CALL TO ORDER: at 6:02pm 2. ROLL CALL: LEWIS, HOPKINS, TAYLOR, ALMON all present 3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA 4. ACTION ITEM: ELECTION OF BOARD OFFICERS FOR FY 2023/24 Previous nominations: Hopkins moves to President, Taylor to Vice President, Almon to Secretary, Lewis to Past President. Hopkins moved, Almon seconded, passed unanimously. 5. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA: Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless an Eagle Public Library Board of Trustees member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Eagle Public Library's Board of Trustees Agenda approval motion unless specifically stated otherwise. a. Minutes of September 20, 2023 b. Approval of Bills c. Guest Care Policy: Annual policy review. This policy was adopted on October 19, 2016, and was reaffirmed on October 19, 2022. d. Collection Development Policy: Annual policy review. This policy was adopted on October 21, 2020, and was reaffirmed on October 19, 2022. (Almon removed item d to New Business.) Lewis moved to accept items A, B, and C. Almon seconded. Passed unanimously. 6. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library Board of Trustees regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes. Michelle Foerstel, 1338 W Lago Bello Drive, Eagle, Idaho 83616. She said there are lots of programs for children, but less for adults and seniors. She said we no longer have a book group and would like to see one restored. 7. REPORTS a. Staff Circulation was up overall, with physical materials slightly down from last year but digital materials continue to increase. Steve reported that he is working with Avimor to make sure the library area will be accessible to all. The library will be made available for early voting for the mayoral runoff, causing staff development on 11/30 to be rescheduled. b. City Attorney City attorney was not present, so this item was tabled until next month. c. Friends of the Eagle Public Library Betty shared the six month report from May 2023 to October 2023. Everyday sales raised $2,820.26, Bookscouting made $2,517.50, and the October seasonal sale made $2,241.61. Betty reported that about 20 people currently volunteer for the Friends. Eagle community donated c. 9300 usable books. About 10-14% of donated material Is unusable —moldy, dirty, torn etc. Bookscouting sold on line 1154 books for $2517.50 Everyday sale sold c. 2800 for $2820.26 Seasonal sale: Inventory: 5430 books B00 dvds and Cds C. 45 games and puzzles Free magazines Miscellaneous selection of chocolate molds, an embroidery frame, an interesting version of Etch -a -Sketch and more. Price: $5 an Albertsons bag. Total income: $2241. 61 Donations: the jail Bibles Used book store —distributed to Lower Treasure Valley Goodwill Volunteers: Day to day operations —transporting books, bookscouting, sorting, stocking store, storage movement 20 Seasonal sale: Homeschooler: 1 Alternative sentencing folk: 7 North Star. 13 Neighbor. 4 General: 28 Total seasonal sale volunteers: 49 Supported the library by raising money, creating good will Promoted literacy by getting books Into the hands of the community and beyond. Next seasonal sale: May 3, 4 2024 d. Eagle Public Library Foundation Lewis reported that the most recent meeting canceled due to lack of quorum. Next meeting in December. e. Board Members No reports 8. UNFINISHED BUSINESS: a. ACTION ITEM: Friends of the Eagle Public Library request: Board decision regarding request from Friends of the Eagle Public Library. Council Member Melissa Gindlesperger reported that the City worked with the Friends to provide a stable cart for transporting books between the City Hall storage location and the library. With this done, there is nothing to vote on or approve at this time. 9. NEW BUSINESS: Page 2 of 3 minutes_20231115 a. ACTION ITEM: Fiscal Year 2024-28 Capital Plan Update and Fiscal Year 2025-29 Project Solicitation: Staff will Review the adopted FY 24-28 Capital Plan adopted on September 26, 2023, and solicit project for the FY 25-29. City staff member was not present, so this item was tabled until the next meeting. b. ACTION ITEM: Collection Development Policy: Annual policy review. This policy was adopted on October 21, 2020, and was reaffirmed on October 19, 2022. Almon moved to schedule a working group meeting to discuss possible updates to the Collection Development Policy and table re -approval of the Policy until after that meeting. Lewis seconded. Lewis suggested waiting until a fifth board member is appointed. Hopkins said that interviews were taking place this week, and Council Member Gindlesperger indicated that a nominee would be voted on by the Council before the end of the month. 10.
