DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on January 11, 2024. Chairman Grubb
presiding.
1. CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: GRUBB, SAYER, DUPERAULT, LINDGREN, MERRILL, MIHAN,
GREER.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with
one motion. There will be no separate discussion on these items unless a Design Review
Board member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-63-23 -
Common Area Landscaping within Valnova PUMP No. 1 - Lots 32-34 - GWC
Capital, LLC: GWC Capital, LLC, represented by Eric Langvardt with Langvardt
Design Group, is requesting design review approval for the common area landscaping
within Valnova PUMP No. 1 - Lots 32-34. The 56.53-acre site is generally located 1
1/2-miles east of State Highway 16 (approximately 2.44-miles north of Beacon Light
Road (Ada County Assessor parcel number S0323131450). (BAW)
C. Findings of Fact and Conclusions of Law for the Approval of DR-68-23 - Multi -
tenant Retail/Office (Business and Professional/Medical and Dental) Building for
Connect Pharmacy - Julie Brown: Julie Brown, represented by Robin Gates with
Studio L Architecture, is requesting design review approval to construct a single story,
5,983-square foot multi -tenant retail/office (business and professional/office and
medical) building. The 0.63-acre site is located northeast of State Highway 44 and
North Fisher Park Way at 44 North Fisher Park Way within Eagle Island Crossing (Lot
10, Block 2, Arts West Subdivision No. 2). (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-69-23 - Master
Si2n Plan for a Multi -tenant Retail/Office (Business and Professional/Medical
and Dental) Building - Julie Brown: Julie Brown, represented by Robin Gates with
Studio L Architecture, is requesting design review approval for a master sign plan for
a multi -tenant retail/office (business and professional/medical and dental) building.
The 0.63-acre site is located northeast of State Highway 44 and North Fisher Park
Way within Eagle Island Crossing (Lot 10, Block 2, Arts West Subdivision No. 2).

E. Findings of Fact and Conclusions of Law for the Approval of DR-72-23 - Multi -
tenant Restaurant with a Drive -Through and Restaurant/Retail Building -
Rennison Companies: Rennison Companies, represented by Walt Lindgren with
Lindgren Labrie Architecture, is requesting design review approval of a 3,774-square
foot restaurant with drive through and restaurant/retail building. The 0.57-acre site is
located on the southeast corner of South Edgewood Lane and East State Street at 650
South Edgewood Lane within East End Marketplace. (BAW)
F. Findings of Fact and Conclusions of Law for the Approval of DR-73-23 -
Master Sign Plan for a Multi -tenant Restaurant with Drive -Through and
Restaurant/Retail - Rennison Companies: Rennison Companies, represented by
Walt Lindgren with Lindgren Labrie Architecture, is requesting design review
approval of a master sign plan for a restaurant with drive -through and
restaurant/retail building. The 0.57- acre site is located on the southeast corner of
South Edgewood Lane and East State Street at 650 South Edgewood Lane within
East End Marketplace. (BAW)

A. ACTION ITEM. DR-42-98 MOD - Building Addition to the Banbury Meadows
Golf Course Clubhouse Building - Banbury Meadows LLC: Banbury Meadows
LLC, represented by Jay Gibbons with South Beck and Baird, is requesting design
review approval to construct a 2,901-square foot building addition the Banbury
Meadows Golf Course clubhouse building to include an indoor golf simulator. The
75.02-acre site is generally located 370-feet west of North Eagle Road between West
Oakhampton Drive and West Colchester Drive at 2626 South Marypost Place. (BAW)
Jay Gibbons with South Beck and Baird, 2002 S. Vista, Boise provides an overview of
the application and responds to questions from the Board.
Planner, Barb Williams, provides an overview of the application and responds to
questions from the Board.
Grubb moves to approve DR-42-98 MOD Common Area Landscaping within
Silvercreek Subdivision with the site specific and standard conditions of
approvals as written with the following modifications:
Site Specific Condition #2 Strike the first sentence, strike after the "or", next
paragraph, strike the "or" after the next paragraph and leave any other
combination as an option for the tree mitigation.
Comment: Due to age of building and matching the existing architectural which
has various architectural dimensions and characteristics we believe the
architectural style should match the existing.
Seconded by Lindgren. ALL AYES...MOTION CARRIES.
B. ACTION ITEM.: DR-66-23 - Parkinson Multi -tenant Flex Space Building - Urban
LLC: Nick Louie with Urban LLC is requesting design review approval for a 12,332-
square foot, 6-unit, multi -tenant flex space building. The 0.74-acre site is located on
the northwest corner of East State Street and South Parkinson Street at 1093 South
Parkinson Street (Lot 19 and 20, Block 1, Randall Acres Subdivision No. 15). (ERF)

0.74-acre site is located on the northwest corner of East State Street and South
Parkinson Street at 1093 South Parkinson Street (Lot 19 and 20, Block 1, Randall

Grubb moves to continue DR-67-23 - Master Sign Plan for Parkinson Multi -

Comment: Did not have all the materials. The Board would like to have these
materials for their review.

C. ACTION ITEM. DR-74-23 - Common Area Landscaping within Hevostila Estates
Subdivision - Criterion Land Management: Criterion Land Management,
represented by Nicolette Womack with Kimley-Horn, is requesting design review
approval for the common area landscaping within Hevostila Estates Subdivision. The
12.14-acre site is located on the south side of East Floating Feather Road
approximately 355-feet west of the intersection of North Falling Water Avenue and
East Floating Feather Road at 2385 East Floating Feather Road. (ERF)

Grubb moves to approve DR-74-23 - Common Area Landscaping within
Hevostila Estates Subdivision with the site specific and standard conditions of
approvals as written with the following modifications:
Additional Site Specific Condition #2: Strike the first sentence "if" and the
paragraph under the "or" we will leave the any combination. At the end of that
sentence we will say the Design Review Board recognizes tree mitigation should
be addressed for the Crab Apples, the nine Choke Cherries, the one Amber
Maple, three Norway Maples and, the one Common Pear.
Add Site Specific Condition #10: Provide building materials, physical samples to
be approved by staff and one member of Design Review Board.
Comment: The Design Review Board feels the applicant should work with Parks
and Pathways to determine appropriate if any landscaping along the new
pathway along the panhandle to the south of the property.
Site Specification Condition #11: Provide revised details that show concealed
fasteners on the metal roofing for the pump house to be approved by staff.
Seconded by Duperault.
Chairman Wright amends his motion to include:
Site Specific Condition #12: Provide an enlarged plan of the site seating area to
be approved by staff and one member of the Design Review Board.
Site Specific Condition #13: Provide a revised landscape plan with a stamp of a
licensed engineer to be approved by staff.
Motion has been made, amended. Seconded by Sayer.

D. ACTION ITEM: DR-75-23 - Four Subdivision Monument Signs for Hevostila
Estates Subdivision - Criterion Land Management: Criterion Land Management,
represented by Nicolette Womack with Kimley-Horn, is requesting design review
approval for four subdivision monument signs for Hevostila Estates Subdivision. The
12.14-acre site is located on the south side of East Floating Feather Road
approximately 355-feet west of the intersection of North Falling Water Avenue and

Site Specification Condition #7: Provide revised landscaping plans showing blow
ups of the areas around the signs for landscaping planting types.
Site Specific Condition #9: Provide physical samples of the building materials
that coincide with the pump house and mailbox structure to be approved by staff
and one member.
Site Specific Condition #9: If any additional lighting is proposed to be ground
mounted, flood style or other lighting needs to provide with revised cut sheets
showing style, location as well as plantings around them to be approved by staff
and one member of Design Review Board.
Seconded by Duperault. All AYES...MOTION CARRIES.
6. REPORTS:
