Commissioner Faustina moved to approve the minutes of January 18, 2024, as written.
Seconded by Vice Chairman Ivie. ALL AYES... MOTION CARRIES.
B. Election of Chairman and Vice Chairman
Vice Chairman Ivie makes a motion to make Mike Huffaker, Chairman of the PPRC
Commission and also move to make Dan Faustina Vice Chairman of the PPRC
Commission for the next twelve months. Seconded by Commissioner Lewis. ALL
AYES... MOTION CARRIES.

6. NEW BUSINESS:
Kaylee Oneida — New City Planner, introduced herself.
Hailey Durham — New City Planner, introduced herself.
Council Member Kavamme excused himself from the meeting at 5:36pm due to Terra View South
Subdivision being discussed.
David Sterling with Altura, representing the applicant for Terra View South Subdivision.
Commissioner Ivie makes a motion that we approve, we submit recommendation to the developer in
alignment with what city staff has recommended which includes a loft wide concrete multiuse path that
was shown in yellow to the south of the subdivision. A loft wide concrete path shown in pink at the
north end of the subdivision. Ask for consideration to separate bike lanes from sidewalk lanes in those
areas, particularly in the south. We also would like to have a consideration for additional open green
space along the corridor referred to as Hamlin. We would also like to see an access point to cross Beacon
Light adjacent to the pump house, in between the pump house and commercial lots and we would like
to see a fence to separate the tot lot and club house from direct water access.
Chairman Huffaker says regarding the motion before we have a second, my question was, you said
something about separating sidewalk from bike lanes and I wasn't sure of the location that you were
referring to because I was talking about along Beacon Light. Commissioner Ivie said that makes sense,
exactly. Chairman Huffaker says, on the connection from the street just south of Beacon Light to
Beacon Light next to the pump house collector pond, did you indicate it just needs to be a 6ft wide
concrete. Commissioner Ivie stated a 6ft wide concrete pad, yes.

Chairman Huffaker does anyone else feel like there is anything and asked Vice Chairman Faustina if
his green space issue was addressed. Vice Chairman Faustina stated if we want to keep it in the motion
along Hamlin, I am certainly open to letting the developer look at their plot and see, again I wouldn't
support it if they are going to add a little bit of room on with what they have already existing kind of
towards the north side. A little flexibility on where that might occur. Just a distance away to hit those
members further to the south but whether you want to put it, maybe it goes a little bit more towards 16
or maybe it doesn't. I would recommend additional open space or tot lot in a separate location than
the one proposed. Chairman Huffaker asks Commissioner Ivie, would it be ok with accepting that
amendment that the additional green space wouldn't necessarily have to be on Hamlin itself.
Commissioner Ivie stated absolutely. Seconded by Commissioner Morrison. ALL AYES...MOTION
CARRIES.

The Terra View South development will play an important role in regional alternate transportation and
also contain a centralized common area for community recreation. The subdivision is proposed as a 361-
lot (230-single family residential, 71-single family attached, 25-commercial, 35-common) mixed use
subdivision. The approximately 170.4-acre site is located at the northeast corner of West Floating Feather
Road and State Highway 16 between West Floating Feather Road and West Beacon Light Road.

STAFF RECOMMENDATION
1. PATHWAYS:
A. The following list refers to the colored sidewalks and pathway shown in FIGURE 1:
1. The developer shall provide a 10-foot-wide concrete sidewalk built to the ACHD
Standards for Sidewalk in the alignments shown in RED and PINK in FIGURE 1. The
unconnected ends of these alignments shall employ the cul-de-sac design described in the
City Standard.
2. The developer shall provide an 8-foot-wide concrete sidewalk built to the ACHD
Standard for Sidewalks in the alignments shown in ORANGE in FIGURE 1.
3. The developer shall provide a 10-foot-wide asphalt pathway built to the City of Eagle
Pathway and Trail Design and Construction Standards (Resolution No. 23-19) in the
alignments shown in BLUE in FIGURE 1.

3. PUBLIC ACCESS EASEMENTS:
A. The following list refers to callouts in FIGURE 1:
1. The developer shall provide 20-foot-wide public access easements associated with the
ORANGE and BLUE pathways. The easements shall have a minimum 4-foot margin on
each side of pathway tread within any part of the easement where possible for the
alignment shown in ORANGE and BLUE in FIGURE 1.

4. CONSTRUCTION TIMING:
A. All pathways shall be constructed, and a survey depicting the location of this pathway within
the easement must be submitted to the City, prior to the City Clerk signing of the final plat for
each phase.
5. MAINTENANCE:
A. The developer and future homeowner' s association shall provide maintenance of all
sidewalks and pathways in perpetuity.
6. SIGNAGE
SIGNAGE: Within all public access easements, the City shall reserve the right to display signage.
(See examples in FIGURE 3) The physical form including materials, placement, and message of
any signage that the developer or HOA wishes to display within public access easement(s) must
be approved in writing by the City.

RE: Terra View South Subdivision Pathways Plan
Dear Commission:
On behalf of TV 44, LLC and Arctic Wild LLC, please accept our Pathways Plan for Terra View South,
located South of Beacon Light Road, between Highway 16 and Palmer Lane. Terra View South is a mixed -
use Planned Unit Development encompassing a mix of patio homes, single-family homes, and
commercial parcels.
With livability and quality of life in mind, the pathway network within Terra View South has been
thoughtfully designed to incorporate four trail types, which are able to simultaneously support varying
levels of activity, user groups with all different mobility options, and connect the subdivision from all
corners. These varied connectivity and recreational options align with the Framework and Vision of the
Eagle Trails and Pathways Plan to create a complete system of non -motorized routes "that provides safe
mobility options to enhance citizens' lives."
GOAL 1— Provide Great Recreation Choices
Terra View South trail routes are as diverse in character as the citizens they are designed for. Inner
subdivision loops of pedestrian friendly streets with detached sidewalks and 8' planted parkway strips
can be connected for long outings or enjoyed for a single short walk. A 10' asphalt
Regional Trail and 8' asphalt Community Pathway join together through the heart of the community
along Little Gulch Creek able to support athletes, commuters, and leisurely recreationists
simultaneously. Providing an east -west connection along Beacon Light Road, a 10' concrete Multi -Use
Pathway is an ideal setting for walking, jogging, bicycling or as an active transportation route to Terra
View South commercial development adjacent to Highway 16.
GOAL 2 — Promote Community Heath
The trail system within Terra View South will not only provide complete non motorized, internal
circulation for its residents to access all its amenity and green spaces, but it will also provide additional
trail mileage towards a future alternative transportation commuting route along Eagle's major corridors.

This varied system can improve public health by increasing opportunity for physical activity, provide
safer commuting and transportation routes for pedestrians and cyclists, encourage neighborly
interactions that foster mental health, and encourage exploration of the natural world helping to
support a respectful attitude for the environment.
GOAL 3 — Support Economic Opportunity
As a mixed use development, Terra View South is committed to the benefits of commercial
development and economic activities within the City of Eagle. Internal sidewalk networks provide active
transportation connections to the proposed commercial center along Beacon Light Rd, supporting jobs
within the community while having a positive impact on property values. Beyond the subdivision, the
Regional Trail to the south towards State Highway 44 and the Multi Use Pathway proposed east / west
along Beacon Light Road contribute to the future completions of alternative transportation commuter
routes that can reduce commuter costs, lighten traffic, and increase accessibility to regional commerce
for all economic backgrounds.
GOAL 4 — Ensure Equality
By providing four levels of trail types, Terra View South pathway system is able to promote equitable
access to recreation and the outdoors for people of all ages, physical abilities, and economic
backgrounds. Citizens have the option to decide what activity level to engage in and their final
destination.
GOAL 5 — Proactively and Responsibly Manage
All trails and pathways will be built per Ada County Highway District and / or City of Eagle Pathway
Design and Construction Standards to decrease future maintenance and adhere to best local
construction practices.
GOAL 6 — Safely Connect and Circulate
The trail network within Terra View South will not only provide an off road alternative for citizens to
walk, bike or participate in other forms of recreation but it will literally connect citizens to where they
live, work and play. As a mixed use development positioned in an anchor location at the corner of
Highway 16 and Beacon Light Road, the perimeter Mixed Use Pathway and Regional Trail provide a vital
piece of the puzzle to help towards completion of the complete the non motorized connection between
State Hight 44 to the Foothills to the north. The east west connection along Beacon Light Road provides
opportunities for walkable connections to nearby Star Middle School, River Birch Golf Course, and the
approved Millstone Subdivision to the east.

The proposed pathway network creates inner circulation to green space and commerical opportunities
to truly define the ideal live, work, play lifestyle, while strong additions to Eagle's regional pathway
system help the bring a nonmotorized connnection from downtown to foothills connection closer to
fruition.
