MINUTES
The Design Review Board met in regular session on January 25, 2024. Lindgren presiding.
1. CALL TO ORDER: Chairman Lindgren calls the meeting to order at 6:00 p.m.
2. ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, LINDGREN, MERRILL.
Absent: MIHAN, GREER.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION
ITEMS. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design Review Board
member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-42-98 MOD -
Building Addition to the Banbury Meadows Golf Course Clubhouse Building -
Banbury Meadows LLC: Banbury Meadows LLC, represented by Jay Gibbons with
South Beck and Baird, is requesting design review approval to construct a 2,901-
square foot building addition to the Banbury Meadows Golf Course clubhouse
building to include an indoor golf simulator. The 75.02-acre site is generally located
370-feet west of North Eagle Road between West Oakhampton Drive and West
Colchester Drive at 2626 South Marypost Place. (BAW)
C. Findings of Fact and Conclusions of Law for the Approval of DR-74-23 -
Common Area Landscaping within Hevostila Estates Subdivision - Criterion
Land Management: Criterion Land Management, represented by Nicolette Womack
with Kimley-Horn, is requesting design review approval for the common area
landscaping within Hevostila Estates Subdivision. The 12.14-acre site is located on
the south side of East Floating Feather Road approximately 355-feet west of the
intersection of North Falling Water Avenue and East Floating Feather Road at 2385
East Floating Feather Road. (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-75-23 - Four
Subdivision Monument Signs for Hevostila Estates Subdivision - Criterion Land
Management: Criterion Land Management, represented by Nicolette Womack with
Kimley-Horn, is requesting design review approval for four subdivision monument
signs for Hevostila Estates Subdivision. The 12.14-acre site is located on the south
side of East Floating Feather Road approximately 355-feet west of the intersection of
North Falling Water Avenue and East Floating Feather Road at 2385 East Floating
Feather Road. (ERF)
Nancy moves to approve the consent agenda as presented. Seconded

5. NEW BUSINESS:
A. ACTION ITEM. DR-43-21 MOD3 - Modification to the Common Area
Landscaping, Amenities, and Pool House within Arvory Crest Subdivision -
Lennar Homes of Idaho: Lennar Homes of Idaho, represented by Makayla Murphy
with EV Studios, is requesting design review approval to modify the common area
landscaping, amenities, and pool house within Arvory Crest Subdivision. The 80.2-
acre site is located on the southeast corner of West Floating Feather Road and State
Highway 16 at 1252 North Highway 16. (ERF)
City Planner, Emily Falco, provides an overview of the application and responds to
questions from the Board.
Amanda Bidwell, 8701 W. Hackamore Drive, Boise provides an overview of the
application and responds to questions from the Board.
Lindgren moves to approve DR-43-21 MOD3 with the site specific conditions of
approval as written.

B. ACTION ITEM.: DR-38-23 - Common Area Landscaping and Building
Architecture within Dovetail Condos - Eagle Tail Development: Eagle Tail
Development, represented by Chad Palmer, is requesting design review approval of the
common area landscaping and building architecture of Dovetail Condos. The 1.58-acre
site, consisting of two lots (Lots 6 & &, Block 2, Randall Acres Subdivision No. 15),
is located on the north side of East Dunyon Street approximately 300-feet east of the
intersection of East Dunyon Street and South Conover Street at 2056 and 2078 East
Dunyon Street. (BAW)
Chad Palmer, 3430 W. Hazel Lake Drive, Kuna provides an overview of the
application and responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-38-23 with site specific improvements as written
with the following modifications.
Site specific condition #6: the second "or" which reads "If the City approves the
removal of the trees and does required mitigation, the applicant may opt to pay an in -lieu
fee into the tree fund in the amount of $10,480.00 (52-caliper inches x $175.00 per caliper
inch and 23-vertical feet x $60.00 per vertical foot). The payment to the tree fund should
be received by the City prior to the issuance of a zoning certificate."
Site specific condition #7: Shall read as written, "with the addition that the cut
sheet will reviewed not only by staff member, but one member of the Board for
review and approval".
Site specific condition #16: To provide additional information regarding the gazebo
in terms of design, material, colors, etc. to be reviewed by staff and one member of
the Board.
Seconded by Duperault.
Modify motion to recommend a cover over the mailbox to provide coverage for
users to access their mail, to be reviewed by staff and one member of the Board.
Further modify motion, site specific condition #16: To include, to indicate on the
landscape plan to show reference and context to the landscape plan. In addition,
we want to add site specific condition #17.
Site specific condition #17: To modify perimeter fencing as proposed by the
applicant to be a wood composite, or composite wood, however you want to put it,
in lieu of the vinyl, and again with the texture, and color which is more or less
indicated by the applicant, in this application.
Seconded by Merrill. ALL AYES...MOTION CARRIES.
C. ACTION ITEM. DR-61-23 - Common Area Landscanin2 within Shetland Point
Subdivision — A Team Land Consultants: Steve Arnold with A Team Land
Consultants is requesting design review approval for the common area landscaping
within Shetland Point Subdivision. The 5.10-acre site is located on the west side of
North Park Lane approximately 400-feet south of the intersection of West Floating
Feather Road and North Park Lane at 1025 North Park Lane. (ERF)
David Nielson, 954 E. Opus Street, Boise, provides an overview of the application and
responds to questions from the Board.
City Planner, Emily Falco, provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-61-23 with the site specific conditions of approval
as written with the following modifications:
Site specific condition #13: For the applicant to provide and update of the
sidewalk location relative to the street to reflect more of what is happening on the
north side of Mustang Lane with an eight foot landscape strip and an eight foot
sidewalk off the back of the curb.
Site specific condition #14: To provide a more decorative mailbox cluster in lieu
of what was proposed on sheet C104 reviewed by staff and one member of the
Board for approval.
Site specific condition #15: The applicant to provide three cross sections of the
landscape berm to the north side of Mustang lane to confirm a three to one max
slope of the berms and to confirm that is in compliance with that requirement.

1. Comply with all applicable conditions of C'U-02-21'PPUD-02-21 PP-04-21. DR-43-21 and
subsequent modifications.
2. The applicant shall submit payment to the City for all engineering and legal fees incurred for reviewing
this project. prior to the issuance of a zoning certificate and or upon receipt of an invoice by the City,
whichever occurs first.
3. The applicant shall be required to comply with any applicable conditions placed on this application by
the City Engineer.
4. Submit payment to the City for the Planning and Zoning plan review at the time of building permit
submittal.
5. Paint all electrical meters, phone boxes. etc. located on the building to match the color of the building.
