Minutes - 2024 - Conservation Advisory Committee (CEP) - 08/08/2024 - Regular THE CITY OF EAGLE CONSERVATION ADVISORY COMMITTEE MEETING MINUTES August 8,2024,5:30 P.M. 1. CALL TO ORDER: Baun calls the meeting to order at 5:30 p.m. 2. ROLL CALL: BAUN,BESSAW,JOHNSON,KOSCIUCH,PELLANT. Present: Baun,Bessaw and Pellant.Absent: Kosciuch and Johnson. A quorum is present. 3. REPORTS: A. Staff: 1.Review of the CEP Subdivision List. Planner Durham reviews the CEP Subdivision list. A. Committee: None 4. NEW BUSINESS: A. ACTION ITEM: Approval of the Minutes from June 13,2024. Bessaw moves to approve the minutes of June 13,2024. Seconded by Pellant.ALL AYE...MOTION CARRIES. B. Update on the Potential Installation of Big Game Crossing Signage Located on HWY 55 between Dry Creek Ranch Subdivision and Avimor. Deputy City Clerk Csencsits relays Committee member Johnson's response to his research on big game crossing signage.Essentially,permanent signs are not necessary since Idaho Fish and Game can get temporary signs from ITD to utilize. Baun states that he has a contact with Idaho Fish and Game that we could work with should the committee want to move forward with more frequent usage of the ITD temporary signs. Fish and Game recently received funding and so more temporary signage can be put up more often. pYr Bessaw recommends this be placed on the future project list. C. Discussion Regarding the Potential of the City of Eagle Parcel known as Charlie Wood Park as an Initial Conservation Projecti • Pellant viewed the sites and states there could be two opportunities for the site.One being a native plant restoration with signage and two, a pollinator garden. . Baun states that there are currently plans in place for the park. There was a study done in 2021 for the site which included a concept use recommendation.He suggests getting a map of all City owned properties including wetlands and bringing them forward to the Committee to review. Staff will provide the Charlie Wood Park Concept Parcel Use Recommendation to the Committee at the next meeting. D. Discussion Regarding Partnerships for Future Projects and Programs. The Committee reviews the partnership list provided by the Committee. Baun suggests assigning liaisons to speak with the potential partners. The Committee suggests hosting educational events to the Eagle community and partnering with the Morley Nelson Birds of Prey and Ada County Noxious Weed control. Baun will put together a rough proposal of a small farm and farmer's market. E. Discussion Regarding Noxious Weed Monitoring and Control. Baun discusses about the noxious weeds that are currently growing within the foothills. Baun recommends that Ada County Weed and Pest Control presentation to Eagle Council regarding current weed control and the laws within Idaho at one of the next two Council meetings. Discussion amongst the Committee regarding community gardens and Farmer Markets. F. Discussion Regarding Foothills Projects and the BLM RPP. Baun provides an overview of the BLM RPP process and states that the city has went through the identification process and is ready to continue to move forward.He states it is currently at a stand still due to lack of staffing. Council Russell suggests that the BLM RPP process and the Trails Master Plan can be combined in the scope of work and is planning on proposing to the Council to hire a consultant to complete the tasks. 5.
