Resolution - 1992 - 02 - Adopting The Transportation 2010/Map As The Official Plan Of The City For Arterial Roadways, Collector Roadways, Minor Streets. - 04/14/1992 RESOLUTION 07-q.1 A RESOLUTION ADOPTING THE TRANSPORTATION 2010 PLAN AND MAP AS THE OFFICIAL PLAN OF THE CITY OF EAGLE FOR ARTERIAL ROADWAYS, COLLECTOR ROADWAYS AND MINOR STREETS WITHIN THE CITY OF EAGLE AND EAGLE IMPACT AREA; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Eagle Transportation Task Force presented to the Eagle City Council recommendations. for the Transportation 2010 plan, and map of the arterial roadways, collector roadways and minor streets with the corporate limits of the City of Eagle; and WHEREAS the Eagle City council adopted the Transportation 2010 Plan and map as presented by the Eagle Transportation Task Force at the regular Eagle City Council meeting of March 24, 1992; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF EAGLE, IDAHO, that: Section 1: The following description is hereby designated by the Mayor and City Council of the City of Eagle as the "2010 plan" for the City of Eagle: A. Expansion of the roadway system by adding new or additional streets or by modifying existing streets and roads. They include: --Extension of Cloverdale Road north of Chinden Boulevard to cross both channels of the Boise River and connect with State Street (Highway 44) at or near the new Highway 55 alignment or Edgewood Lane; --Widening of Floating Feather Road to four or five lanes from Eagle Road east to the new Highway 55 alignment; --Adding a new road westerly from Eagle Road beginning at a point opposite the proposed Willowood Drive entrance to the Island Woods subdivision to serve existing and new development west of Eagle Road and allow vacation of the existing substandard Mace Road; --Adding a street north of State Street (Highway 44) paralleling Hill Road to the south from Edgewood east to the Eagle area of impact boundary and beyond; --Realigning Edgewood north from State Street (Highway 44) to intersect with the new street paralleling Hill Road/State Street. B. Adding or revising the functional street classification designations in conjunction with land use planning with the Eagle area of impact to include: 1. Changes in minor arterial by: a. upgrading Eagle Road to minor arterial status from the new Eagle Road Bypass north to Changes in major collectors by: a. Downgrading old Highway 55 to major collector status from State Street (Highway 44) north to its termination with the new Highway 55 alignment; Adding Linder Road to major collector status from Beacon Light Road south to Chinden Boulevard; Identifying various new collectors in the Eagle Island area that would connect new developments both east and west to Eagle Road; Adding a new road westerly from Eagle Road beginning at a point opposite the proposed Willowood Drive entrance to the Island Woods Subdivision to serve existing and new development west of Eagle Road and allow vacation of the existing substandard Mace Road; upgrading Ballantyne Road from Beacon Light to State Street (Highway 44) to major collector status to encourage traffic in west Eagle to use the Eagle Bypass route instead of downtown for flow-through movement; Upgrading Beacon Light Road from State Highway 16 to Eagle Road; Extending the proposed Willowood Road in the Island Woods Subdivision eastward from its eastern terminus to the proposed Cloverdale Road northerly extension. b. c. d. 2. 3. Floating Feather Road; upgrading Floating Feather Road to minor arterial status from Linder Road east to the new State Highway 55 alignment or Edgewood; upgrading Hill Road to minor arterial status from Gary Lane to the new State Street 55 alignment; Adding as a minor arterial a proposed extension of Cloverdale Road north of Chinden Boulevard to cross both channels of the Boise River and connect with State Street (Highway 44) at or near the new Highway 55 alignment. b. c. d. e. f. g. Changes in minor collectors by: a. Realigning Edgewood north from State Street (Highway 44) to intersect with the proposed new road paralleling Hill Road and State Street. Major Construction Priority Projects. The following represents the Eagle Transportation Task Force's recommendations, in priority order, our need for major construction projects: C. d. Realign Hill Road from Edgewood 1/4 mile north of State Street to Gary Lane; Realign Edgewood north of State Street to tie with new Hill Road alignment; Widen Floating Feather to four lanes, from Eagle Road to new Highway 55; Improve Ballantyne to encourage traffic on the west side of Eagle to take Ballantyne to encourage use of the Eagle bypass; Beacon Light Road from Highway 16 to Eagle Road widen to three plus lanes. a. b. c. e. Overlays: State Street overlay and improved to a standard three- lane section, where, feasible, from the westerly bypass intersection to the easterly bypass intersection. Bike lanes and sidewalks: extended from State Street to the Boise River along Eagle Road. Section 2: That this Resolution shall be in full force and effect immediately upon its adoption and approval.
