MINUTES
The Design Review Board met in regular session on October 10, 2024. Lindgren presiding.
1. CALL TO ORDER
2. ROLL CALL: GRUBB, SAYER, LINDGREN, NORTON. Absent: GREER, MLJRPHY, MIHAN.
A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION
ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board member or City
Staff requests an item to be removed fi�om the Consent Agenda for discussion. Items removed from
the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of
Order. Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval inotion unless
specifically stated otherwise.

B. Findin�s of Fact and Conclusions of Law for the Approval of DR-2024-21— Linder
Senior Livin� Facilitv — Intermountain Pacific: Intermountain Paciiic, represented by Mike
Chidester with Elton Development, is requesting design review approval of a 139-unit senior
living facility and 18-tmits for independent living for the Linder Senior Living facility. The
10.44-acre site is located on the east side of North Linder Road approxitnately 90-feet south of
the intersection of West Temple Drive and North Linder Road at 6910 and 6940 North Linder
Road. (BAW)
C. Findin�s of Fact and Conclusions of Law for the Approval of DR-2024-22 — Monument
Si�n for the Linder Senior LivinE Facility — Intermountain Pacific: Intermountain
Pacific, represented by Mike Chidester with Elton Development, is requesting design review
approval of a monument sign for the Linder Senior Living faciliTy. The 10.44-acre site is
located on the east side of North Linder Road approximately 90-feet south of the intersection
of West Temple Drive and North Linder Road at 6910 and 6940 North Linder Road. (BAW)
Sayer moves to approve the Consent Agenda. Seconded by Grubb.

A. ACTIONITEM.� DR-2024-41— Common Area Landscapin� within River Birch
Subdivision (tka Flats Sixteen Subdivision) — Walsh Group: Walsh Group, represented by
Connor Lindstrom with KM Engineering, LLP, is requesting design review approval for the
coinmon area landscaping within River Birch Subdivision (flca Flats Sixteen Subdivision). The
26.18-acre site is located on the west side of State Highway 16 approximately 1,290-feet north
of the intersection of West Beacon Light Road and State Highway 16 at 3701 and 3703 North
Highway 16. (ERF)
Ayssa Yensen, KM Engineering, provides an overview of the application and responds to
questions from the Board.
City Planner, Etnily Falco, pcovides an overview of the application and responds to questions
froin the Board.
Lindgren moves to approve DR-2024-41 — Common Area Landscaping within River
Birch Subdivision (fka Flats Sixteen Subdivision) with the standard conditions of
approval as written with the following site specific conditions of approval.
Site specific condition #2: In lieu of the note of the note, the lot between Lot 19, Block 2,
should read Lot 15.
Site specific condition #3: The City recommends the approval of the removal of the trees
and the proposed mitigation for the good desirable trees. No additional trees are
required.
Site specific condition #11: Applicant is to provide a notarized affidavit from the owners
of 3705 North Highway 16 for the improvement shown along State Highway 16 prior to
submittal of final plat application.
Site specific condition #12: Accept and recommend approval of the revised fencing plan
as submitted by the applicant as dated October 10, 2024.
Seconded by Grubb.
Lindgren amends the motion to add Site specific condition #13: The revised cross
sections, date stamped by the City on October 10, 2024, showing the northern most
portion of the berm 10-feet from the grade of the picicleball courts and increasing to a 10-
foot-high berm from the center line of State Highway 16 located where the residential
lots are located are approved.
Amended motion seconded by Grubb. ALL AYES...MOTION CARRIES.
B. ACTIONITEM.� DR-2024-42 — One Subdivision Entry Monument Si�n for River Birch
Subdivision — Walsh Group: Walsh Group, represented by Connor Lindstrom with KM

C. ACTIONITEM.� DR-2024-43 — Seven Townhome Buildin�s f35-unitsl within River Birch
Subdivision — Walsh Grouq: Walsh Group, represented by Comior Lindstrom with KM
Engineering, LLP, is requesting design ceview approval for seven towuhome buildings (35-
units) within River Birch Subdivision (one — 7,108-SF, four — 11,777-SF, two — 14,279- SF).
The 2618-acre site is located on the west side of State Highway 16 approximately 1,290- feet
north of the intersection of West Beacon Light Road and State Highway 16 at 3701 and 3703
North Highway 16. (ERF)
Jessica Petty, 12.15 Design, 2816 Buckle Down Circle, Iowa City, provides an overview of the
application and responds to questions fi•om the Board.
City Planner, Emily Falco, provides an overview of the application and responds to questions
fi•om the Board.
Ron Walsh, Walsh Group, project developer, 1485 N. Eagle Creek, responds to questions and
suggestions from the Board.
Lindgren moves to approve DR-2024-43 — Seven Townhome Buildings [35-units] within
River Birch Subdivision with the standard conditions of approval as written with the
following site specific conditions.
Site specific condition #2: Recommend leaving both options for the applicant with the
understanding that as they dig deeper into the legality of the utilities, easements,
providing both options to the applicant.
Site specific condition #3: Add the language or screen wall as the applicant sees fit.
Site specific condition #4: Strike. Replace it to reflect that there has been a revised
fencing plan dated October 10, 2024, that addresses the conditions.
Seconded by Sayer. ALL AYES...MOTION CARRIES.
