SPECIAL MEETING MINUTES
July 3,2024
1. CALL TO ORDER: Mayor Pike calls the meeting to order at 3:00 p.m.
2. ROLL CALL: Present: GINDLESPERGER,MAY,RUSSELL,KVAMME.A quorum is
present.
3. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
4. ADDITIONS,DELETIONS OR MODIFICATIONS TO THE AGENDA: None
5. NEW BUSINESS:
A.ACTION ITEM: Eagle Shooting Sports Park Proposal: Proposal from TRS Range Services,
LLC for modifications to the existing Professional Service Contract to incorporate retention ponds
and berms. (NBS)
Mayor Pike introduces the item.
Director of Long-Range Planning and Projects,Nichoel Baird Spencer briefly reviews the current
contract with TRS Range Services for phase 1 and phase 2,as well as the current request from TRS
Range Services to modify the existing contract to address storm drains and ponds. Baird-Spencer
reviews the options provided by the contractor for consideration.
Discussion for clarification.
Russell moves to direct staff to respond to the TRS Proposal accepting Option 1 with the
spoils berm be retained. GINDLESPERGER AYE;MAY AYE;RUSSELL AYE;KVAMME
AYE.ALL AYE... MOTION CARRIES.
6. EXECUTIVE SESSION: 74-206 (1) An executive session at which members of the public
are excluded may be held,but only for the purposes and only in the manner set forth in this section.
The motion to go into executive session shall identify the specific subsections of this section that
authorize the executive session. There shall be a roll call vote on the motion and the vote shall be
recorded in the minutes. An executive session shall be authorized by a two-thirds(2/3)vote of the
governing body.An executive session may be held:
(b)To consider the evaluation,dismissal or disciplining of,or to hear complaints or charges brought
against, a public officer, employee, staff member or individual agent, or public school student;
(f) To communicate with legal counsel for the public agency to discuss the legal ramifications of
and legal options for pending litigation, or controversies not yet being litigated but imminently
likely to be litigated.
The mere presence of legal counsel at an executive session does not satisfy this requirement;

litigated. that the City of Eagle convene an Executive Session to discuss personnel matters,
and pending/threatened litigation. Seconded by Seconded by May. GINDLESPERGER
