SPECIAL MEETING MINUTES
January 22,2024
1. CALL TO ORDER: Laura Williams, Administrative Specialist II, calls the meeting to order
at 3:00 p.m.
2. ROLL CALL: Present: HAMLETT,ROSS,SHAWVER. ALLEN is absent.A quorum is
present.
3. APPROVAL OF MINUTES:
A. ACTION ITEM:: Minutes of November 2,2023: (LNW)
Ms. Williams introduces the item.
Ross makes a motion to approve the minutes of November 2, seconded by Shawver. ALL
AYE...MOTION CARRIES.
4. NEW BUSINESS:
A. ACTION ITEM: Community Art Project "Hearts for Seniors": Staff requests direction
and approval to publish a community art project for Eagle's student-age residents to draw
and decorate Valentine's Day hearts to be distributed to Eagle's senior residents.
Ms. Williams introduces the items.
The material is discussed as well as publishing and submitting of the completed hearts.
Ross makes a motion to move forward with the "Hearts for Seniors" as presented minus a
typo on the promotional graphic,seconded by Hamlett.ALL AYE....MOTION CARRIES.
B. ACTION ITEM: Call for Artists "Wish You Were Here" Postcard Design Contest:
Staff requests discussion of budget,criteria, and a decision on timing to publish a Call for
Artists for a Postcard Design Contest featuring digitally submitted art representative of
Eagle and surrounding areas.
Ms. Williams introduces the items.
A typo is corrected on the promotional graphic.The entry process and criteria are discussed.Selling
locations and costs are discussed.
Ms. Hamlett stresses that the greater objective of the project is to showcase Eagle as a great place
to live and not to make a profit.
The committee discusses using the entries for other promotional purposes and a possible display at
the City Hall gallery.
Ms. Hamlett suggests all local print shops be considered to produce the postcards.
The timing of the Call for Artists is discussed. Ms. Ross suggests mid-February as a publishing
date.
The committee discusses prize money for the winners and Mr. Shawver suggests selling all four
designs in a bundle for a small discount.
Shawver makes a motion to approve the Call for Artists postcard design contest publish date
and prize money,seconded by Hamlett.ALL AYE.....MOTION CARRIES.
Mr. Shawver asks about the Youth Arbor Day art contest. The timing of publishing the contest is
discussed as well as inquiring about donations from local businesses.
C. Call for Artists"Create a Community Mural":Discussion of location and process for a
potential community mural site, and tentative timeline for release.
Ms. Williams introduces the item.
Past process for public murals is discussed.
Mr. Shawver inquires if a Call for Artist would need to be published, or if he, as an artist, could
design the mural. Councilmember Gindlesperger warns it would be conflict of interest for him to
receive compensation for the project. Mr. Shawver clarifies he would not want to receive
compensation provided the City pays for materials. He goes on to say he would like it to be a
community event with music and vendors,and have many people participate in the painting.
General discussion among the committee.
A member of the community has requested to speak at the meeting.
Michael Pojar, 973 Grey Pebble Way, compliments the committee on the "Hearts for Seniors"
project for its "art serving the community" goal. He states art should serve the values of the
community and raises concern over the confusing message of the artwork chosen for the utility box
wrap at Floating Feather and Thunderbird.
Discussion between the committee and Mr.Pojar.

6. ADJOURNMENT:
Ross moves to adjourn at 3:44pm, seconded by Hamlett. ALL AYE...MOTION
CARRIES.
