CITIZEN PARTICIPATION PLAN
IDAHO COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
CITY OF EAGLE
Pursuant to the citizen participation requirements of Section 508
of the Housing and Community Development Act of 1987, as amended,
the City of Eagle will undertake the following actions to ensure
compliance with said requirements as an applicant for or recipient
of Idaho Community Development Block Grant Funds.
1.
Conduct at least one public hearing on the ICDBG activites
proposed in the ICDBG application submitted to Idaho
Department of Commerce (IDC) and at least one public hearing
on the status of funded activities.
The application hearing, at minimum, must include a review of:
(a) how proposed activities will address the need(s) in the
community, (b) how the proposed activities will be funded and
sources of funds, (c) date application will be submitted,
(d) amount of ICDBG funds requested, (e) estimated portion of
the ICDBG funds requested that will benefit persons of low
and moderate income, (f) where the proposed activities will be
conducted, (g) plans to minimize displace of persons and
businesses as a result of funded activities, if applicable,
(h) plans to assist persons actually displaced, if applicable.
The application and related documents must be available for
review.
The public hearing on the status of funded activities, at
minimum, must include a review of (a) a general description
of accomplishments to date, (b) summary of all expenditures
to date, (c) a general description of the remaining work, and
(d) a general description of changes made to the ICDBG project
bugdet, performance targets, activity schedules, project
scope, location, objectives or beneficiaries.

Publish notices of hearing (s) consistent with the requirements
of the Idaho Code, Section 60-109. In areas with an Hispanic
population, every effort should be made to provide notices in
Spanish and have an interpreter at the public hearing. This
is especially the case where a significant portion of the
persons benefitted by the project are non-English speaking.
Provide translators during or after public hearings attended
by non-English speaking residents. Written translations of
the public hearing may also be helpful.
3.
Ensure the public reasonable access to all locaal meetings,
project records and inforamtion relating to the proposed and
actual use of ICDBG funds. Hearings must be held at times
when most citizens can attend, i.e. after regular work hours.
All information presented in the hearings shall also be
available, upon request, and in a form usable by persons with
hearing or visual impairments.
4.
Conduct all ICDBG relation public meetings or hearings in
public buildings or facilities that are accessible to the
handicapped. The public notice shall state the hearing will
be held in a handicapped accessible facility.
Provide citizens the name and address of: (a) the person(s)
authorized to receive and respond to citizen proposals,
questions and complaints concerning proposed or funded
activities, (b) the person(s) that will be available and able
to provide technical assistance to groups representative of
persons of low and moderate income in preparing and presenting
their proposals for the request and use of ICDBG funds.
This resolution shall become effective this 24th day of January,
1995.
