ROLL CALL: Present: GUERBER, SMITH, MCLAUGHLIN. Absent: WRIGHT, MCAULEY. A quorum is present. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. A. Minutes of March 4, 2024. RZ-09-23 & PP-06-23 — Rezone and Preliminary Plat for Northern Lights Subdivision — Kathleen and Scott Hendricks: Kathleen and Scott Hendricks, represented by Stephanie Hopkins with KM Engineering, LLP, is requesting a rezone from A-R (Agricultural - Residential) to R-E-DA (Residential -Estates with a development agreement [in lieu of a conditional use permit]), and preliminary plat approvals for Northern Lights Subdivision, a 2- lot (2-buildable) residential subdivision. The applicant is also requesting waivers of the sidewalk, front setback of the existing dwelling, and streetlights. The approximately 4.52-acre site is located at the southeast corner of East Beacon Light Road and North Rocket Bar Road at 2636 North Rocket Bar Road. McLaughlin moves to approve RZ-09-23 & PP-06-23 — Rezone and Preliminary Plat for Northern Lights Subdivision — Kathleen and Scott Hendricks with the following conditions that the waivers of the sidewalks and streetlights be granted. The condition of development 3.4 be rewritten saying the front residential dwelling unit on lot 1 block 1 shall be a minimum of 38 feet.
