Minutes - 2024 - City Council - 02/21/2024 - Special EAGLE CITY COUNCIL SPECIAL MEETING MINUTES February 21, 2024 1. CALL TO ORDER: Mayor Pike calls the meeting to order at 3:33 p.m. 2. ROLL CALL: Present: GINDLESPERGER,MAY,RUSSELL,KVAMME.A quorum is present. 3. PLEDGE OF ALLEGIANCE: *Note: amended agenda is not accepted,as executive session is not needed. 4. NEW BUSINESS: A. ACTION ITEM Review and Discussion of the Citv's Fiber Network. (ELZ) Mayor Pike introduces the item. Public Works Director,Eric Ziegenfuss reviews a brief history of the City's Fiber Network,where the network stands to date,and seeks direction from Council on how to proceed. General discussion regarding the media campaign efforts, the ability to seek grants for future funding and testing efforts while installing the infrastructure. City Treasurer, Kellie Rekow discusses Local Improvement District funding options. Gindlesperger moves to approve to move forward to use existing ARPA Funds as it stands. Seconded by May. For budgeting purposes, next budget year the funding source for the fiber project will need to be addressed. B. ACTION ITEM Creation of New Liaison Positions for the Sports Park and Shooting Park. Discussion and approval of liaison appointments.(HR) Mayor Pike introduces the item. Russell would like a Council Member to do project follow up the designation of a liaison due to inquiries from the public. She states that Council would like funding committees created for these parks in development. Russell nominates May to be the liaison for the Regional Sports Park. Seconded by Gindlesperger.ALL AYE...MOTION CARRIES. May nominates Russell to be the liaison as the liaison for the shooting sports park.Seconded by Gindlesperger.ALL AYE...MOTION CARRIES. *5. EXECUTIVE SESSION: 74-206 (1) An executive session at which members of the public are excluded may be held, but only for the purposes and only in the manner set forth in this section. The motion to go into executive session shall identify the specific subsections of this section that authorize the executive session.There shall be a roll call vote on the motion and the vote shall be recorded in the minutes. Page 2 K:\COUNCIL\MINUTES\Temporary Minutes Work Area\CC-02-21-24spmin.docx 2/26/2024 A ino ,wr.. , THE OTT OF EAGLE Municipal Fiber Utility 2024 Project Plan 1 Goals Overview • Establish digital infrastructure as an essential public utility with the City as the neutral host. • Use open access and public utility models to establish a robust shared digital infrastructure. • Shift broadband competition from facilities based (monopoly) to services based (open access). • Unbundle costs to optimize competition, costs, and services for consumers. • Leverage solutions to enhance livability, increase economic development. 2 1 2/26/2024 Progress to Date • Adopted a Digital Access Master Plan. • Completed a citywide high-level design for phased construction. • Established policies and procedures for new developments. • Developed internal operational assets (staff and equipment). • Installed core infrastructure components (central hut, core equipment, miles of underground duct, vaults, and cable). 3 Next Steps • Community engagement for education and adoption. • Maximizing investment outcomes. • Institutionalizing models and rates. • Determine general fund commitment until Fiber Enterprise Fund is self sufficient 4 2 2/26/2024 Community Engagement Must provide: • Education • Sign up process • Use caution in setting expectations • Drive investments based on community outcomes 5 Pilot Project Construction Priorities • New Development. 1 . Complete northern edge segments to serve new development. 2. Complete equipment installation along route as needed. • Maximizing existing investments for existing development. 1 . Focus on construction in areas with the lowest cost per passing and customer demand to maximize returns for the initial investment. 2. Leverage the use of the already installed city fiber hut. 6 3 2/26/2024 Service Providers Inaugural service provider selection is critical 1. Initial provider investments will take time to achieve sustainability as a baseline subscriber count will be required to break even. 2. Initial provider consumer satisfaction will significantly impact outcomes and economic performance going forward. 3. The city needs a clear path for future open access. Recommendation: create a pilot project that limits the inaugural providers to two capable of meeting city objectives. 7 Fee Schedules The digital access master plan recommends monthly residential rates of$45 for residential and $55 for commercial fiber access. 1. Interest and labor rates have risen recently, but these rates are still sustainable at scale. 2. The pilot project scale is too small to support these rates long term. Recommendation: Set the residential rate at $49 and commercial at $59 per month until better scale is achieved. This will result in a monthly cost of $70 for residential fiber internet. 8 4 2/26/2024 Conclusion A $2M to $2.5M pilot project is planned for 2024 as follows: • Construction of all elements in 12 to 18 months • Establishment of a community engagement and fiber utility portal • Completion of the asset necessary to serve new development • An initial investment for existing development to pass 500 homes and connect 50% of the passings The project would connect over 500 properties in 12 to 18 months generating initial monthly revenues of more than $25K and laying the foundation for a larger citywide project. 9 5
