MINUTES
The Design Review Board met in regular session on April 11, 2024. Lindgren presiding.
1. CALL TO ORDER:
2. ROLL CALL: GRUBB, SAYER, LINDGREN, GREER, MURPHY. Absent: MIHAN,
DUPERAULT (arrives at 6:02). A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with
one motion. There will be no separate discussion on these items unless a Design Review
Board member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

C. Findings of Fact and Conclusions of Law for the Approval of DR-2023-66 -
Parkinson Multi -tenant Flex Space Building - Urban LLC: Nick Louie with
Urban LLC is requesting design review approval for a 12,332-square foot, 6-unit,
multi -tenant flex space building. The 0.74-acre site is located on the northwest corner
of East State Street and South Parkinson Street at 1093 South Parkinson Street (Lot
19 and 20, Block 1, Randall Acres Subdivision No. 15). (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-2023-67 -
Master Sign Plan for Parkinson Multi -tenant Flex Space Building - Urban
LLC: Nick Louie with Urban LLC is requesting design review approval for the
master sign plan for a multi -tenant flex space building. The
0.74-acre site is located on the northwest corner of East State Street and South
Parkinson Street at 1093 South Parkinson Street (Lot 19 and 20, Block 1, Randall
Acres Subdivision No. 15). (ERF)
E. Findings of Fact and Conclusions of Law for the Approval of DR-1998-06 MOD4
- Modification to the Eagle Library Building Elevations - The City of Eagle: The
City of Eagle, represented by AJ Cormier, is requesting design review approval to
modify the library building by removing the fabric awnings over the windows and
replacing them with metal awnings. The 2.4-acre site is located on the northeast corner
of North Stierman Way and East Civic Lane at 100 North Stierman Way. (BAW)
Grubb moves to approve the consent agenda. Seconded by Greer.

5. NEW BUSINESS:
A. ACTION ITEM: DR-2022-75-MOD1 - Modification to the Common Area
Landscaping and Amenities within Benari Estates Subdivision - Eagle 1 LLC:
Eagle 1 LLC, represented by Laren Bailey, is requesting design review approval to
modify the common area landscaping and amenities within Benari Estates Subdivision.
The 35.29-acre site is located at the northeast corner of West State Street and North
Ballantyne Lane at 1770 West State Street. (ERF)
Laren Bailey, 4824 W. Fairview Avenue, Boise, 83706, provides an overview of the
application and responds to questions from the Board.
City planner, Emily Falco, provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-2022-75-MOD1 Modification to the Common
Area Landscaping and Amenities within Benari Estates Subdivision with the site -
specific conditions 1-9 as written with the following modifications.
Site specific condition #2: Recommends instead of the location of 6 feet fence with
columns as proposed at the center of the berm to be located down, vertically two
feet so the overall vertical screening would be at 10 feet with the caveat that there
would be a four foot level maintenance area that would straddle the fence line in
its perimeter.
Site specific condition #10: Applicant to provide a revised section indicating the
location of these low fences as proposed to modify what was originally submitted
and to be reviewed by staff and one member of the Board.
Site specific condition #11: Provide mulch in between the two sections of fence
line.
Site specific condition #12: Provide additional detailing of how fence connections
playout as they transition into adjacent neighborhood subdivisions.
Site specific condition #13: Recommendation that the column cap presented at
Design Review is preferrable over the column cap that was actually in the
application. So less profile, less pyramidical column cap, is preferred.
Seconded by Grubb.
Duperault notes, add to site specific condition #11, the mulch should be a
planted bed. That can be provided in the section details to be provided.

B. ACTION ITEM.: DR-2024-09 - Common Area Landscaping and Amenities within
Everton Subdivision - TH Lost River, LLC: TH Lost River, LLC, represented by
Stephanie Hopkins with KM Engineering, LLC, is requesting design review approval
of the common area landscaping, clubhouse, pool, mailbox cluster, and irrigation
pump house within Everton Subdivision. The 76.85-acre site is located on the
northeast corner of State Highway 44 and North Palmer Lane at 320 North Palmer
Lane (Ada County Assessor parcel numbers SO410427820 and SO410438600). (BAW)
Stephanie Hopkins, KM Engineering, 5725 N. Discovery Way, Boise, provides an
overview of the application and responds to questions from the Board.
Carl Baker, 1657 N. Iron Bella Place, provides further information of the application.
City planner, Barb Williams, provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-2024-09 Common Area Landscaping and
Amenities within Everton Subdivision with the site -specific conditions as
provided by staff with the following updates to that condition.
Site specific condition #3: Recommendation for the applicant to not
be required to remediate for trees that are undesirable or otherwise
have poor health and that the applicant can provide additional
information in terms of mitigation per calipers per inches and height
to mitigate that they have that option, as well as the option to pay in
lieu fees for that mitigation.
Site specific condition #12: Would be to recommend approval of the fence type
along the Middleton Canal at Palmer Road, small s stretch with caveat that they
would provide composite fencing in field in lieu of the cedar fencing line. To be
reviewed by staff and one member of Design Review Board.
Site specific condition #13: Is for all nonresidential structures shall be stamped by
a licensed architect. Shall provide architectural stamp of approval.
Site specific condition #14: If lighting is proposed when structures applicant shall
provide lighting information whether or not its soffited or pendented, excuse me
wall sconce, to be reviewed by staff and one member of Design Review Board.

COURTS
After conducting market research and review of
potential owners in the Benari Neighborhood
we are asking to be allowed to exchange the
proposed playground equipment for two
Pickleball Courts for the following reasons:
1. Lifetime Sport, that can be played by 5 —
105 year olds.
2. Current market trends = older Demographic
3. Large Lots = room for their own play
structure if desired.

BERM/FENCE HEIGHT
After construction of the +/- 6' Berm on Old
State and Ballantyne it became apparent that
traffic noise would be too high with out more
of a barrier.
1. We are proposing the same fencing
material that was previously approved.
2. Adding 21" x 21" Columns every 60' per
code.
3. Total of +/- 12' of sound protection, same
as other highway corridors in Eagle.
