CONSERVATION ADVISORY COMMITTEE
MEETING MINUTES
June 13, 2024, 6:00 PM
1. CALL TO ORDER:
Vice Chairman Pellant calls the meeting to order at 6:00 p.m.
2. ROLL CALL: BAUN, BESSAW, JOHNSON, KOSCIUCH, PELLANT.
Present: Baun, Bessaw Johnson, Kosciuch, Pellant. Absent: Baun
A quorum is present.
1. REPORTS:
A. Staff: Planner Durham provides an updated CEP Subdivision list to the Committee.
B. Committee: None
Vice Chairman Pellant allows a member from the public to speak.
Burke Mantel, 4690 North Hartley Road, Eagle, Idaho. Mantel discusses the concerns with the use in
the foothills and encourages the Conservation Advisory Committee to preserve the section of the
Oregon Trail.
2. NEW BUSINESS:
A. ACTION ITEM:: Minutes of April 18, 2024.
Bessaw moves to approve the minutes of April 18, 2024. Seconded by Kosciuch. ALL
AYE... MOTION CARRIES.
B. Review and Discuss Project Types, Funding Sources, Stakeholders, and Partners.
Vice Chairman Pellant introduces the item.
General discussion regarding the consolidated CEP proposed projects, stakeholders and partnerships
provided by the Committee.
Planning and Zoning Administrator Bill Vaughan states that the City owns a piece of land behind
Renovare Subdivision adjacent to the Greenbelt known as Charlie Wood Park. This parcel could be a
potential project for the Committee. The Committee suggests looking at the piece of land prior to the
next meeting for further discussion.
Discussion regarding the installation of big game signage located on HWY 55 between Dry Creek
Ranch Subdivision and Avimor. The members will provide an update at the next meeting.
3. ADJOURNMENT:
Bessaw moves to adjourn at 6:34 p.m. Seconded by Pellant. ALL AYE... MOTION CARRIES.

Ada Soil and Water Conservation District (ASWCD)
I am the chair of this organization and see many opportunities to partner with Eagle on its conservation efforts.
ASWCD is focusing on urban agriculture and have board members with extensive experience and knowledge in
this area. It has extensive links with other organizations and government entities involved in many types of
conservation. We don't have funding for projects but have the ability to prepare and manage grants.
Southwest Idaho Resource Conservation and Development Council (RC&D)
This organization can receive and disburse federal and other entity funds for various grants. The RC&D
maintains and updates a list of grants available for conservation and recreation applications. For example the
BLM and FS provides funds to the RC&D for fuels management projects associated with the urban/wildland
interface.
Harris Ranch Wildlife Mitigation Association
This non-profit focuses on education and conservation in the Boise River and foothils in the Treasure Valley. It
has an off -site mitigation fund that is growing and could potentially be used outside the Barber Valley. It also
has an experienced Conservation Director that could provide some Limited assistance on conservation project
planning and implementation.
