MINUTES
The Design Review Board met in regular session on April 25, 2024. Lindgren presiding.
1. CALL TO ORDER:
2. ROLL CALL: GRUBB, SAYER, DUPERAULT, LINDGREN, MIHAN, MURPHY.
Absent: GREER.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with
one motion. There will be no separate discussion on these items unless a Design Review
Board member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2022-75-MOD1
- Modification to the Common Area Landscaping and Amenities within Benari
Estates Subdivision - Eagle 1 LLC: Eagle 1 LLC, represented by Laren Bailey, is
requesting design review approval to modify the common area landscaping and
amenities within Benari Estates Subdivision. The 35.29-acre site is located at the
northeast corner of West State Street and North Ballantyne Lane at 1770 West State
Street. (ERF)
C. Findings of Fact and Conclusions of Law for the Approval of DR-2024-09 -
Common Area Landscaping and Amenities within Everton Subdivision - TH
Lost River, LLC: TH Lost River, LLC, represented by Stephanie Hopkins with KM
Engineering, LLC, is requesting design review approval of the common area
landscaping, clubhouse, pool, mailbox cluster, and irrigation pump house within
Everton Subdivision. The 76.85-acre site is located on the northeast corner of State
Highway 44 and North Palmer Lane at 320 North Palmer Lane (Ada County Assessor
parcel numbers SO410427820 and SO410438600). (BAW)

A. ACTION ITEM- DR-2022-80-MOD1 - Modification to the Common Area Fencing
within PUMP No. 1, Lot 19 (Valnova Subdivision No. 1) - GWC Capital: GWC
Capital, represented by Eric Langvardt with Langvardt Design Group, is requesting
design review approval to modify the common area fencing within Valnova Pump No.
1, Lot 19. The 61.65-acre site is generally located approximately 4-mile northeast of
the intersection of State Highway 16 and Equest Lane (approximately 1 mile north of
Beacon Light Road and Linder Road intersection). (ERF)

of the application and responds to questions from the Board.
City planner, Emily Falco provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-2022-80-MOD1 - Modification to the Common
Area Fencing within PUMP No. 1, Lot 19 with site specific conditions as
presented with the following modifications.
Site specific condition #9: Applicant to provide the actual color of the fencing if it
is black as presented at the Board meeting or a lighter charcoal grey, to be reviewed
by staff and one member of the Board.
Site specific condition # 10: To provide a 10" column in lieu of every other property
at a minimum, at every property intersect, approximately 50' feet on center.

B. ACTION ITEM: DR-2023-70 - Multi -tenant Restaurant with a Drive -Through and
Retail Buildinz- Rennison Companies: Rennison Companies, represented by Walt
Lindgren with Lindgren Labrie Architecture, is requesting design review approval of a
6,304-square foot, multi -tenant restaurant with a drive -through and retail building. The
1.46-acre site is located on the northeast corner of State Highway 44 and South
Edgewood Lane at 650 South Edgewood Lane within East End Marketplace. (ERF)
Lindgren and Mihan recuse themselves from application DR-2023-70.

overview of the application and responds to questions from the Board.
City planner, Emily Falco provides an overview of the application and responds to

Grubb moves to approve DR-2023-70 - Multi -tenant Restaurant with a Drive -
Through and Retail Building with site specific conditions as presented with the
following modifications.
Strike site specific conditions #2, 3, 4, 5 & 6.
Add amended plans date stamped this evening, received in the meeting to fulfill
those design review requirements of the site specifics that were removed.
Site specific condition #15: Provide a revised elevation of one awning over the
man door on the west elevation of sheet 8.3.
Site specific condition #16: Provide revised cut sheets and photo metrics showing
the wall washing meets the night lighting code to be approved by staff and one
member.
Site specific condition #18: Approval of the revised landscape is based upon the
sign being installed as presented this evening which includes the raised portion
of the sign step down and further lengthened to be approved by staff and two
members of the Design Review Board.

C. ACTION ITEM- DR-2023-71 - Master Sign Plan for a Multi -tenant Restaurant
with a drive- through and Retail Building - Rennison Companies: Rennison
Companies, represented by Zach Turner, is requesting design review approval for a
master sign plan for a multi -tenant restaurant with a drive -through and retail building.
The 1.46- acre site is located on the northeast corner of State Highway 44 and South
Edgewood Lane at 650 South Edgewood Lane within East End Marketplace. (ERF)
Lindgren and Mihan recuse themselves from application DR-2023-71.

Restaurant with a drive- through and Retail Building site specific conditions as
presented with the following modifications.
With a modification on page 9 of the directional signs. Item 1 directional signs
allowed with the application.
An additional note, that the Design Review Board prefers earth tone sign colors.

D. ACTION ITEM. DR-2024-10 - 14 Multi -tenant Office
(Business/Professionall/Retail/Restaurant Building within Riverwood
Condominiums - West Old Valley, LLC: West Old Valley, LLC, represented by
Justin Waters with Julie Rivers Development, is requesting design review approval for
fourteen multi -tenant office [business/professional]/retail/restaurant buildings within
Riverwoods Condominiums (seven — 5,625-SF, four — 5,500-SF, and three — 3,250-
SF). The 7.97-acre site is located at the northeast corner of West Old Valley Road and
North Linder Road at 4526 and 4648 West Old Valley Road. (ERF)

Detailed Landscape Plan, the entry walkway
width has been reduced from 8' to 7' +/-, still
aligned with the tenant entry mass. In addition,
we are proposing one additional compact stall
to gain additional space at the terminal island
(5' width), which is now populated with a tree
and additional plantings.
