RESOLUTION NO. 8-81
A RESOLUTION ENDORSING THE ENDEAVORS OF THE EAGLE SEWER DISTRICT
AND THEIR PLANNING FOR THE EAGLE IMPACT AREA.
,
WHEREAS, the Eagle Sewer District must comply with the City
of Eagle Comprehensive Plan,
WHEREAS, the City of Eagle and Ada County have adopted an Area
of Impact Agreement and this area must be planned for sewer services,
WHEREAS, the city limits are currently larger than the 20 year
planning area B endorsed by the Ada Planning Association,
WHEREAS, the City of Eagle is currently amending its Comprehensive
Plan and the impact area will be the sewer planning area,
WHEREAS, Planning Area A includes property zoned R-1, an Ada
County designation allowing approximately 17"00 dwelling units, and
development is imminent and the Eagle City Limits is in Planning
Area A, :
WHEREAS, the Ada County Demographic Report does not accurately
reflect the actual growth trends -in Ada County and more particularly
cß~ City of Eagle,
WHEREAS, the addition of 3000 population to the Eagle Area is
nothing more than a stop-gap measure and planning methods used to
determine such figures do not consider actual growth and/or circumstances
in individual communities,
WHEREAS, the growth in Eagle has demonstrated over the past several
year to be at a greater rate than anticipated in 1975, it is imperative
that planning efforts consider these growth performances and the Eagle
Sewer District plan for t~e entire area. Particular emphasis should be
placed on properties currently zoned for development,
WHEREAS, Hotspot Area III should be deleted due to the large size
of lots and soils which are conducive for septic use. A more likely
Hotspot, because of the high water table, wou~d be the existing
development on Eagle Island served by septic systems.

NOW THEREFORE BE IT RESOLVED that the Eagle City Council endorses
the Eagle Sewer District's efforts to plan for its designated area with
no particular discrimination to either Area A, B or C.
BE IT ALSO RESOLVED that ~he Eagle City Council will encourage the
expansion of the Eagle Sewer District Facilities as soon as possible,
and will not allow restriction of their planning efforts to any
particular area.
