MINUTES
The Design Review Board met in regular session on June 27, 2024. Lindgren presiding.
1. CALL TO ORDER: Meeting called to order at 6:00.
2. ROLL CALL: GRUBB, LINDGREN, MIHAN, MURPHY. Absent: SAYER, GREER
(arrives at 6:10)
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION
ITEMS. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design Review Board
member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.
A. Findings of Fact and Conclusions of Law for the Approval of DR-2024-20 - Public
Service Facility for an Idaho Power Substation - GWC Capital: GWC Capital,
represented by Eric Langvardt with Langvardt Design Group, is requesting design
review approval of a public service facility for an Idaho Power substation. The 7-acre
(approximate) site is located near the future northwest corner of Aerie Way and
Willow Creek Road (Ada County Assessor parcel number S0218212700) which is
outside of the PUMP No. 1 boundary but is considered an essential public facility.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2023-22-MOD1
- Modification to the Common Area Landscaping within Rocking A Ranch
Subdivision - Alscott Real Estate, LLC: Alscott Real Estate, LLC, represented by
Rodney Evans with Rodney Evans + Partners, LLC, is requesting design review
approval to modify the common area landscaping within Rocking A Ranch
Subdivision. The 171.0-acre site is located on the east side of North Eagle Road,
approximately 1,300-feet north of East Beacon Light Road at 3980 & 3250 North
Eagle Road, 372 East Beacon Light Road and Lots 1, 2, 3, and 4, Block 1, Equestrian
Estates Subdivision No. 1. (ERF)
Grubb moves to approve the consent agenda. Seconded by Mihan.

5. NEW BUSINESS:
A. ACTION ITEM. DR-2024-31 - Common Area Landscaping within Northern
Lights Subdivision - Kathleen and Scott Hendricks: Kathleen and Scott Hendricks,
represented by Stephanie Hopkins with KM Engineering, LLP, is requesting design
review approval of the common area landscaping within Northern Lights Subdivision.
The 4.53-acre site is located on the southeast corner of North Rocket Bar Road and
East Beacon Light Road at 2636 North Rocket Bar Road. (BAW)
Stephanie Hopkins with KM Engineering, LLP, 5725 N. Discovery Way, Boise,
provides an overview of the application and responds to questions from the Board.
City planner, Barb Williams provides an overview of the application and responds
to questions from the Board.
Member Greer arrives at 6:10.
Lindgren moves to approve DR-2024-31 - Common Area Landscaping within
Northern Lights Subdivision with the site specific conditions presented with the
following modifications.
Site specific condition #3: Alternate compliance at the corner of Beacon Light
and Rocking Bar Road landscape is acceptable as long as no regrading in or
around the tree that would affect the drip line of the existing trees.
Seconded by Grubb. ALL AYES...MOTION CARRIES.
B. ACTION ITEM. DR-2024-26 - Common Area Landscaping within Oakwood
Meadows Subdivision - Buffalo Humn. LLC: Buffalo Hump, LLC, represented by
Sanel Tucakovic, is requesting design review approval for the common area
landscaping within Oakwood Meadows Subdivision. The 2.8-acre site is located on the
north side of West Oakhampton Drive approximately 200-feet east of the intersection
of West Oakhampton Drive and South Mallard Wing Way at 1920 West Oakhampton
Drive. (ERF)

Lindgren moves to approve DR-2024-26 - Common Area Landscaping within
Oakwood Meadows Subdivision — Buffalo Hump, LLC, 1-10 as presented by staff
with the site specific conditions presented with the following modifications.
Site specific condition #2: Strike first, second and fourth items within that
condition and that condition would read the City would recommend approval of
the trees and does not recommend the proposed mitigation and the applicant
may pay the in lieu fee into the Tree Fund in the amount of $9,827.50. The
payment to the Tree Fund should be paid prior to the submittal of the final plat
application.
Seconded by Grubb. ALL AYES...MOTION CARRIES.
C. ACTION ITEM. DR-2024-02 - Multi -tenant Office/Retail/Restaurant Building
within Stillwater Subdivision - Stillwater Development Partners, LLC: Stillwater
Development Partners, LLC, represented by Corey Elitharp, is requesting design
review approval of an 8,466-square foot multi -tenant office/retail/restaurant building.
The 1.06-acre site is located on the north side of West Copper Silo Street
approximately 250-feet south of the intersection of State Highway 44 and South Urban
Gate Drive at 2300 and 2340 West Copper Silo Street (Lots 4 and 5, Block 6,
Stillwater Subdivision No. 1). (ERF)

D. ACTION ITEM.: DR-2024-03- Master Sign Plan for a Multi -tenant
Office/Retail/Restaurant Building within Stillwater Subdivision - Stillwater
Development Partners, LLC: Stillwater Development Partners, LLC, represented by
Corey Elitharp, is requesting design review approval for a master sign plan for a multi -
tenant office/retail/restaurant building within Stillwater Subdivision. The
1.06-acre site is located on the north side of West Copper Silo Street approximately
250-feet south of the intersection of State Highway 44 and South Urban Gate Drive at

Per Staff Report: The building elevations show the building to have a metal roof. Pursuant to Eagle City Code Section 8-2A-6(R)(2), metal roofs are required
to have concealed fasteners. The applicant should be required to provide revised building elevations showing the metal roofing material to have concealed
fasteners. The revised building elevations should be reviewed and approved by staff prior to the Issuance of a zoning certificate
Clarification: Submitted drawings show black standing seam
metal roofing above the breezeway portion of the building.
Solution: Revise building elevations & selection callouts to
specify black standing seam metal roofing to utilize concealed
fasteners. Verify final specification of metal roofing to utilize
concealed fasteners.

TRASH ENCLOSURE I DISCUSSION
Per Staff Report: Note 16 on the landscape plan states, 'shared trash enclosure with Lot 2 Block 6 — Future." To date, there is no approval for a building on Lot 2, Block 6, Stillwater Subdivision No. 1.
Pursuant to Eagle City Code Section 8-2A-(0)(7), all commercial developments are required to provide for trash and recycling services including an enclosed area for the storage of trash and recycle receptacles.
Pursuant to Eagle City Code Section B-2A-7(1), trash receptacles are required to be screened from view with a five foot wide by six foot high landscape buffer. Pursuant to Eagle City Code Section 8-0-0-3, a
cross access, parking, and trash enclosure use agreement Is required. The applicant should be required to provide an enclosure for both trash and recycling associated with this building. The applicant should
be required to provide elevations of the trash enclosure walls and gate utilizing materials and colors on the building. Provide a cross access, parking, and trash enclosure use agreement with the owner of Lot 2,
Block 6. Provide a revised landscape plan showing a five foot wide by six foot high landscape buffer around the trash enclosure. The elevations, and landscape plan should be reviewed and approved by staff
and one member of the Design Review Board prior to issuance of a zoning certificate. The cross access, parking, and trash enclosure use agreement should be reviewed and approved by staff and the City
Attorney prior to the issuance of a zoning certificate. Construct the trash enclosure prior to Issuance of a certificate of occupancy.
Clarification: Submitted drawings callout "shared trash
enclosure", but no approval has been issued for that lot/ block.
Solution: Provide use agreement and trash enclosure elevation
drawings prior to zoning certificate.

BREEZEWAY LANDSCAPE ISLAND I DISCUSSION
Per Staff Report The interior landscape island north of the breezeway shows two trees planted in tree
grates and a concrete walkway.
Pursuant to Eagle City Code Section 8-2A-7(g)(4)(b)(51, requires a terminal island to be planted with one
tree and shrubs, ground cover, or grass. Staff defers comment regarding the proposed landscaping and
concrete walkway to the Design Review Board.

Per Staff Report: "Complete the sidewalk along State Highway 44 including all common area improvements within the 30-foot wide buffer along the entire frontage of the Stillwater development as
approved with DR-11- 16 prior to issuance of a building permit. 10. The entire Stillwater commercial area along State Highway44 (from the eastern property line to the western property line and between
West Copper Silo Street and SH-44) shall be grubbed and made free of all weeds, mounds of dirt, construction debris etc. prior to issuance of a building permit. Provide a weed mitigation plan to be

Per Staff Report: Note 16 on the landscape plan states, 'shared trash enclosure with Lot 2 Block 6—Future." To date, there is no approval for a building on Lot 2, Block 6, Stillwater Subdivision No. 1.
Pursuant to Eagle City Code Section 8-2A-(B)(7), all commercial developments are required to provide for trash and recycling services including an enclosed area for the storage of trash and recycle receptacles.
Pursuant to Eagle City Code Section 8-2A-7(1), trash receptacles are required to be screened from view with a five foot wide bysix foot high landscape buffer. Pursuant to Eagle City Code Section 8-4-4-3, a
cross access, parking, and trash enclosure use agreement is required. The applicant should be required to provide an enclosure for both trash and recycling associated with this building. The applicant should
be required to provide elevations of the trash enclosure walls and gate utilizing materials and colors an the building. Provide a cross access, parking, and trash enclosure use agreement with the owner of Lot 2,
