MEETING MINUTES
May 6,2024
1. CALL TO ORDER: Brian Allen calls the meeting to order at 3:00pm
2. ROLL CALL: Present: ALLEN,HAMLETT,ROSS,SHAWVER. ...A quorum is
present.
3. APPROVAL OF MINUTES:
A. ACTION ITEM Minutes of January 22,2024.(LNW)
Mr.Allen introduces the item.
Ross moves to approve.Hamlett seconds.ALL AYE...Motion Carries.
4. NEW BUSINESS:
A. ACTION ITEM Community Art Project-Public Mural in Downtown Eagle:
Discussion of the public mural process,design ideas,and approval of projected
timeline and budget for the project.
Mr.Allen introduces the item.
The mural design submitted by Mr. Shawver is shown on the display screens and the committee
discusses. The committee has no opposition to the submitted design.The project completion time
and timeline are discussed.Due to concern of the construction occurring in downtown Eagle
pushing to project into next year is agreed upon.No action was taken,the item will be continued
at the next regular meeting.
B. ACTION ITEM: Call for Artists for the City Hall Gallery : Staff requests approval to
publish a Call for Artists to display 2D art and 3D art in the City Hall Gallery,monthly,
from August of 2024 through July of 2025.
Mr.Allen introduces the item.
Ms. Ross cites a correction needed in the agenda item as it is just for 2D art for the City Hall
Gallery.
Laura Williams,Administrative Specialist II, confirms it is in error.
Shawver makes the motion.Ross seconds.ALL AYE....motion Carries.
C. ACTION ITEM:: Call for Artists for"Art That's Small at City Hall" : Staff
requests approval to publish a Call for Artists for "Art That's Small at City Hall"to
be on display for the month of October 2024 and to authorize funds for prize money
and artists reception in an amount not to exceed $1300.00.
Mr. Allen introduces the item.
The committee had no questions or comments on the item.
Ross makes the motion.Hamlett seconds.ALL AYE ....Motion Carries.
Mr.Allen recognizes Councilmember Gindlesperger who arrived after the meeting was called to
order.

D. ACTION ITEM: Arts Advisory Committee Community Grant : Discussion to
recommend to the City Council to approve an Arts Advisory Committee community
grant for the 2024-2025 budget year. The grant would fund projects or education that
enhance artistic atmosphere and/or musical environment in the Eagle community in
an amount not to exceed$15,000.00.
Mr.Allen introduces the item.
The committee discusses the timeline for the applications and grant funds being awarded. Mr.
Shawver asks about the grants awarded last year and Ms. Williams gives an update on grant
recipients.
Shawver makes a motion. Seconded by Hamlett.ALL AYE....motion carries.
E. ACTION ITEM: Senior Center Beautification Project: Staff is requesting
budget discussion and recommendation to the City Council to approve funding
between$5000.00 and$10000.00 for the purpose of procuring art and decorative
acoustic solutions for the Eagle Senior Center.
Mr. Allen introduces the item and explains the Senior Center situation and requests the Arts
Advisory committee to recommend funding for art decor and other aesthetic improvements.
Committee discussion. Budget is discussed. Getting input from the Seniors and the
community for art is discussed.
Ross makes the motion to recommend $10000.00 to be approved by Council for the
purpose of procuring art and beautification projects for the Senior center.Seconded by
Hamlett.All aye...motion carries.
5. REPORTS:
A. Staff: Ms. Williams reports the success of both the Valentines Hearts for Seniors and
Youth Arbor Day art show. Councilmember Gindlesperger concurs with the success
of the Arbor Day celebration.
B. Committee:None.
6. ADJOURNMENT:
Mr.Allen mentions that the committee will be called for special meetings to discuss upcoming
projects,but the dates have not been set at this time.
Shawver moves to adjourn. Seconded by Ross. ALL AYE...MOTION CARRIES.
Hearing no further business,the Arts Advisory Committee meeting was adjourned.
