Minutes
1. CALL TO ORDER Chairman Wright calls the meeting to order at 6:02pm
2. ROLL CALL: WRIGHT, GUERBER, MCCAULEY, MCLAUGHLIN, SMITH A quorum is
present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests
an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will
be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent
Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning
& Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise.

Commissioner Mclaughlin moves to approve the consent agenda.
Seconded by Commissioner Smith.
ALL AYES...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS..
• Public Hearings are legally noticed hearings required by state law. The public may provide
formal testimony regarding the application or issue before the City Council. This testimony will
become part of the hearing record for that application or matter.
• Public hearing testimony time limit: Individuals testifying are allotted three (3) minutes for
non -repetitive testimony.
• Disclosure of ex parte and/or conflict of interest.
A. RZDA-2024-01 — Eagle & Idaho Mixed Use Development — ALC Architecture: Nick Louie,
represented by Jeff Likes with ALC Architecture, is requesting a rezone from R-4 (Residential) to
MU-DA (Mixed Use with a development agreement) for a portion of the Eagle & Idaho Mixed
Use Development, a live/work residential and commercial development. The 0.47-acre site is
located east of Eagle Road approximately 160-feet north of East Idaho Street at 220 North Eagle
Road. (HSD)
City of Eagle Planner, Hailey Durham, explains that the applicant for 5A and 5B has requested
a continuance for both items to the January 21st Planning and Zoning Meeting.
Chairman Wright offers Commission to share questions and/or concerns.
Commissioner Smith comments approval for the delay and asks City Attorney, Victor Villegas,
if we [the commissioners] are entitled to say an opinion thus far on the items or do we need to
wait for the applicant to present on the items?
City Attorney, Victor Villegas, replies with instructions to wait until the items have been
presented on and the public has had an opportunity to speak.
Commissioner Mclaughlin motions recommend for continuance on item 5A RZDA-2025-
01-Eagle & Idaho Mixed Use Development — ALC Architecture to January 21st, 2025
Planning and Zoning Meeting.
Chairman Wright asks Commissioner McLaughlin to amend motion to include 5B
Commissioner McLaughlin amends motion to include 5B CUP-2024-05-Eagle & Idaho
Mixed Use Development — ALC Architecture to also be moved to the January 21st, 2025
Planning and Zoning Meeting.
Vice Chairman Guerber seconds motion

B. CUP-2024-05 — Eagle & Idaho Mixed Use Development — ALC Architecture: Nick Louie,
represented by Jeff Likes with ALC Architecture, is requesting conditional use permit approval
for residential units within MU (Mixed Use) and CBD (Central Business District) zoning
designations, retail (general and limited) uses, building height exceptions (up to 40-feet), and
waivers of Eagle City Code, Title 8. The request is in association with three (3) proposed three-
story live/work buildings within a residential and commercial mixed use development. The 0.94-
acre site consists of four (4) parcels and is located at the northeast corner of North Eagle Road
and East Idaho Street at 220 and 250 North Eagle Road, and 16 and 144 East Idaho Street. (HSD)

7. REPORTS:
A. Commission Reports: None.
B. City Attorney Reports: City Attorney, Victor Villegas, notes a January 13th at 5:30pm opportunity
for all boards and commissioners offering a refresher on open meetings laws and training.
Encourages everyone to attend.
C. Staff Reports: Planning and Zoning Administrator, Bill Vaughn, shares that Planning and Zoning
is working on a comp plan update, specifically the land use chapter as requested by the Mayor and
Council. Once finished, will schedule public hearing to share presentation and then move to City
Council. The comp plan talks about a review once every ten years so Staff will begin that process
as we near the ten year mark.
Wild Land Urban Interface Ordinance for Council which will likely be a change to Title 7, the
building title. Unsure if that will circulate through Planning and Zoning. This is related to foothill
development so it will at least be a document to consider when reviewing applications.
Commissioner Smith confirms Special City Council December 17th meeting at 5:30pm, and
Chairman Wright confirms his presence to share a recap of Planning and Zoning items.
Chairman Wright requests confirmation for next P&Z Meeting.
City Planner, Hailey Durham, confirms the date of January 6th and discloses that no items are
currently on the agenda.
8. ADJOURNMENT
Chairman Wrigtht moves to adjourn.
