Minutes - 2024 - Design Review Board - 03/28/2024 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on March 28, 2024. Lindgren presiding. 1. CALL TO ORDER: Lindgren calls the meeting to order at 6:00 p.m. 2. ROLL CALL: DUPERAULT, LINDGREN, MIHAN, GREER. Absent: GRUBB, SAYER. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Findings of Fact and Conclusions of Law for the Approval of DR-2023-39 - Common Area Landscaping within Bronco Acres Subdivision - Mustang Crossing Eagle, LLC: Mustang Crossing Eagle, LLC, represented by Stephanie Hopkins with KM Engineering, LLP, is requesting design review approval for the common area landscaping within Bronco Acres Subdivision. The 9.84-acre site is located at the northeast corner of North Park Lane and State Highway 44. (ERF) B. Findings of Fact and Conclusions of Law for the Approval of DR-2024-04 - Multi -tenant Office/Personal Improvement/Retail/Restaurant Building within Stillwater Subdivision - Stillwater Development Partners, LLC: Stillwater Development Partners, LLC, represented by Corey Elitharp, is requesting design review approval of a 12,405-square foot, two-story multi -tenant office/personal improvement/retail/restaurant building. The 1.24-acre site is located on the north side of West Copper Silo Street approximately 400-feet west of the intersection of State Highway 44 and South Urban Gate Avenue at 2505 West State Street on an unplatted parcel associated with Stillwater Subdivision. ACTION ITEM: DR-1998-06 MOD4 - Modification to the Eagle Library Building Elevations — The City of Eagle: The City of Eagle, represented by AJ Cormier, is requesting design review approval to modify the library building by removing the fabric awnings over the windows and replacing them with metal awnings. The 2.4-acre site is located on the northeast corner of North Stierman Way and East Civic Lane at 100 North Stierman Way. (BAW) AJ Cormier, representing Public Works provide an overview of the application and responds to questions from the Board. City planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Lindgren moves approve DR-1998-06MOD4 with site specific conditions as presented by staff. Seconded by Duperault. ALL AYES...MOTION CARRIES. 5. UNFINISHED BUSINESS: A. ACTION ITEM. DR-2023-66 - Parkinson Multi -tenant Flex Space Building - Urban LLC: Nick Louie with Urban LLC is requesting design review approval for a 12,332-square foot, 6-unit, multi -tenant flex space building. The 0.74-acre site is located on the northwest corner of East State Street and South Parkinson Street at 1093 South Parkinson Street (Lot 19 and 20, Block 1, Randall Acres Subdivision No. 15). (ERF) Nick Louie, Urban LLC, 128 S. Eagle Road, Eagle, provides an overview of the application and responds to questions from the Board. Glenn Walker, provides further information about the application. City planner, Emily Falco provides an overview of the application and responds to questions from the Board. Lindgren moves to approve DR-2023-66 with site specific conditions as presented with the following modifications. Site specific condition #1: Strike Site specific condition #3: Strike Site specific condition #4: With the site plan date stamped 3/28 as approved. Site specific condition #5: With the additional recommendation from the Board to remove landscape at the interior side of the fence line, and to leave it clear for parking overhang, and to provide some additional rhythm along the outside face of that fence, fence line to see more of a variety in rhythm of plantings on the outside face of the fence line. Site specific condition #6: Strike Site specific condition #7: Strike Site specific condition #8: Strike Site specific condition #9: Strike Site specific condition #10: Strike Site specific condition #11: Strike And with that to address site specific condition, all others being as presented by staff with the exception of site specific #2. Before I get those specific comments on specific condition #2 is for the revised building elevations when resubmitted to staff to be provided with the stamp by the licensing architect. Site specific condition #2: With modifications to exterior elevations to provide additional scaling on the west elevation the rake wall to instead of having materials, continue vertically up to the rake, roof structure to provide some relief and some additional scaling at the west elevation and to also apply the same principles to the east side where materials start from the ground and extend up to the underside of the rake form, I would suggest and recommend if the option can provide some additional scaling at those elements on both the rake walls of the east and west elevation. I think with this condition, I don't know where possible I would prefer to see some of a little bit more expressed undulation in the building mass, 6 inches is to me, is not really providing the relief that we're talking about. I can appreciate the fact that this is tight, but I would encourage and maybe put back on the applicant if we could see some, a little bit more expressive breaks and plains versus 6 inches. So leave that one open and the discretion that could be reviewed by staff and then I would say two members of the Board for review. For that comment, at least have the applicant to look into if they could provide a internal roof and overflow drain roof and overflow drain at the condition, in lieu of a downspout that a conductor downspout that just comes out the side of the building. This parapet condition which is unique in application of the building where everything else is a gabled form with gutter and downspout conditions. Seconded by Duperault. Lindgren moves to add: Site specific condition #21: Is to recommend the use of a composite fencing material for both the west fence line as well as the parking barrier along Dunyon Street. So composite fencing option, versus vinyl and that is to be reviewed by staff and member of the board. That is my amended motion. Duperault seconds amended motion. ALL AYES...MOTION CARRIES. DR-2023-67 - Master Sign Plan for Parkinson Multi -tenant Flex Space Building - Urban LLC: Nick Louie with Urban LLC is requesting design review approval for the master sign plan for a multi -tenant flex space building.
