CONSERVATION ADVISORY COMMITTEE
MEETING MINUTES
April 18, 2024, 5:30 PM
1. CALL TO ORDER:
Deputy City Clerk Csencsits calls the meeting to order.
2. ROLL CALL: BAUN, BESSAW, JOHNSON, KOSCIUCH, PELLANT.
PRESENT: BAUN, BESSAW, JOHNSON, KOSCIUCH, PELLANT.
A quorum is present.
3. NEW BUSINESS:
A. Introduction of Committee Members.
The Committee members introduce themselves and provide their expertise.
Staff introduce themselves and state their roles within the City.
B. ACTION ITEM. Select Chairman and Vice Chairman.
Pellant moves to make a motion for Charlie Baun to be the Chairman. Seconded by Bessaw.
ALL AYES... MOTION CARRIES.
Kosciuch makes a motion for Mike Pellant to be the Vice Chairman. Seconded by Johnson.
ALL AYES...MOTION CARRIES.
C. Establish Conservation Advisory Committee Meeting Dates.
The Committee agrees to meet on the following dates for the year 2024:
• June 13 at 6:00 p.m.
• August 8 at 5:30 p.m.
• October 10 at 5:30 p.m.
D. Review and discussion of Conservation Advisory Committee Duties and
Responsibilities.
Baun gives an overview of the Conservation Advisory Committee duties and responsibilities.
City Attorney Victor Villages provides information regarding Open Meetings Law, serial
meetings and conflict of interests. The Committee is strictly an advisory Committee and does
not have authority to bind the City. Conflict of Interests, should one have conflict, members
should declare it and remove yourself from the room while item is being discussed.
Discussion regarding how the City of Eagle came about creating a Conservation Advisory
Committee.
E. Review of Current Conservation Education Program Participants.
Review and discussion on the CEP current participants.
City Clerk, Tracy Osborn, states that initial notice letters have been sent out to participants providing
them with an update that invoicing will be sent out in November. Per the resolution, fees are due by
January 10 of each year.
F. Discuss 1 Year and 5 Year Conservation Education Program (CEP) and Funding
Plan Goals.
Chairman Baun would like the Committee members to provide a list of partners that the Committee
would benefit doing partnerships with and provide potential funding mechanisms and project types.
An email will be sent to the Committee for requests.
4. ADJOURNMENT:
Bessaw moves to adjourn at 6:34 p.m. Seconded by Pellant. ALL AYES... MOTION
CARRIES.
Hearing no further business, the Conservation Advisory Committee meeting was adjourned.
