Minutes - 2024 - City Council - 08/21/2024 - Special EAGLE CITY COUNCIL SPECIAL MEETING MINUTES August 21, 2024 1. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: GINDLESPERGER,MAY,RUSSELL,KVAMME.A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance. 4. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Mayor, a Councilmember, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the City Council.Any item on the Consent Agenda which contains written Conditions of Approval from the City of Eagle City Staff, Planning & Zoning Commission, or Design Review Board shall be adopted as part of the City Council's Consent Agenda approval motion unless specifically stated otherwise. A. Authorization of Freeform Quote No. 20759-54161: Staff is requesting Council authorization for the purchase of office panels and furniture for City Hall (excluding the Clerk/Treasurer area) for an amount not to exceed $203,520.63. Funding is available via Capital Plan project number PW-CP-13. The quote was received as part of a Cooperative Purchasing Agreement with OMNIA as allowed in Idaho State Code and the City of Eagle Purchasing Policy. (TEO&ELZ) B. Authorization of Freeform Quote No.21542-54251: Staff is requesting Council to authorize the Mayor to sign the quote for the purchase of office panels and furniture for City Hall, Clerk/Treasurer's area, for an amount not to exceed $55,919.04. Funding is available via Capital Plan project number PW-CP-13. The quote was received as part of a Cooperative Purchasing Agreement with OMNIA as allowed in Idaho State Code and the City of Eagle Purchasing Policy. (TEO&ELZ) C. Mace Park Change Order No.!: Change order No.1 between the City of Eagle and Western Refinery Services for Mace Park to address changes in pavement standards from ITD in an amount not to exceed$4,508.(NBS) Russell requests the removal of items 4A and 4B. She wishes to ensure the integrity of the Capital Plan planning process and therefore would like to see a modification request be brought forward on Project PW-CP-13 for Council consideration as the original did not include office furnishings city-wide. General discussion. Public Works Director, Eric Ziegenfuss and City Clerk, Tracy Osborn offer insight into request before Council today. The intent was not to negatively financially impact the original project scope nor to avoid transparency. Department Supervisors and the Mayor held meetings on six or seven occasions to review and discuss staff workspace needs, as space and storage were both identified in the work session as high priority.Preliminary numbers for the remodel for the Clerk-Treasurer's area, along with the security measures were anticipated to allow for this request for new furniture and office panels, rather than to continue to purchase items from auctions and Facebook Marketplace. Staff will bring back a more detailed accounting of the changes,along with a request to modify the Capital Project for Council consideration. Russell moves to continue this item to 4A to the next available meeting and come forward with a memo to potentially modify the capital project. Seconded by Gindlesperger. Funding is available via Capital Plan project number PW-CP-13. The quote was received as part of a Cooperative Purchasing Agreement with OMNIA as allowed in Idaho State Code and the City of Eagle Purchasing Policy. (TEO&ELZ) Mayor Pike introduces the time Russell notes that this quote was part of the original Capital Plan project that was approved. Russell moves to approve item 4B. Seconded by Gindlesperger. Director of Long-Range Planning and Projects,Nichoel Baird Spencer reviews the Capital Planning process and projects. General discussion. Staff is directed to bringing the public outreach process via an open house. 6. UNFINISHED BUSINESS: A. ACTION ITEM: Discussion on Facility Reservation Fees and Policy: Staff is seeking Council direction on current room reservation fees and policy in order to determine next steps for fee and policy implementation. (TEO,BA,ELZ) Mayor Pike introduces the item. City Clerk, Tracy Osborn reviews the existing fee schedules, and reviews fees of neighboring entities. Staff is seeking direction regarding Council's desire to either keep or change the existing fees schedule, as well as if any existing fee waivers are to remain in place or not. Council discusses expanding the allowance for entities to reserve 12 months in advance vs. the 3 months that is currently stated in the policies. Staff is directed to proceed with the public hearing process for fees as discussed: $75.00 for the first 2 hours and$25 for each additional hour; if food and drink are to be served/consumed an additional $50 dollar fee; and a $50 fee if city staff is to set up/break down the room set up. There will be no discount for non-profit entities. The policies are to be amended to allow for 12 months in advance reservations and to allow City Hall meeting room use from 8:00 a.m. to 10:00 p.m. 7. ADJOURNMENT: Russell moves to adjourn.
