MINUTES
The Design Review Board met in regular session on May 9, 2024. Lindgren presiding.
1. CALL TO ORDER: Meeting called to order at 6:00.
2. ROLL CALL: SAYER, DUPERAULT, LINDGREN, MIHAN, GREER, MURPHY.
Absent: GRUBB.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with
one motion. There will be no separate discussion on these items unless a Design Review
Board member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2022-80-MOD1
— Modification the Common Area Fencing within PUMP No. 1, Lot 19 (Valnova
Subdivision No. 11- GWC Capital: GWC Capital, represented by Eric Langvardt
with Langvardt Design Group, is requesting design review approval to modify the
common area fencing within Valnova Pump No. 1, Lot 19. The
61.65-acre site is generally located approximately 3/4-mile northeast of the intersection
of State Highway 16 and Equest Lane (approximately 1 mile north of Beacon Light
Road and Linder Road intersection). (ERF)
C. Findings of Fact and Conclusions of Law for the Approval of DR-2023-70 -
Multi -tenant Restaurant with a Drive -Through and Retail Building - Rennison
Companies: Rennison Companies, represented by Walt Lindgren with Lindgren
Labrie Architecture, is requesting design review approval of a 6,304-square foot,
multi -tenant restaurant with a drive -through and retail building. The 1.46-acre site is
located on the northeast corner of State Highway 44 and South Edgewood Lane at
650 South Edgewood Lane within East End Marketplace. (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-2023-71 -
Master Sign Plan for a Multi -tenant Restaurant with a Drive -through and Retail
Building - Rennison Companies: Rennison Companies, represented by Zach Turner,
is requesting design review approval for a master sign plan for a multi -tenant
restaurant with a drive -through and retail building. The 1.46-acre site is located on the
northeast comer of State Highway 44 and South Edgewood Lane at 650 South
Edgewood Lane within East End Marketplace. (ERF)
Sayer moves to approve the consent agenda. Seconded by Greer.

4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM: DR-2013-19-MOD6 - Modification to the Eagle Tennis Center -
Life Time: Life Time, represented by Jay Sparks, is requesting design review
approval to modify the Eagle Tennis Center building by remodeling the existing
84,324-square foot building and constructing a 62,805-square foot addition to create a
health club for the Life Time Club. The 10.98-acre site is located on the north side of
East Riverside Drive approximately 233-feet east of South Edgewood Lane at 1650
and 1632 East Riverside Drive (Lots 1 and 2, Block 1, Tennis Club Plaza Subdivision
No. 1). (BAW)
David Modrow, 2900 Corporate Place, Chanhassen, Mississippi, provides an
overview of the application and responds to questions from the Board.
Jay Sparks, Lifetime Architecture, 2900 Corporate Place, Chanhassen, Mississippi,
provides a review of material samples being presented to the Design Review Board.
Brandon McDougald, Kimley Horn, 1100 W. Idaho, Bosie, provides details
regarding designated parking for the project.
City planner, Barb Williams provides an overview of the application and responds
to questions from the Board.
Lindgren moves to approve DR-2013-19-MOD6 - Modification to the Eagle
Tennis Center - Life Time with the site specific conditions as presented with
the following modifications.
Site specific condition #2: Adopt the first line that states the City approves the
removal of the trees and it does not require mitigation and no additional trees
are required and to strike the second two sections of that site specific condition.
Site specific condition #6: To read upon completion and prior to the issuance
of certificate of occupancy. Certificate of occupancy is based on the phase 2
construction, the addition of the tennis facility, that the temporary restroom
facility shall be removed.
Site specific condition #14: The applicant to provide, apply and have approval
for a lot line adjustment to further define the property line lot line in, around
there prior to the issuance of zoning certificate.
Site specific condition #15: The applicant to illustrate exactly how the 16 bicycle
parking stalls will be laid out and based on a known product and physically
shown to be reviewed by staff and one member of the Board.
Site specific condition #17: The applicant to provide a larger landscape buffer
in the landscape portion which they refer to in their exhibit as area "H" which
is toward the southwest corner of the property and while that is 10' landscape
buffer. They provide a more robust landscape planting of trees and shrubs that
provide more ample and more significant buffer from the parking to the street.
Site specific condition #16: The applicant to clarify and provide clarification on
tree and shrub species that would provide not only botanical, but the common
name for each of those, so that there is no confusion as to the implementation
of those trees and shrubs to be reviewed by staff and one member of the Board.
Site specific condition #18: The applicant to at least consider an alternate color
to their efface color which is item #5 on their elevations to provide a more
contrasting color to that, to be reviewed by staff and two members of the Board.
Site specific condition #19: For the applicant while not required by code to
consider additional bicycle parking in front of your facility, as this is a place
where we do anticipate people coming off the greenbelt, more bicycle traffic
and even though not a requirement to consider additional bicycle parking to be
reviewed by staff and one member of the Board.

the fencing proposed in the application and responds to questions from the Board.
Duperault excuses himself from the Design Review Board at 7:21.

Site specific condition #20: For the applicant to provide additional information
regarding the fence line to be reviewed by staff and one member of the Board.
Modification to motion.
Site specific #20 that was just referred to regarding the fence line and the
configuration and any more specific details and materials being used be applied
to site specific condition #15.

B. ACTION ITEM:: DR-2024-13 - Three Building Wall Signs for Life Time Club -
Life Time: Life Time, represented by Jay Sparks, is requesting design review
approval for three building wall signs for the Life Time Club. The 10.98-acre site is
located on the north side of East Riverside Drive approximately 233-feet east of South
Edgewood Lane at 1650 and 1632 East Riverside Drive (Lots 1 and 2, Block 1,
Tennis Club Plaza Subdivision No. 1). (BAW)

C. ACTION ITEM.. DR-2024-14 - Common Area Landscaping within Torrente Secco
Subdivision - Thomas Coleman: Thomas Coleman, represented by Brian Garrett
with Brian Garrett Architecture and Design, PLLC, is requesting design review
approval for the common area landscaping within Torrente Secco Subdivision (Phases
1-5). The 88.32-acre site is located at the southeast comer of West Beacon Light Road
and North Palmer Lane between West Beacon Light Road and West Floating Feather
Road at 6397 West Beacon Light Road and 6868 West Floating Feather Road. (ERF)

provides an overview of the application and responds to questions from the Board.

provides an overview of the application and responds to questions from the Board.

Lindgren moves to approve DR-2024-14 Common Area Landscaping within
Torrente Secco Subdivision as presented with the following site specific
modifications.
Site specific condition #2: In addition, for the applicant to provide for the
provision of conceal fastener. We ask that the applicant provide metal roofing
sample, color, the material to be reviewed by staff and one member of the
Board.
Site specific condition #4: We understand there has been proposed black
powder coating chain link fence, if we could get clarification to the height of
that and additional information regarding that.
Part of the discussion on site specific condition #3 is that the Board is in
agreement with the condition, however part of our discussion is that if there is
some opportunity for the applicant to highlight addition berming or landscape
that could otherwise help mitigate that noise and visual obstruction that those
lots may experience, we would certainly look at or encourage that I should say.
Add site specific condition #13: For the applicant to provide material, color and
finish for the ceiling headers that are located at the pool house to be reviewed
by staff and one member of the Design Review Board.
Add site specific condition #14: Require the applicant to provide additional
material information regarding the fence types we have reviewed with regard
to the private and semi -private fence lines to be reviewed by staff and one
member of the Board.

D. ACTION ITEM: DR-2024-15 - Two Subdivision Entry Features and Monument
Signs for Torrente Secco Subdivision - Thomas Coleman: Thomas Coleman,

requesting design review approval for two subdivision entry features and monument
signs for Torrente Secco Subdivision. The 88.32-acre site is located at the southeast

Site specific condition #4: Strike from the record as it does not apply to this.
New site specific condition #4, which was add late, require the applicant to
provide a little more information on the cedar strips, what they look like, the
treatment of those strips and some general information that can be reviewed
by staff and one member of the Board.
Site specific condition #5: Recommendation of a warmer light for the halo
glow, closer to 2700 kelvin versus a 3,000. Would like the applicant to consider
that, to be reviewed by staff and one member of the Board.

E. ACTION ITEM: DR-2024-16 -Aikens Towne Square Mixed Use Building - Roth
Construction Inc: Roth Construction Inc., represented by Paul Case, is requesting
design review approval for a 17,088-square foot, three-story, mixed use building (eight
residential units and four retail/office/food and beverage sales/artist studio/restaurant
units). The 0.44-acre site is located on the south side of East Aikens Street
approximately 85-feet west of the intersection of East Aikens Street and South 1st
Street at 167 East Aikens Street. (ERF)
