Minutes - 2024 - City Council - 03/29/2024 - Special EAGLE CITY COUNCIL SPECIAL MEETING MINUTES March 29,2024 1. CALL TO ORDER: Mayor Pike calls the meeting to order at 3:00 p.m. 2. ROLL CALL: Present: MAY,RUSSELL,KVAMME. Absent: GINDLESPERGER. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Pikes leads the Pledge of Allegiance. 4. NEW BUSINESS: A. ACTION ITEM?Eagle Rodeo Inc.Request for Parking Agreement: Staff is seeking Council direction regarding the Eagle Rodeo Inc. Request for Parking Agreement for 62 acres on the Eagle Regional Sports Complex site located off SH-16 for the 2024 Eagle Rodeo. (NBS) Mayor Pike introduces the item. Director of Long-Range Planning and Projects,Nichoel Baird Spencer provides an overview of the design and development phasing of Eagle Regional Sports Complex,in addition to a brief overview of interactions with Eagle Rodeo Inc. Staff reviews recent discussions regarding the parking request, as well as the lease agreement enter in 2023 between the City of Eagle and Eagle Rodeo Inc. Mayor Pike provides and reviews a parking alternative in hopes that it will meet both the City's and the Rodeo's needs. Mayor Pike in conjunction with staff has worked to bring forward an alternative that protects the grading of the Regional Park that the City has already invested in, as well as meeting the needs of the applicant. Council member May has attended recent meetings with Rodeo representatives,Mayor Pike, other agencies as well as staff. Discussion. The council is in favor of the newly proposed 20-acre parking agreement provided by Mayor Pike today.Russell is not in favor of amending the lease to include the existing structures. May concurs and would also like the altered electrical returned to the original status. Kvamme is also in favor of keeping the existing lease with no alterations. General discussion. The council all agrees that the Eagle Rodeo is an important asset to the community and hopes to find a way forward. Michael Vellagos, 3664 W. Temple Drive, Eagle, Idaho. Mr. Vellagos states that Eagle Rodeo does cap ticket sales and does turn people away at the gate. Discusses the alterations to the structures,bonding requirements and the needs of the rodeo for a successful event. General discussion. Council directs staff bring back a parking agreement based on the discussion today, utilizing the 20-acre parking layout as well as the other conditions discussed today. Discussion. Mayor Pike calls a 5-minute recess. B. ACTION ITEM: Water System Capitalization Fee: Staff is seeking Council direction regarding their preferred implementation strategy for the new Capitalization Fee amount(s) as provided in the Water Capitalization Fee Study. Staff is also seeking Council direction on the desired effective date(s)for the new fee structure. City Treasurer, Kellie Rekow reviews this history of the Storage, Trunk Line (STL), the Capitalization Fee (Cap Fee) and the recently adopted Water Capitalization Fee Study. Staff is seeking direction on the desired implementation of the fee structure and the effective dates. Water Superintendent, Ken Acuff states that it has been 14 years since fees have been addressed. The goal is to protect City infrastructure in the long term. Deputy Planning and Zoning Administrator, Mike Williams provides status of subdivision that would be impacted. General discussion amongst the Council regarding the implementation of fees. The consensus of Council is to proceed with preparing a resolution for a public hearing for the new CAP fee to be instituted at the$8,032 per equivalent dwelling unit,it will be effective immediately upon passage for any subdivisions that have not paid that have not paid their preliminary plat fees, and separate agreement will be defined for those subdivisions that have stepped forward and paid their preliminary plat fees. Kvamme moves to direct staff to prepare a resolution to set the new CAP fee $8,032 per equivalent dwelling unit, that, in effect immediately upon resolution passage. To not apply to those who have paid their preliminary plat fees and use the old numbers and come up with a separate agreement for those that have already paid their preliminary plat fees.
