the city on December 12th to replace the landscape application. Item #3: To stay as written. Item #4: Keep the first paragraph to strike or and the second paragraph, to approve the phasing 1, 2, 3 separately. Item #5: to provide a revised lighting schedule io show the LDL color lighting to comply with 11A-3-9 and to show color. Can I add that to that one? And to show colors of the fixtures where it is applicable to be reviewed and approved by staff and one member of the Board, prior to the issuance of a zoning certificate. Item #6: as shown for the final plat. Item #7: through #13 as written. Item #14: please submit, the applicant to please submit an additional image of the building "G" to show the roof and updated sample to be reviewed by one member of the Board and staff prior to the issuance of a zoning certificate. Item #15: Provide revised landscape plan showing trees planted across, around the pump house and those review sheets L2.01 and L2.03 to be reviewed by one member of the Board and staff inember. Greer moves item SD DR-2024-59 - Fitness Center Building "B" within Glencara Recreation Village — Clyde Capital Group with the site specific conditions 1-10 with condition #2 modified to read City Eagle code 11A-3-9 and for the applicant to provide colors for the fixtures proposed with the building to be reviewed by one Board member and staff prior to the issuance of a zoning certificate and condition #7, correction #8 to be revised if inechanical units are proposed, the applicant will need to provide section showing the parapet walls screening the mechanical units to be reviewed by staff inember as well as Board member.
