DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on August 8, 2024. Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:00. 2. ROLL CALL: GRUBB, SAYER, LINDGREN, MIHAN, GREER. ABSENT: MURPHY 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of July 25, 2024. (CSH) B. Findings of Fact and Conclusions of Law for the Approval of DR-2024-35 - One Building Wall Sign for Old State Saloon - Old State Saloon: Old State Saloon, represented by Devan Hardwick with Pro Trade Construction, is requesting design review approval for one non -illuminated building wall sign. The 0.32-acre site is located on the north side of East State Street approximately 155-feet east of North Eagle Road at 50 East State Street. (ERF) Sayer moves to approve the consent agenda. Seconded by Grubb. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A. ACTION ITEM: DR-2024-24 — Bank with Drive -Up Service for P1FCU — P1FCU — Eagle: P1FCU — Eagle, represented by Shane Mercier with Mercier Architecture and Planning, is requesting design review approval for a 3,801-square foot bank with drive -up service. The 1.04-acre site is located on the northeast corner of State Highway 44 and South Rosebud Lane within Bronco Acres Subdivision. (ERF) Mike Bolger, 1025 Warner Avenue, Lewiston, provides an overview of the application and responds to questions from the Board. City planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Lindgren moves to approve DR-2024-24 — Bank with Drive -Up Service for P1FCU as presented with the following site specific conditions. Site specific condition #6: Struck. Site specific condition #15: The applicant will consider a revised site layout with regard to the east side related to the east side parking and trash and recycling enclosure to possibly eliminate the far east drive through and replace with the landscaping opportunity. Again, just to consider that, if the applicant has a compelling reason that it is needed, that is an answer too. From the Boards reasoning we cannot see a reason to have the two drive isles there. To be reviewed by staff and one member of the Board. Site specific condition #16: The applicant to provide stripping that clearly delineates the vehicular travel towards the drive through canopy. To be reviewed by staff and one member of the Board. Site specific condition #17. Applicant to provide revised elevations to show downspouts and gutters and specifically how they relate to the exposed rafters that is currently indicated on the elevations and renderings. To be reviewed by staff and one member of the Board. Site specific condition #18: For the applicant to reconsider and readdress how we got relatively thin columns coming down to a rather large base and to just reassess that relationship whether the base gets reduced in scale or if it's the columns grow. That is specifically at the primary entrance to the building as well as well as the drive through canopy. To be reviewed by staff and one member of the Board. Site specific condition #19: The applicant to revise the landscape plan to provide plantings that might be conducive to our local climate and to provide, tied into site specific condition #3 which is to provide additional proper screening for the cuing of the drive through relative to east State Street and maybe this latter part of this condition we might want to tie to site specific condition #3 and that is to either provide greater landscaping buffer or for the applicant to even reconsider and to provide even more hardscape wall in the form of a brick cladded wall that would be in excess of 48" above grade. To be reviewed by staff and two members of the Board. Site specific condition #20: Require applicant to specifically identify any ground mounted mechanical units that might exist and how those units are being screened for landscape side. In addition to that which we have not really addressed maybe apply this to the condition is any electrical gear and or gas meters applied to the building where they are located and how specifically screened by landscape.
