MINUTES
The Design Review Board met in regular session on September 12, 2024. Lindgren presiding.
1. ROLL CALL: GRUBB, SAYER, LINDGREN, MIHAN, GREER, MURPHY, NORTON.
ABSENT: SAYER, GREER

2. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION
ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board member or City
Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from
the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of
Order. Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless
specifically stated otherwise.
A. Findings of Fact and Conclusions of Law for the approval of DR-2024-02 — Multi -
tenant Office/Retail/Restaurant Building within Stillwater Subdivision — Stillwater
Development Partners, LLC: Stillwater Development Partners, LLC, represented by Corey
Elitharp, is requesting design review approval of an 8,466-square foot multi -tenant
office/retail/restaurant building. The 1.06-acre site is located on the north side of West
Copper Silo Street approximately 250-feet south of the intersection of State Highway 44 and
South Urban Gate Drive at 2300 and 2340 West Copper Silo Street (Lots 4 and 5, Block 6,
Stillwater Subdivision No. 1). (ERF)
B. Findings of Fact and Conclusions of Law for the Annroval of DR-2024-03 — Master Sign
Plan for a Multi -tenant Office/Retail/Restaurant Building within Stillwater Subdivision
— Stillwater Development Partners, LLC: Stillwater Development Partners, LLC,
represented by Corey Elitharp, is requesting design review approval for a master sign plan for
a multi -tenant office/retail/restaurant building within Stillwater Subdivision. The 1.06-acre
site is located on the north side of West Copper Silo Street approximately 250-feet south of
the intersection of State Highway 44 and South Urban Gate Drive at 2300 and 2340 West
Copper Silo Street (Lots 4 and 5, Block 6, Stillwater Subdivision No. 1). (ERF)
C. Findings of Fact and Conclusions of Law for the Annroval of DR-2024-36 — Creekside
Bible Church Building — Creekside Bible Church: Creekside Bible Church, represented
by Walter Lindgren with Lindgren Labrie Architecture, is requesting design review approval
for a 10,740-square foot church building. The 3.26-acre site is located on the north side of
East State Street approximately 386-feet east of North 2nd Street at 350 East State Street.

Mihan requests item DR-2020-52-MOD4 — Modification to the Storage Facility, addition of
Three Enclosed Buildings be moved to the consent agenda.
Mihan makes a motion to move item 5A to the Consent Agenda as item 5D. Seconded
by Grubb. ALL AYES...MOTION CARRIES.
Grubb moves to approve the consent agenda with the modification of
moving DR-2020-52-MOD4 to the consent agenda. Seconded by Murphy.
ALL AYES...MOTION CARRIES.
3. UNFINISHED BUSINESS: None.
4. NEW BUSINESS:
A. ACTION ITEM. DR-2020-52-MOD4 — Modification to the Storage Facility, addition of
Three Enclosed Buildings — Rob Martin: Rob Martin, represented by Jeff Hatch with Hatch
Design Architecture, is requesting design review approval to construct three new enclosed
storage buildings totaling 30,371-square feet. The 6.4-acre site is located on the south side of
West State Street approximately 670-feet west of the intersection of South Payette Way and
West State Street at 1653 West State Street. (BAW)
This item was moved to the Consent Agenda.
B. ACTION ITEM. DR-2023-11-MOD1 — Modification to the Common Area Landscaping
and Amenities within Kingswood Estates Subdivision — TBC Land Holdings LLC: TBC
Land Holdings LLC, is requesting design review approval to modify the common area
landscaping and amenities within Kingswood Estates Subdivision. The 38.81-acre site is
located on the west side of North Linder Road approximately 1,430-feet north of the
intersection of North Linder Road and West Floating Feather Road. (ERF)
Dean Waite, TBC Land Holdings, 2154 E. Timber Trail, provides an overview of the
application and responds to questions from the Board.
City Planner, Emily Falco, provides an overview of the application and responds to questions
from Board.
Jim Mihan, 2002 S. Vista, Boise, responds to questions from the Board.
Glenn Walker, 1831 E. Overland, addresses the Board's concern regarding the pool house
structure massing and materials.
Lindgren moves to approve DR-2023-11-MOD1 — Modification to the Common Area
Landscaping and Amenities within Kingswood Estates Subdivision as presented with the
following site specific conditions.
Site specific: #3: Condition to remain. Encourage applicant to come back with a
decorative wall that meets the criteria in site specific condition #3 and giving the
applicant some latitude to provide alternate stone material if that is their desire. In
general, we are comfortable with the 4' berm and 6' wall. To be reviewed by staff and
two members of the Design Review Board.
Site specific #13: Applicant to provide colored elevations more specifically highlighting
materials and color selections specific to the building that will help state what is being
proposed from a materials standpoint. To be reviewed by staff and two members of the
Design Review Board.
Site specific #14: Applicant to consider breaking that center massing plane where the
change of material, change of roof height, everything else changes of the center massing
at the front and rear of the building would break those plains horizontally. To be
reviewed by staff and two members of the Design Review Board.
Site specific #15: Applicant to reconsider the positioning of the upper windows on both
the pool side and entry side as they relate to one and another. Also, reconsider having
those windows to bring in natural light into that center area. To see if that upper truss
could be brought up above that area. These are just recommendations, but highly
recommended if could be achieved. To be reviewed by staff and two members of the
Design Review Board.

C. ACTION ITEM. DR-2024-38 - Two Subdivision Entry Monument Signs for Kingswood
Estates Subdivision — TBC Land Holdings LLC: TBC Land Holdings, LLC, represented by
Terry Brown with Lytle Signs, is requesting design review approval for two halo illuminated
subdivision entry monument signs for Kingswood Estates Subdivision. The 38.81-acre site is
located on the west side of North Linder Road approximately 1,430-feet north of the
intersection of North Linder Road and West Floating Feather Road. (ERF)

Lindgren moves to approve DR-2024-38 - Two Subdivision Entry Monument Signs for
Kingswood Estates Subdivision as presented with the site specific conditions with the
following modifications.
Add Site Specific Condition #6: Provide lighting cutsheets showing the lighting not to
exceed 3000 Kelvin. To be reviewed by staff and one member of the Design Review
Board.
Add Site Specific Condition #7: The stone veneer for the sign along Linder should
complement the stone on the wall on the top of the berm. To be reviewed by staff and one
member of the Design Review Board.

D. ACTION ITEM. DR-2024-41 — Common Area Landscaping within River Birch
Subdivision (fka Flats Sixteen Subdivision) — Walsh Group: Walsh Group, represented by
Connor Lindstrom with KM Engineering, LLP, is requesting design review approval for the
common area landscaping within River Birch Subdivision (fka Flats Sixteen Subdivision). The
26.18-acre site is located on the west side of State Highway 16 approximately 1,290-feet north
of the intersection of West Beacon Light Road and State Highway 16 at 3701 and 3703 North
Highway 16. (ERF)
Lindgren moves to remand items 5D, 5E, and 5F back to staff. Seconded by Grubb. ALL

E. ACTION ITEM. DR-2024-42 — One Subdivision Entry Monument Sign for River Birch

Subdivision — Walsh Group: Walsh Group, represented by Connor Lindstrom with KM
Engineering, LLP, is requesting design review approval for seven townhome buildings (35-
units) within River Birch Subdivision (one — 7,108-SF, four — 11,777-SF, two — 14,279-SF).
The 26.18-acre site is located on the west side of State Highway 16 approximately 1,290-feet
north of the intersection of West Beacon Light Road and State Highway 16 at 3701 and 3703
North Highway 16. (ERF)
Lindgren moves to remand items 5D, 5E, and 5F back to staff. Seconded by Grubb. ALL
AYES...MOTION CARRIES.
Chairman Lindgren and Member Mihan recuse themselves from items 5G and 5H.
G. ACTION ITEM. DR-2024-44 — Multi -tenant Building within East End Riverside —
Rennison Companies: Rennison Companies, represented by Zach Turner, is requesting
design review approval for a 6,400-square foot multi -tenant retail/restaurant/personal
improvement/personal services building. The 1.2-acre site is generally located on the southeast
corner of State Highway 44 and South Edgewood Lane at 1632 East Riverside Drive within
East End Riverside (portion of Lot 2, Block 1, Tennis Club Plaza Subdivision No. 1). (BAW)
Walt Lindgren, 247 N. Eagle Road, provides an overview of the application and responds to
questions from the Board.
Zach Turner, 2025 East Riverside Drive, Suite 200, provides an overview of the application
and responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application.
Greer makes a motion to approve item 5G DR-2024-44 — Multi -tenant Building within
East End Riverside with the site specific conditions with the following modifications.
Modify Site Specific Condition No. 2: Revise the landscape plan to show how the tree
west of the parking structure is to be watered and protected throughout construction. A
tree that is larger than 2" caliber is to be hand pruned for the root pruning.
This revised plan shall be reviewed by staff prior to the issuance of the zoning certificate.
Add Site Specific Condition No. 12 change of stucco for ST-1/ST-2 Software to be Gray
Clouds for ST-1 and for Cityscape ST-2.
Seconded by Grubb. ALL AYES...MOTION CARRIES.
H. ACTION ITEM. DR-2024-45 — Master Sign Plan for a Multi -tenant Building within East
End Riverside — Rennison Companies: Rennison Companies, represented by Zach Turner, is
requesting design review approval for a master sign plan for a multi -tenant
