The revised site and landscape plan shall be reviewed and approved by staff and one member of the Design Review Board prior to the issuance of a zoning certificate Response: The Comprehensive Plan has identified E. Idaho Street as a candidate for a future road extension to the east. From its current dead-end at the west edge of this property. the Plan illustrates Idaho Street to be extended east through this property connecting to N. Stierman Way. The Plan goes on to prioritize this proposed project as 'Medium', arguably because it would essentially be redundant to the connection E. Amanita Street provides between N. 2"d Street and N. Stierman Way, only a few hundred feet to the north. It is our contention that an additional east -west connection here will not provide noticeable value as there are two viable east -west connecting streets in close proximity. 22 11 9/30/2024 9 9 NORTH -SOUTH CONNECTION EAST -WEST CONNECTION PROJECT SITE EAST -WEST 9 CONNECTION 9 Go gle Q 23 SSC #1 Provide a revised site and landscape plan showing East Idaho Street extended from the west property line east to North Sherman Way as a collector road. The revised site and landscape plan shall be reviewed and approved by staff and one member of the Design Review Board pnor to the issuance of a zoning certificate. Response: The width of Idaho Street along the existing senior center pinches down approximately 7'+1- from a typical local road section, which is not conducive for a high -trafficked connecting street. In addition, the width of what would be the R.O.W. easement narrows down as thin as 30' as it extends east through the existing fence lines of the flanking commercial and residential developments. Representatives from the Creekside Bible Church have expressed their concern with the possibility of a road extension through this property and have noted that it would render any redevelopment as undesirable. 24 12 9/30/2024 riELEFL CBD 25 26 _ - I .. SSC #8 Provide revised building elevations showing a minimum of 50% glass on the ground floor of the front of the building (south/west elevations). The revised building elevations shall be reviewed and approved by staff and one member of the Design Review Board prior to the issuance of a zoning certificate. Response: The current Landscape Plan complies. Response: The primary purpose of this code section is to address commercial uses in the CBD district. The percentage of fenestration at the south and west elevations is 22% and 18%, respectively; however, the appearance is that of a generously glazed building exterior. 32 16 9/30/2024 VIEW LOOKING NORTHEAST FROM CUL-DE-SAC 33 SSC #9 Provide a revised site plan showing the budding front setback to be a minimum of 10-feet to maximum of 25-feet. The revised site plan shall be reviewed and approved by staff prior to the issuance of a zoning certificate. ff P11.1.1\""'..."+ Afr • Response: The proposed property line has been established so as to allow the required 12' drainage district access / pathway (centered on the existing irrigation line) to be located completely within the Church's property and improved under this project scope. The building itself is required to sit outside the irrigation easement, a minimum of 15' from the centerline of the pipe and pathway. These constraints also limit the options for the parking lot location. Because of this, the parking lot is located directly off the proposed cul-de-sac with the west wing of the building set back. While the building setback does exceed 25', the building still addresses the street (cul-de-sac) appropriately and is consistent with the neighboring residential structures to the west. 34 17 9/30/2024 SSC #10 Provide a revised site plan showing the building side setback to be a minimum of 0-feet to maximum of 10-feet, The revised site plan shall be reviewed and approved by staff prior to the issuance of a zoning certificate. CITY OF EAGLE CODE Per 8.3-30 Side And Rear Yards For Nonresidential Uses Abutting Residential Districts Nonresidential Makings or uses shall not be located nor conducted closer than forty feel (40, to any lot line of a Residential District except that the minimum yard requirements may be reduced to filly percent (50%) of the requirement if acceptable landscaping or screening approved by the Council Is provided Such screening shall be a masonry or solid fence between four feet (4') and eight feet (8') in height. maintained in good conddron and free of all advertising or other signs. Landscaping provided In lieu of such wall or fence shell consist of a strip of land not less than twenty feet (20') in width planted with an evergreen hedge or dense planting of evergreen shrubs not less Man lour feet (4') in height at the time of planting. (Ord. 29e 10-14-1997) Response: The building is setback 14'-6" from the side property line, which does exceed the prescribed 10' maximum. Given the existing residential use to the west, this greater setback is appropriate and mutually beneficial. Response: Although the church is a nonresidential building, it will not adversely impact the adjacent residents to the extent other nonresidential buildings such as a retail center, bar, or restaurant would. In addition, the primary church activities will be concentrated toward the southeast portion of the Church's site further reducing its impact on neighboring sites. 35 36 18 9/30/2024 SSC #12 Provide a revised site plan showing the budding lot coverage to be a minimum of 20% and a maximum of 85% of the site. SSC #14 Provide a revised site and landscape plan showing the location of all ground mounted transformerscableand phone boxes and how they are screened by landscaping per Eagle ity Code The revised site and landscape plan shall be reviewed and approved by staff prior to the issuance of a zoning certificate. Response: The proposed budding lot coverage is 27%, which complies with this condition. Response: Will comply Response: A/C units and transformer are indicated on A2 Site Plan, A3 Utility Plan and landscape screening of units on L1.0 Landscape Plan. 37 - - - i . ..1 1,1 38 a7aFr R 4 e't,„ wOVIINA .. Williams, Planner lfl Subject: Avimor Design Guideline Book, Date: July 30, 2024 Attachment(s): Avimor Design Guideline Book Copy To: The Dual Beneficiary Trust, Attn: Sarah Martz, email: sarahmaavimor.com PROJECT SUMMARY: The Dual Beneficiary Trust, represented by Sarah Martz, is requesting approval of the Avimor Design Guideline Book for Avimor Development. HISTORY OF RELEVANT PREVIOUS ACTIONS: On September 22, 2022, the Board voted 6 to 0 (Mihan absent) to continue their review of the zoning ordinance amendment and design guidelines for Avimor Development (ZOA-01-22). On October 13, 2022, the Eagle Design Review Board voted 5 to 0 (Lindgren and Mihan absent) to recommend approval of the zoning ordinance amendment for Avimor Development Title 11 B, Chapter 3, Design Review (ZOA-01-22). On March 30, 2023, the Eagle City Council approved an annexation, rezone, and zoning ordinance amendment for the Avimor Development with the Design Review Board and Planning and Zoning Commission's recommendations (A-06-22/RZ-06-22 & ZOA-01-22 and A-14-22/RZ-19-22). STAFF DISCUSSION: On September 22, 2022, the Board reviewed the zoning ordinance amendment and design guidelines for Avimor Development. During this meeting, the design guidelines were discussed and compared to the proposed zoning ordinance. The design guidelines, as presented, had multiple code sections referenced that were already included in the zoning ordinance amendment. The Board recommended the design guidelines be modified to remove the code references and become focused on design with regard to architectural styles, amenities, examples of signage, fencing styles, lighting, etc. On October 13, 2022, the Eagle Design Review Board recommended approval of the zoning ordinance amendment, understanding the Avimor Design Guideline Book would be reviewed at a later date. The applicant has modified the Avimor Design Guideline Book to remove the code references and is requesting approval as presented. If the Board recommends approval of the design guidelines as presented, the Avimor Design Guideline Book will be reviewed by the City Council and a resolution to adopt the Avimor Design Guideline Book will be approved by the City Council as specified within 11B- 3-5: Avimor Design Guidelines.
