MINUTES
The Design Review Board met in regular session on June 13, 2024. Greer presiding.
1. CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: GRUBB, SAYER, MIHAN, GREER, MURPHY Absent:
DUPERAULT, LINDGREN.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION
ITEMS. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design Review Board
member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

Common Area Landscaping within Amberlv Ranch Subdivision - Core Building
Company: Core Building Company, represented by Fred Alexander, is requesting
design review approval of the common area landscaping within Amberly Ranch
Subdivision. The 11.81-acre site is located on the southwest corner of West Beacon
Light Road and North Ballantyne Lane at 2141 West Beacon Light Road and 2793
North Ballantyne Lane. (BAW)
D. Findings of Fact and Conclusions of Law for the Approval of DR-2024-18 -
Common Area Landscaping within Tierpointe Subdivision - DRY Ventures:
DRY Ventures, represented by Dave Yorgason with Tall Timber Consulting, is
requesting design review approval of the common area landscaping within
Tierpointe Subdivision. The 16.01-acre site is located on the north side of West State

E. Findings of Fact and Conclusions of Law for the Approval of DR-2024-19 -
Subdivision Entry Monument Sign for Tierpointe Subdivision - DRY Ventures:

requesting design review approval of a subdivision entry monument sign for
Tierpointe Subdivision. The 16.01-acre site is located on the north side of West

F. Findings of Fact and Conclusions of Law for the Approval of DR-2022-39-MOD
1 - Modification to the Landscaping at Alliance Jui Jitsu - Alexandre Paiva:
Alexandre Paiva, represented by John Day with Slichter/Ugrin Architecture, is
requesting design review approval to modify the landscaping for the Alliance Jui Jitsu
building. The 0.16-acre site is located on the southwest corner of South Wooddale
Avenue and East Hill Road at 195 South Wooddale Avenue. (BAW)
G. Findings of Fact and Conclusions of Law for the Approval of DR-2016-34-MOD2
- Modification t the Master Sign Plan for East End Marketplace - TPC
Commercial, LLC: TPC Commercial, LLC, represented by Zach Turner with
Rennison Design, is requesting design review approval to modify the master sign plan
for East End Marketplace. The 15.5-acre site is generally located on the east side of
South Edgewood Lane between State Highway 44 and East State Street inclusive of
650 and 750 South Edgewood Lane, 1801 East State Street, and 1780 and 1800 East
State Highway 44. (BAW)
Sayer moves to approve the consent agenda. Seconded by Grubb.

A.
ACTION ITEM: DR-2024-20 - Public Service Facility for an Idaho Power
Substation — GWC Capital: GWC Capital, represented by Eric Langvardt with
Langvardt Design Group, is requesting design review approval of a public service
facility for an Idaho Power substation. The 7-acre (approximate) site is located near
the future northwest corner of Aerie Way and Willow Creek Road (Ada County
Assessor parcel number S0218212700) which is outside of the PUMP No. 1 boundary
but is considered an essential public facility. (BAW)
Brenda Watsworth, with Langvardt Design Group, 336 W. Broadway, Salt Lake
City, UT, provides an overview of the application and responds to questions from
the Board.
City planner, Barb Williams, provides an overview of the application and responds
to questions from the Board.
Greer moves to approve DR-2024-20 - Public Service Facility for an Idaho
Power Substation — GWC Capital with the site specific conditions as presented.
Seconded by Grubb. ALL AYES...MOTION CARRIES.
Member Greer recuses herself from application DR-2023-22-MOD1.
B. ACTION ITEM. DR-2023-22-MOD1 - Modification to the Common Area
Landscaping within Rocking A Ranch Subdivision - Alscott Real Estate, LLC:
Alscott Real Estate, LLC, represented by Rodney Evans with Rodney Evans +
Partners, LLC, is requesting design review approval to modify the common area
landscaping within Rocking A Ranch Subdivision. The 171.0-acre site is located on
the east side of North Eagle Road, approximately 1,300-feet north of East Beacon
Light Road at 3980 & 3250 North Eagle Road, 372 East Beacon Light Road and Lots
1, 2, 3, and 4, Block 1, Equestrian Estates Subdivision No. 1. (ERF)
Rodney Evans with Rodney Evans + Partners, LLC, 1450 W. Bannock Street, Boise,
provides an overview of the application and responds to questions from the Board.
City planner, Emily Falco provides an overview of the application and responds to
questions from the Board.
Grubb moves to approve DR-2023-22-MOD1 - Modification to the Common
Area Landscaping within Rocking A Ranch Subdivision - Alscott Real Estate,
LLC the site specific conditions as presented with the following modifications.
Site specific condition #2: First line strike "if' and remove the other three options
after the "ors".
Site specific condition #12: Provide a revised landscape plan showing all notes,
cross sections, contour lines, pathways, pathway construction, etc. that were
previously approved under DR-2023-22. The revised landscape plan shall be
reviewed and approved by staff prior to issuance of a notice to proceed with
construction letter.
Seconded by Sayer. ALL AYES...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: None.
B. Staff: City Planner, Barb Williams, provides an update regarding the items scheduled
for the next Design Review Board meeting. In addition, it is noted, board member David
Duperault has resigned from the Board. Thus, there is an open position.
7. ADJOURNMENT:
