MINUTES
Eagle City Hall, 660 Civic Lane
April 17, 2024 6:00 P.M.
1. CALL TO ORDER:
Called to order at 6:00pm
2. ROLL CALL: LEWIS, HOPKINS, TAYLOR, ALMON, HAYES

3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA
4. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless an Eagle Public Library Board of Trustees member, City Staff, or a citizen
requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order.
Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted
as part of the Eagle Public Library's Board of Trustees Agenda approval motion unless specifically stated
otherwise.

b. Approval of Bills
c. Unattended Children and Vulnerable Adults Policy: Annual policy review. This policy was adopted on April
13, 2015, and was reaffirmed on April 19, 2023.
d. Clothing Policy: This policy was adopted on September 18, 2019, and was reaffirmed on April 19, 2023.
Almon moved to approve the consent agenda, seconded by Hayes, approved unanimously
5. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library Board of Trustees
regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is
not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy
for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes.
Liz Lane 651 Los Luceros Dr. Eagle — Summer free lunch program last year, needed volunteers and space. Appreciated
being able to use the library lawn.
6. REPORTS
a. Staff
Director Steve Bumgarner shared an update on circulation, recommendations, and reports from library
staff. Idaho Commission for Libraries has given us state park passes for checkout. New weekly Scrabble
game on Wednesdays. Lynx Consortium is up and running, will soon hire an administrator.
b. Friends of the Eagle Public Library
Betty Miller shared the upcoming Book Sale on May 3-4 at City Hall. The Every Day Sale is quite successful as
well.
c. Board Members
Kirsten Lewis shared an update from the Eagle Library Foundation. They have a website, an email address,
and are working on a fundraising plan.
7. UNFINISHED BUSINESS: NONE
8. NEW BUSINESS:
a. ACTION ITEM: Scheduling work session to consider possible changes to Idaho Code.
Trustees discussed possible dates for a working session. Director Bumgarner suggested waiting until after
the May meeting. Candace Hopkins will send out an email to coordinate scheduling.

Lewis moved to adjourn, Hayes seconded, motion passed unanimously. Meeting adjourned at 6:18pm.
