Minutes - 2024 - Design Review Board - 05/23/2024 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on May 23, 2024. Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:02. 2. ROLL CALL: SAYER, LINDGREN, MIHAN, GREER, Absent: MURPHY, GRUBB, DUPERAULT. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Findings of Fact and Conclusions of Law for the Approval of DR-2013-19-MOD6 - Modification t the Eagle Tennis Center - Life Time: Life Time, represented by Jay Sparks, is requesting design review approval to modify the Eagle Tennis Center building by remodeling the existing 84,324-square foot building and constructing a 62,805-square foot addition to create a health club for the Life Time Club. The 10.98- acre site is located on the north side of East Riverside Drive approximately 233-feet east of South Edgewood Lane at 1650 and 1632 East Riverside Drive (Lots 1 and 2, Block 1, Tennis Club Plaza Subdivision No. 1). Findings of Fact and Conclusions of Law for the Approval of DR-2024-14 - Common Area Landscaping within Torrente Secco Subdivision - Thomas Coleman: Thomas Coleman, represented by Brian Gan-ett with Brian Garrett Architecture and Design, PLLC, is requesting design review approval for the common area landscaping within Torrente Secco Subdivision (Phases 1-5). The 11.81-acre site is located on the southwest corner of West Beacon Light Road and North Ballantyne Lane at 2141 West Beacon Light Road and 2793 North Ballantyne Lane. (BAW) Travis Peny, Core Building Company, 3945 W. Well House Court, Eagle provides an overview of the application and responds to questions from the Board. City planner, Barb Williams provides an overview of the application and responds to questions from the Board. Lindgren moves to approve DR-2024-07 - Common Area Landscaping within Amberly Ranch Subdivision with site specific conditions as presented with the following modifications. Site Specific condition #2: To restate that site specific condition #2, that the Board recommends the City approve removal of tress and does not require mitigation and no additional trees are required, thus strike the 2nd, 3rd and 4th line items within that condition. ACTION ITEM: DR-2024-18 - Common Area Landscaping within Tierpointe Subdivision — DRY Ventures: DRY Ventures, represented by Dave Yorgason with Tall Timber Consulting, is requesting design review approval of the common area landscaping within Tierpointe Subdivision. The 16.01-acre site is located on the north side of West State Street approximately 3,300-feet west of North Linder Road at 5800 West State Street. (BAW) Dave Yorgason, 2300 W. Oak Hampton Court, Eagle, provides an overview of the application and responds to questions from the Board. Greg Baer, 10674 N. Sage Hollow, Boise, provides an overview of the application and responds to questions from the Board. Jo Greer, 4240 W. Lovegood Lane, Meridian, provides an overview of the architectural structures within Tierpointe. City planner, Barb Williams, provides an overview of the application and responds to questions from the Board. Lindgren moves to approve DR-2024-18 - Common Area Landscaping within Tierpointe Subdivision with site specific conditions as presented with the following modifications. Site specific condition #2: To read that Board recommends the city approves the removal of trees and proposed mitigation. No additional trees are required and thus strike the next three paragraphs within that condition. With the addition of site specific condition #11 which recommends an open fencing/fence line along lot 9 that fronts the pickleball courts to be an open fence, similar to the wrought iron rail fence presented tonight in leu of the vinyl fence. Site specific condition #4: Add a little more depths to the caps at the book end columns and to provide a horizontal cap that would more or less match, does not need to, to at least compliment and match those caps that would distinguish the stone and the textured metal only in the horizontal ledge condition, not the vertical. ACTION ITEM: DR-2022-39-MOD 1 - Modification to the Landscaping at Affiance Jui Jitsu - Alexandre Paiva: Alexandre Paiva, represented by John Day with Slichter/Ugrin Architecture, is requesting design review approval to modify the landscaping for the Alliance Jui Jitsu building. The 0.16-acre site is located on the southwest comer of South Wooddale Avenue and East Hill Road at 195 South Wooddale Avenue. (BAW) John Day with Slichter/Ugrin Architecture, Boise, provides an overview of the application and responds to questions from the Board. Lindgren moves to approve : DR-2022-39-MOD 1 - Modification to the Landscaping at Affiance Jui Jitsu -with site specific conditions as presented with the following modifications. Site specific condition #3: Provide a revised plan showing the six Norway Pine trees removed and replaced with 30-caliper inches of deciduous trees or 72-feet of evergreen trees or a combination of deciduous and evergreen trees. The revised landscape plan shall be reviewed and approved by staff and one member of the Design Review Board. Seconded by Greer. ALL AYES...MOTION CARRIES. ACTION ITEM: DR-2016-34-MOD2 - Modification to the Master Sign Plan for Retail One Subdivision - TPC Commercial, LLC: TPC Commercial, LLC, represented by Zach Turner with Rennison Design, is requesting design review approval to modify the master sign plan for East End Marketplace. The 15.5-acre site is generally located on the east side of South Edgewood Lane between State Highway 44 and East State Street inclusive of 650 and 750 South Edgewood Lane, 1801 East State Street, and 1780 and 1800 East State Highway 44. Greer moves to approve DR-2016-34-MOD2 - Modification to the Master Sign Plan for Retail One Subdivision with removing conditions and not imposing any other conditions. Comment: The reasoning of accepting the application as is without the conditions 2 and 3 or the heights is because of the master sign code and having some latitude as far as allowing design supersede some of the height requirements and the square footage. Details of the Craftsman Style that have been utilized in the design include: • Wide, Overhanging Eaves • Balconies and towers are absent • Gabled roof lines • Long sloping and wide roof line • Square and simple design rather than ornate • Wood materials are primarily board & batten • Woodwork is dark colors The design of the building and other amenities have a nice modern twist on the traditional Craftsman Style. The color scheme and materials of the structures have been designed to fit within current market trends and fall within approved guidelines from the city and input with staff. Overall, the materials fit into the style and help create special points of interest throughout the neighborhood.
